Sunday, Deo, 1-6 P. M. Considerable excitement exists among capitalists, and relation to the course likely to be pur- sued during the approaching session of Congress. It is anticipated that there will prevail a considerable influ- ence that will take off the edge of partizan feeling, ead quiet those d sposed to act upon the most ultra doctrines } of their creed. So long as the perties remain divided as they are at this moment, there is very little danger of »ny Vital interest of the country suffering from Jegislation, ‘The movements of Congress must | be prine‘pally confined tothe passage ot bills of very | litde general importance, and to the diseussion of the repeal of the present tariff act—to the adoption of a sys- tem of cheep postages, aud, perhaps, tothe establishment of some plan of government finance, for the satekveping and distribution of the revenue. Of those acts of im- portance enumereted, it is possible both parties muy agree upon a tariff of postages, and an experiment made by adopting some plan—but even this, is, at present, very doubtinl, while the least change in the others, is, at this | time, very improbable. The money market must con- tinue depressed, and the operations of capitalists and speculators very limited until these questions are more definitely understood, which cannot be for sometime ofier Congress convenes, and the reports of the different Se- cretaries made public. We do not look for a resumption cf business generally until after the Ist of January, as the payment of the instalment on the government debt due then will have a certain influence on the money “Many operators look for a greater abuadance | of capital seeking employment in all kiuds o| curities by the middle of January than we have ever had These calculators anticipate the withdrawal of money frem mercantile and manufacturing pursuits, in consequence of the result of the late election; but we are of the opinion that they will be about as much dv- | ceived as they have been in the result of the contest. We annex our usual table of comparative quotations for the past week :. Quotations von THY rRINcIPAL Stocks in THE New business men, or from any change. ate 81 gece: Pd 1Ss5118ss We notice a greater regularity in prices delet the past weck than for a long time previous, and the cloaing rates do not vary much from those current gtthe close of the previous week. Thiastat: of the market can be attributed principally to the want of a disposition in operators to make any transactions of consequence until after Congress convenes, or until alter the various subjects now agitating the public mind are settled. An election for Directors of the Morris Canal & Bank: ing Company was held on Saturday, the 30th ult., which resulted in the choice of the following named gentlemen : Dmscrons or tHe Monat Canay ann Banxino ‘Thomas Tileston, Benjamin Williamson, Joseph B. The income of the State, from all sources during the past year, amounts to $306 831 63, Expenditures during the 4 $347,704 63, showing a deficiency of $40,873 00. Of the expenditures for the year, $56,483 73 have been applied to the reduction of the principal of the public debts leaving out this item and the reoeipts into the State Trea. sury, excecd the expenditures $15,610 73. The direct taxes levied and collected for the use of the State, amounted this year to $277,662 45. The Governor re- commends to the Legislature the adoption of speedy and effective measures for the payment of the public debt, which now amounts to about $3,000,000. We take the aunexed extract from the message for the purpose of giving the Governor’s uwn remarks on this important The finances of the State An act was passed requiring the bank to provide for the payment of the instalments of the debt falling due on the first of January, 1845 and 6, amounting to five hun dred and fifty thousand dollars, ($550,000, to the Comptroller General, to be cancelled, the evidences ‘0 the amount of four hun- ,) and to deliver of State debt in ite jon, dred and fiiteen thousand two hundred end seventy lara, ($415,270.) Of the evidences of Stato debt held by the bank, oue hundced and sixty-three thousand four huo- ight dollars ($163,465) fell due in 1943 and 6,40 thut the whole amount of debt, the liquidauon of which was provided for by the act of last session, was eight hundred and one thousand eight hundred and two dollars, ($801 802) or abont four hundred thousand per T am happy to say that the bank surrendered to the Comptroller General in January last, and that he canceled four hundred and sand and eight dollars and twenty-nine cents ($417,008 29) Ol the puliic debt, being something more than was re- quired of it; and I do not doubt that it will provide for the punctual pay ment of the instalments of 1845 and 6 as they become due, ‘The Governor takes +trong ground against the State bank, and enters at length into tho evils that the exist- ence of such an institution may entail pon the State, and every one within its limits. The charter of the Dank has twelve years to run, and os it Is taken for grapted that its affairs cannot be closed up ia less than seven, without desolating the State aud spreading bank- ruptcy and ruin in every direction, a just regard for the safety and wellaro of the community, requires that ures ehovld be taken to remove from it, atthe earliest possible period, an engine so dangerous and destructive, ‘The remarks of the Governor in relation to the present tariff act are certainly of a very extraordinary nature,— He considers the compromise act ss a treaty formed be tween the billigereat parties—with arms in their hands— solemnly ratified by the federal government on the one part, and @ convention of the State of South Curolina on The message farther s: South Carolina bound herself to submit for nine years to ive tariff, provided that after the expiration of it, no higher tariff should again be levied than was ne sary to defray the expenses of an econon.ical adminis tration of the government, and that the rate of duty should if no emergency, except in case of war, exceed twenty percent, The Governor ergues that @ repeal of the pre» sent tariff act is beyond a possibility, and tha it devolves upon South Carolina to decide what course she will pur sue in the premisos—that the period has arrived when she can no longer pursue her final decision, ond that the State is bound by hor past history, by the principles she to adopt such measures as will at an early period bring all her moral, constitutional, and, if necessu- ry, physical resources in direct array against a policy which has never been checked but by her interposition ‘Tho citixens of lowa, in convention, have constitution prior to being admitted into the Union as a dred and sixty. enum for two years. venteen thou- s, that by that treaty State. The most important article in the whole is that relating to the legislative power to create debt.
