The receipts from customs at all the ports of entry in the Union, up to the Ist of September, cannot fall much short of twenty-five millions of dollars; at the same rate of accumulation throughout the year, the total amount received from January 1, 1844, to January 1, 1845, cannot be much under forty millions of dollars. Making due allowance for the falling off in im- portations at the latter end of the season, we will place the Amount at $35,000,000, This, with the receipts from public lands, must give a revente of $37,000,000 Estimating the expenditures of the Goverument to be for the year $20,000 000--which is $4,000,0°% more than the estimate of the Secretary of the ‘Treasury—redeeming all toe outstanding Treasury notes and paying the public debt, falling due the Ist of January next, will take $10,000 000 more—making in all an expenditure of $30 000 000 out of a revenue of $37 000,000, leaving a surplus of at leust $7,000,000 We huve placed the revenue below what we believe it actually will be, and estimated the expenditures to be much larger then what they actually will be, if we may take the expenses for the first six months 05 acriterion, But taking our own estimates, it appears there will bo a surplus of $7,000,000 on the Ist of Jonuary next; and until thar time, the pet banks will have the control of @n amount reaching double that, as the deposits are allowed to remain in hand to meet the part of the debt due them. This surplus has all sccumu Jated under the tariff act that is so bighly extolled by one party and obused by the other ; and to this surpins will be traced hereafter all the evils that invariably proceed from such a power placed in the hands of a few banks. We have a very strong precedent to refer to when we ossert that the surplus revenue now accumulating will spread bankruptcy and desolation through the country. ‘What was it that produced all the evile that surrounded the commercial cla-ses from 1682 to 1837, and that Gnally made two-thirds'of the country bankrupt, but the surplus revenue produced by the high tariff of 1828? It was 9 surplus revenue, and a large amount of Government de- posites, that created the rivalry between the State banks and the United States;Bank, that finally resulted in the removal of the deposits te the State institutions and the destruction of the United States Bank It was the imroense speculations entered into by the State banks on the strength of these deporits,in government lands by the ‘Western banks, and in stocks by the Atlantic banks, that created the jealousy between the banks of the East and West, that resulted in the adoption of the specie circular ; and, still further, it was the constent sccumul:tion of a surplus that brought about the distribution between the States and the bankruptcy of the General Government. From a surplus of thirty millions of dollars in 1932, the government bas been in ten yevrs involved in an indebt- edness of twenty five millions of dollars During the financial movements alluded to above, the most enormous apeculations were carried on From unlimited re- sources, the whole mercantile community, the States and the General Government, have been reduced to bankruptcy, The revulsion that overtook all classes in the ‘midst of their most extended operations, destroyed every interest and for a tire ruined nearly every one en gaged in ony business. Fortunately the banking system fell with all the rest, and to the extinction of a large num- her of these institutions we can trace the re action that hus recently taken place in commercial affairs. Our currency for a year or two continued very much restricted and the returning prosperity was very gradual, it being based on sound principles and governed by legitimate laws of trade, Commerce, mapufactures, agriculture, all branches of business wore ateadily improving under the last part of the Compromise Act and (he limited bank movement. In September, 1842, tho present tariff went into operation, and the inflation of the currency and the move ments of commerce have since been very rapid The ex- pansions in the currency have been the first cause of the Jarge importations, and the high tariff haa yielded anim. mense revenue. The tariff act has had very little todo towards creating the immense importations of the year past. It is one of the most obsurd ideas imaginable, to at tribute to that act the greatest portion of the prosperity now apparent. The party cla'ming the parentage of that uct, supposed it would restrict our importations. It look. ed for a moderate revenue from moderate imports, as the protective features of the tariff were looked upon as rather prohibitory. The whigs, of course, advocate its beauties, and the principal men and organs of the party parade long list of prices, and endeavor to show the effect on the price of sheetings and sugar, pins and putty, brass kettles and chain cables, The orators of both parties are at logger: heads as to the price of wool, and work hard to show that the very existence of the twenty millions of sheep in the country depends entirely on the present tsriff. The most laughable and nonsensical arguments are taught fearlessly by both parties for and against this act, not one of which has the slightest bearing on the subjrct, and which must, in many instances, be intended entirely for politicai capi- tal. We cannot think that Daniel Webster or Silas Wright believe an iota of the statements made by them- selves on this subject. A party man cannot adhere to the truth on this question without detracting much from the influence of it in the approaching campnign, It is possible that after the approaching contest is de- cided, both parties may agree to a modification of the pro sent tariff. It reqnires pruning, and many articles re. quire a reduction of duty. The debt of the government demands the accumulation of a large revenue; but there is no necessity for the surplus to remain in the hands of afew bank directors, who will assuredly use every dollar to promote speculation and overtrading. The mercan- tile classes are not safe, eo long as such an immense amount is used to inflate the markets, and increase trade beyond proper limits. The eleven millions of dollars, now in the hands of the pet banka, has been drawn from the channels of trade, and approp iated to the inflation of a few stock bubbles, The capital of the legitimate mer chant has been reduced to increase that of the stockjobber- As fast as the deposite increase, speculations increase, and the movements of trade become inflated, until the same evils are brought into existence that created the revulsion of 1837. The inflation now going on must receive o check when the first payment on the public debt becomes due; but that can only be temporary. The Secretary of the Treasury has given notice that he is ready to redeem all outstanding Treasury notes. This will take about two millions of dollara, and reduce the surplus vory slightly, as the receipts continue very heavy.
