The bullion in the Bank of England has been reduced by the payment of dividends to the extent ef £413,000. The joint stock banks of England will no doubt increase their circulation again as the har- vests progress. The Bank of England has experienced a variation of movement equal to £1,227,000, since the June returns. Having increased its circulation £814,000, in the payment of dividends in July, the payments were af- terwards made in specie. The position of the Banko England at the dete of the last report, cannot be consf dered otherwise than favorable, compared with the for- mer returns. The decreasein bullion must be quite a re- lief to the bank. The immense amount lying in the vaults of the bank, must have proved a great drawback to the prefits of the institution, The great abundance of money, end particularly the abundance of bullion,jhes compelled the bank to retain more of ‘the precious metala than was necessary. The smaller amount. of specie any banking institution has in its vaults, without destroy- ing the confidence of the public in its paper issues, the more profitable the state of its affairs, The Bank of Eng: land has on hand bullion amounting to more than two- thirds of its circulation. a NK GLAND. The bank evidently intends a serious reduction of bullion in its } Vaults, Itis aloadgtoo mighty to bear, and some mea- | sure will undoubtedly be adopted to diminish the amount if Under the new system, with the present amount of bul- } Lion, it will have the privilege of issuing paper to the ex- § tent of £29,767,000, or £8,521,000 more than the present {Mssue. To sustein the circulstion wh:re it is now, with equal profit, the bullion should be reduced to £7,246,000, making a reduction of £9,621,000. This amount of bullion on hand, on which no, issues ore ‘made, must reduce the profits of the bank very materially, and there is not much doubt bat that the amount will be reduced as rapidly as possible. The private and joint stock banks of England, Scotland, and Ireland, have re duced their circulation since the last report, $811,915. The Bank of England and the private banks of the kingdom, Fare, without doubt, placing themselves in a position te do ‘business under the new system of Sir Robert Peel. The subject seems to be settled, and those likely to be influenced by the movement, are undoubtedly ‘placing themselves in a proper position. {t is estimated ‘that full seven millions of paper issues will be drawn in by the middie of October. This large and sudden contrac- tion may havea very serious influence on trade and com- mercigl affairs generally, but it cannot but be temporary, ‘al the currency will be gradually improving and be- coming more valuable. | Considerable anxiety begins to be felt in commercial { circles respecting the effect of the measure, although the general impression seems to be that the operation of the new(eystem is not going to,have that unfavorable effect on business that the opponents of the measure anticipate. ‘Therate of interest may, for a time, be slightly increased, Fand speculators may suffer from a restricted currency, but after the system gets intojactive§operation, there wil), undoubtedly, be plenty of money for commercial pur- poses. The existing condition of affairs is very favora- ble for the commencementiof the new bank charter. Tho crops throughout the country are ina very satisfactory state, and the hurveats bid fair to be very abundant.— There is no speculative feeling afloat. The manufac. turing districts are very active, and the progressive im- ¢ provement in nearly every branch of business, gives us Peason to believe that a more propitious time for the intro- ¢ duction of a new system of banking throughout the king- + dom could notybe wished for or obtained. Every interest requires as little legisla- ! lation as possible, and the laws regulating commerce and ' the currency should be made as permanent as possible, ‘The currency plan of Sir Robert Peel has been gradually perfected, it has been submitted to the people and from time to time alterations have been made. The bill as it now stands is approved by nearly all classes, and as it now reads will,in all human probability,go into operation the last of this month. This movement is of the most vital importance to the United States. The Bank of Eng- Jand exerts a wonderful influence on financial movements in this country, and the effect of the system under which the bank is re.chartered, will be closely watched by our capitalists, The annexed table shows a slight improvement in quo” tations for American stocks in the London market.
