This kind of property is daily improv- ing, and sales to any extent at the present time would draw out large amounts of capital now remaining idle, and relieve the market ef a deal of the stper-abundance of money now endangering the regular movements of trade, The large and heavy assessments to which real estate on this island is subject to, deters many large copitalists from investments in this species of property. Many who woula purchase houses for their own use, are,in consequence of the heavy rate of taxation, driven to Brooklyn, which city is rapidly improving, through the effect of mismanagement in the financial affairs of the Corporation of this city. Those owning unproductive landed property in the upper wards of the city, say above Twenty-third and'Twenty-fourth streets, are somewhat in the situations of many proprietors of Virginia plante- tions and Virginia negroes—the more they own the poor- erthey are. A few years will suffice for the texes and assessments to consume the whole substance. The evil had become so aggravated previous to the election last spring, that the party promising the greatest economy in the administration of the municipal affairs, and a reduc- tion of all the expenses of the city, received the support of those directly suffering from the prodigality of former governments, without regard to party feeling, and the re sult was the election of those now in office. Real eatote holders have since anxiously looked for some decisive movement on the subject, in which they are particularly interested, and their suspense has finally been removed, by a public report, stating that the amount necessary ‘to be raised ‘by texotion, is nearly $300,000 more than required last year. Retrenchment and reform upon this system is no longer asked for. This has been practiced so long by the other great parties, that a change was de- manded. Notwithstanding this increase in taxation, it is true that recent sales of real estate show quite an im- provement in prices, compared with those of afew months since. We cannot account for this state of things, unless the great abundance of money in the market has satisfied capitalists that it is impossible to find employment for all that offere in commercial affairs, or in the speculative bubbles in the stock market. The very reduced rate of interest is caused by the large amount of capital afloat, and &@ permanent investment of Jarge amounts in real es- tate at this time, would relieve the market of the surplus, advance the rate of interest, and remove all dangers that are now likely to derange the regular course of trade, and promote speculation and over trading. "5 In the early part of the present year, when the impor. tations monthlyamounted to nearly ten millions of dollars, andthe revenue from customs to full one third of (hat immense sum, we could not resist the conclusion, that a very short time would sutlice to bring about a state of things somewhat similar to that experienced in 1834 and ’86, when the over-trading, which resulted so seriously» ‘was justcommencing. We loeked upon the immense im. portations as a great evil, and upon the accumulation of a large surplus revenue, if anything, a greater and more dangerous evil than the first, but when we became satisfied that quite two thirds of the value of the importations was on account of the manufacturers of Europe, tion of our fears were dissipated, and a greater confilence in the stability of our commercial affairs established. Rerly in the month of August, the jobbing houses of this foreign and domestic manufacture, in anticipation of a much larger trade than realized in the spring. For a long time efver the principal jobbing houses become supplied, the importations continued as iarge as over,the consign: being principally commission houses, and the owners mannfacturers in Enrope. So large an amount of goods arriving here after the demand was fully supplied, and a surplus still left, had a very injurious effect on prices, reducing the value of all those in the market, and since the middle of August prices for all descriptions of dry goods, ef both foreign and domestic manufacture, have been steadily declining, cansed by a supply much Jarger thon the demand. Up to the Ist of October the | importatious of foreign manufactures into this port were to an immense amount, at the same time our home manu. facturers were actively engaged in turning out all the goods they could produce, and from the two sources all our markets have become glutted, and prices very much reduced. The losses on most of the foreign goods in this | market, now in first hands, will fall upon owners on the other side, but very serious losses will be experienc d on many of the large stocks inthe hands of the jobbers, Our auction houres have recently been crowded with foreign goods from commission houses, which have been forced into the market at prices much less then those realized early in the season, which tends to reduce the | price for all that may bein the market. If » jobber buys f largo lot of a particular kin’ of goods early in the season, at forty fiveicents per yard, and @ month after. | wards goods precisely like them are forced into the ma: ket from under the hammer at thirty-five cents per yard, the jobber must reduce the price on what he may have to | that level, and experience a lossof ten cents per yard. In this way very serious losses must fall upon all parties. ‘The sacrifices submitted to in sales daily made of foreign manufactures does not show that these goods cannot be imported into this country, under the existing tariff act, and pay a fair remunerating profit.
