Bennerr, Eeqg — Monday is the day fixed for the opening of Con- grees, and from present appearances I think thee will be a quorum of both houses, and the Message will therefore be delivered on Tuesday at 12M., and then dispatched by government and private expresses, to the four quarters of the United States. The regular express will arrive in your city about 11 o’clock on Tuesday evening, but look out for a copy by far more expeditious means, in time for your evening edition. The message will contain a reitera! dations of the President, including, possibly, the n of all the previous recommen- Exchequer plan. : ‘There are no officers to be made by the Houee or Senate, nor printers to be selected, and therefore there is nothing to induce extensive boring or prob- ing of members’ views or opinioss as they arrive, on this head, but the course of the present admin- istration, with the anticipated movements of the coming dynasty, causes much speculation amen; all. Accompanying the Presideni’s Message will be tound some most interesting correspondence be- tween the present Secretary of State, the Mexican authorities, and the gentlemen selected from the United States to act in official capacity at that Go- vernment. The Texas question will thus be placed immediately before Congress, and members of both Houses will be forthwith compelled to show their hands and declare their opinions on this im- portantquestion. This correrpondence willinclude all subsequent to that preeented at the labt session, The Message will probably contain a brief synop- sis of the correspondence, which, we presume, 18 voluminous. The question of the ocevpation of the terri- tory of Oregon will be presented as soon as the existing negotiations with Great Bri- tain are concluded, but seme enticipated move- ment may be mede in Congress belore the government is prepared to call in the action of that body. These negotiations have been pending since 1818, when the boundary line was settled to the Roeky mountains. Beyond that no line has been fixed, and the gredual encroachments of the Brit- ish government have extended as tar down as the Columbia river, being one handred and filty miles below the northern bourdary, between the United S ates and Canada on the eust of the mountain: At this point they appear to have rested their claim and ate now most modestly willing to make the Columbia river the northern boundary. To this aggression and sesumption of territory, violation of right, the whole West, North and Sonth, will be opposed, and insist that the boundar line shall not be an inch below the point fixe on the east of the mountains.+ Here will be the bone of contention, and unless negotia- tion can settle it, Yankee skill and Western urage must be called in to terminate the dispute. The oceupation will thus be peaceably eflected, unless the British government desire to test the skil! of Western rifles upon the force they may array to prevent it. But, in the mean time, would ask if our government is aware that the English authorities had despatched several vessels well filled with “men and measures,” to cruize in the vicinity of the mouth of the Co- lumbia, in anticipation of difficulty. The facts are these—Mr. Spen- cer, Secretary of War. and Mr. Crawford, Com- missioner of [udian Affiirs, made a contract some two years #gé, with Gen A. Anderson, of Ten- nessee, for the removal of theee Indians from the Missivsippi river.
