(Correspondence ot the Herald.) Wasuinaton, Dec. 10, 1844. Texas and Oregon—The Chinese Treaty— Nomi nations b:fore the Senate—Reference of Abolition Pititions, &c. James G. Bewnetr, Erq.— &i. The importance of the Texas question at the present period engrosees much conversation at the capitol, and in your metropolis must be the all-ab- sorbing topic. The apprehensions of difficulty with Great Britain on this subject, are, in my opi- nion, unfounded, in the present state of «ffairs. Mexico cannot, dare not, make any declaration of war without the approbation of Great Britain, and Great Britain will not be made a pasty to euch a ; Movement with France as her opponent. John C. Calhoun, in his letter to Mr. King, at Paris, checkmated the English Government by ob- taining concurrence in his views from M. Guizot, the French Mivister. This was a musterly Movement, made at a crisis when England might bave been considering the po- icy of aiding Mexico. The internal difficulties in Mexico might be supposed, by some, to aid the policy of Senta Anna in # declarauon et war a is Country, in order to unite his government, but such policy would be fatal to his power You will Temember, that originaily, Santa Anna protersed and evineed ihe greatest {rienoship lor our govern- ment and adwiration for her ins uuons—1n fact the formation of that Republic was bused upon the principles of our coutederation Having suc- ceeded in his views at that period, and estublish- ed a covfederative government, he fouod oc- casion afterwards to change his views and it then became necessary to create a counterac- ting effect by the abuse of this government and her institutions, which was easily accomplished through a subsidized press under hiseontiol. The eflect thus produced has compelled his opponents in Mexico to openly adopt timilar views and opinions, while secretly they are known to be friendly to the adoption and continuance of a con- federative system similar to ours, and which was established When Santa Anna came into power. No true policy therefore can prompt him to make a declaration of war against this country to unite the people of Mexico, and without the approval of Great Britain, he dare not. cannot, pursue such a course. A single blow would extend the bounda- ries of the United States to the Pacific Ocean on the west and the Iethmus of Darien on the South, and thus end all dispute as to Texian annexation. This much you may depend upon—there will be no war with Mexico or England on the Texan ques. tion But different, tar different, is the question of Oregon, as the British goverument have a longing prospective eye tothe udvantages resulting trom the possession of the navigable points of this ter- ritory, and es they have secured a equatter’s posi- tion, owing to the long delay aud suspension of negotiation, it will not be an easy matter to remove them without force. The negotiations on this sub- ject wili soou be brought to a close, and then some definite action will take place, but not betore. ‘The bill about to be introduced by Mr. Duncan, will rather retard than advance this question, go tar as negotiation ig concerned. The great evil was the origival agreementin allowing mutual occupa- tion, which has now existed for twenty-five years, through which means Mr. Calhoun has at lasi been eettled upon as the mediator between the two gov- erumeots. In the Senate to-day, the Texan question came up on a resolution by Mr. McDuffie, which was followed by notice frou: Mr. Benton to introduce his bill on the subject. The Chinese Treaty was presented, a8 also the nominations of Collector Van Ness of your city, aud Judges Walworth and King, for the Supreme Court. In the House, Mr. Adame succeeded in obtain- ing a reference of a petition to abolii h Slavery in this district, to the committee on this district. “But the proceedings will give you all. a df a y In questo Seu» ‘ 8 8,904 | Nelson.—Barques Wm Kennedy’ Martin’ Berinnate 4 f the high: | ‘American literature, ‘These Nation I pletnies must take piece: 3 andat wood, + 8,250 115,500 out 143574 | Kadward, Bulkley, Charleston, Dunham & Dison “Brie encore, Je ts fully canal, jn our at pany Botittses | dence of all the namby-pambyism ofthe day. 7—gonge Mine Takes, PY ctr s reek ooo PO SEM A Foengan, Hide Zelda: Joho Kendall, Mobis year. On motion of Mr. Axcttr, the resolutions were referred to the Committee on Foreign Relations, where they may remain for several daye, or several weeks at the discretion of the committee. MR. BENTON’S PROPOSITION IN OPPOSITION. Mr. Benton, arose, after the reading of M Duffie’s resolutions, «nd solemuly and decisive'y announced to the Senate, that on to-morrow he should introduce a bill providing forthe annexation of Texas to the United States. We learn from the honorable Senator, that it is his bill of last session. z3 ‘The difference between the two propositions of Mr. McDuffie and Col, Benton, is as broad as the space of eoantry in litigation; and the position of the parties in the controversy is most interesting irom their deciced hortility, in plau, scope, princi- ple, time, and manner in the consummi negation. The proposition of Mr. M’Duffie w simple and direct ; the plan of Co} tenton involves the topography, the geography, the climate, the diplomacy, the civil, political, diplomatic, reli- 1ous, financial, commercial and natural history of exes, and incidentally of Mexico. But at in- volves a greater question than either of the fore geing—the questionof the expediency of a com- promise act between the North and the Sonth on the subject of slavery, in the prospective partition of Texas between the abolitionists and the slave- holders. ‘ i Col. Berton occupies, too, au embarrassing po- sition in his charges a d denunciations during the debate of the last session, against the adminetra- tion, touching its negotiations upon this subject. Whether Mr. B’s couree 1n the debate that ie like- ly to follow, will be as pugnacious and uncompro- mising, or whether he will, in a spirit of grateful torbearance seek to conciliate the goed will ot the executive and his advisers, remains to be seen. From his ominous attitude, utterance, and expres- sion of countenance thie morning, we rather ex- pect that he is resolved upon carrying the war into the heart of Afri . The bill of Col. Benton wiil doubtless be referrea fo the same committee to which Mr. McDuffie’s resolutions are comentted ; and we anticipate, in the report of Mr. Archer, an adverse recommen- dation in both cases, in a brief resolution that they be laid upen the table, with a withdrawal of the motion for the accommodation of the litigants in the premises. This may be done unlees he receives inetructions to the contrary. — " Mr. Rives’ resolution, calling for the latest offi- cial correspondence reapecting the international re- lations between Mexico, Texas and the Uni- ted Biates, was adopted. On motion of Mr, Berrien, the Senate proceed- ad to executive business; and, altera short eession, adjourned. We are apprised thatthe nominations of Chen, pert of the sand J Pinck- ou the twelfth
