The distribution of the public lands among the Sates is a favor- ite measure of the party represented by Mr. Clay, and it is considered by many that his election ensures the adoption of that policy. The two great parties of this country are so closely balanced, that each has a check upon the other, which prevents the adoption of measures likely to change very materially the | Bo present policy of the government. The re presentative branches of the Government are so equally divided, that the executive cannot exert an influence on their movements similar to that he would po:- 83 over both houses of Congress were the majorities with him. Any increase in the internal commerce of the States operates to the advan- tage of these works, and to this increase in our home trade must the public and private proprietors of these works look for the resources to meet their indebtedness. What political changes may take place in the government likely to advance the resources of the delinquent States, it is at present impossible to tell, but te the increase of our internal trade the attention of all should be directed.
