In times of great speculation, the movements of the banks of Rochester fluctuate im- mensely. The great quantity of grain grown in the country for a few years past, has prevented much specu- lation in breadstuff. The millers have not been able to command means enough to control the movements of flour and grain, and the consequence has been lower prices and greater competition among operaators. The producing classes benefit more by the existing condition of things, than the speculators, In times of grest speculation, the producing classes are very little benefited by advancing prices, as the profits Grising sJrompian {improvementg generally go into upplies, find it im to get up such a story, with the slightest prospect of making it cur- rent. The harvests are nearly over, and most of the grain crops secured. The extent of the yield is as yet not known, but an abundance is ensured beyond a doubt. The dowalull of the old banking system, in the Western States, has done more to improve the markets for the prin. cipal productions of that section of the country, than any- thing else that could have happened, The farmer finds a demand for all he can prodnce, at fair prices. He does not receive so much money for his crops, but what he does re ceive will go fart er towards obtaining the necessaries of life, than during the existence of a very inflated currency, If he gets only six shilling a bushel for his wheat, inatead of eight or ten, he is, in fact, better off than when he re- ceived old prices, under the old system. The producer consequently, receives more benefit under a restricted currency, when low prices prevail, than during the exis- tence of an expansion in any department of trade, and the fluctuations that prevail under the influence of that sys- tem. The state of prices is governed by threo great causes: supply, demand, and the condition of the curren- cy of the country. Those who use the tariff question as their basis for every assertion they may make in regard te trade and commerce, are very apt to.attribute every be- kefit to the influence of the present act, and every evil to the existence of an opposite policy on the part of the government. The tariff, according to the statements of the friends of that act, has been the prime cause of the abundant crops of cotton and grein, that have been pro- duced this year, The tariff has been the cause of the im- mense importations of foreign manufactures, and on the principle advocated by those who attribute every good to this act, the higher the average duty enforced, the larger theimportations. The tariff has raised the price of wool, but has nothing to do with the reduced price of wheat, our, perk, beef, etc., etc. The tariff has, according to the oracles of the party favorable to this act, been the only cause of the present prosperity of the coun- try All other causes dwindle into insignificance com pared with this mighty engjne of good, unmixed with evil. It is fortunate for the party professing these princi- ples, that the real elements producing the present pros. perityof the country happen,to be ina favorable condition, otherwise the tariff act would be inert and powerless. It is also very fortunate for that party, on the eve of a presiden. tial campaign, that their assertions appear very plausib! and are no doubt believed by those who take all that ema- nate from that source for granted. An examination into the subject will lead to a different result. Noone can deny but that the tariff has a certain influence on the movements of trade, and also on prices. It is also true that prices are in many instances advanced, and in others diminished, by the influence of this act. But we would like to know how far this act would extend the prosperity of the coun- try, unless the currency were in a condition to help it along. This is the prime mover of commerce, without which every other element would be powerless. It is the restrictions placed upon the paper issues of the numerous banks spread over the country, that exerts such a wou- derful control over prices. The banking operations of former times would ruin the country, at any other period. Could we have paid for the immense importationg of 1834, ’85 and ’36, when the balance of trade against us ranged from twenty to sixty millions of dollars annually, had it not been for the immense debts contracted by our State Governments? The importations of those years were paid for principally in certificates of State stock, the holders of which, at this moment, consider of little value. The heavy importations in those years, were produced by an inflated currency. The contraction of the immense State depts was brought about by the influence of great specu- lations. The abundance of paper money afloat, engender- ed the idea that there could not possibly be a contraction. ‘The depreciation of the currency advanced prices im this country, not only for all our own productions, but for all foreign manufactures brought to our shores. Prices be- ing so much higher here than abroad, manufacturers in Europe carried on {a jvery profitable business, in sending to this country all the goods they could turn out, notwith- standing our high tariff at that time, which ranged nearly as high as that now inexistence. The movements of that time can be attributed to the tariff, just as well as those of the present time can be attributed to the present one. One had just about as much to do with the operations of the time asthe other. The first and only cause of the reat speculations that raged so high in 1834, 5,6 and 7, was the inflated atgte of the currency. This led to‘he contraction of the State debt, und consequently to the immense importations, which resulted in the exportation of large amounts of specie, the suspension of specie pay- ments, @ general bankruptcy of States and individuals. The present prosperity arises principally from the state of affairs being completely the reverse of what it was in former years. We have now a very restricted banking system, our currency is now brought up.to a specie standard, andjprices range very low. The present favor- able times can only last.so long as we sustain the current order of things. Any expansion of.our banks, asthe preva- lence of any great speculative excitement, must destroy the power under which we are thriving, and bring into existence causes thut will produce an effect precisely similar to that experienced afew years since. Thenon- sense promulgated by party papers about the tariff, is in- tended solely for the manufacture of political capital.
