Our exports to the Customs Union are nearly twice the value of our imports, and the re duced duties on merchandise received from this country, must nett a loss of revenue greatly exceeding ours. Se veral agents have been sent to Europe ata great expense for the express purpose of opening markets for our great staple, tobacco, and to prevail upon the different govern. ments to admit it at reduced rates of duties. Our Minis. ter to Austria, Mr. Wheaton, with the aid of these agents, has actually succeeded, after a great deal of negociation in perfecting atreaty of reciprocity which our govern. ment refuses to ratify. The treaty was disposed of in our Senate very summarily, and in ajmanner that reflects but little credit upon those entrusted with the regulation of our foreign trade. We hadit in our power to open an immense trade with the Zoll Verein, which represents twenty-seven millions of people. The Germans are tired of the monopoly so ong enjoyed by the manu facturers of Great Britain, and would gladly take our manufactures of cotton twist, yarn, &c. to an immense amount, provided we took a fair quantity of their manu factures, The manufacturers of this country, through the acts of their high tariff Senators, have lost an immense market for their goods, who by their adherence to the most short sighted policy have refused to accept a treaty that would do more to extend and build up our domestic manufactures than all the tariffs ever conceived or adopt- ed. Our lezislators do not see the future effect of any great measure—their mental vision does not extend be yond the limits of their individual profession, and every future advantage is sacrificed to the present object, viz.: politi¢al popularity. Radical tariffites would not give upa tittle of theirhobby, even though the object for which they are aiming couid be obtained more speedily by s0 doing. (Qorrespondence of the Herald } : Puiwavecenia, July 12, 1844. have been amoug the troops, and conversing with those wie know the particulars of the late contest in Southwark,and hava become satisfied that the waole force on the grouud on Sunday night, did not exceed one huncred and fifty men, hey had four field pieces, one or two of which were worked but by two men, for a great part of the time. The insurgents numbered about 800, and with the exception that they had but two pieces of cannon, rather indifferently mounted, all the ad- vantage hason their side. Their very want of dis- cipline was a favorable circumstance to them, fer ina skulking fight, around the corners of streets ty discipline would on'y render them more liable to destraction. And yet, with all this odds against them, did that noble band of citizen soldiers, under General Cadwaliader, stand for one whole night, exposed to a murd-rous fire from all sorts of am- buscade, and gallantly defend the supremacy of the laws. One ove occasion, Capt. Mallory, of the Germantown Washington Artillery, and Ed- ward ‘Lwells Ash, of the same corps, and son of General Michael W. Ash, load « piece, and fire by themselves six times in succession. At one time the captain had Jet his port fire cool, and he could not discharge his piece, when young Ash puffed hard ata segar he had in his mouth, so as to make a coal on the end, and standing upon the timbers, put the fire to the touch hole insuch a manner as to avoid burning his fingers, and fired the gun. The recoil hurled the young man to the ground; but he soon recovered himeelf, and shout- ing in triumph, proceeded to load again. . ‘Judge Jones to-day sat 48 a committing magis- trate and examined a number of the public officers and most respectable citizens of Southwark touch- ing the origin and progress of the rebellion. War- rants have been issaed for the arrest of Samuel Paynter, Jr., son of the Colonel; for Andrew McClean and Daniel Kelley, on charge of being an- gaged in the attack on the military. McClean has fled, and [ dont know whether the others have been arrested. Allis peaceable and quiet in the district of Southwark, but the feeling against the military is strong, owing as much to the false statements afloat as to the danger the inhabitants were in during that terrible night Burton has opened the Arch aj and Marshall still drags on at the Walnut. Why did the Soldiers fire upon the Mob ?—Reasons Given. In order that yourself as wel) as our New York friends may understand why the “citizen soldiers” fired upon the mob, and, also, whether they fired too soon, or did not give proper notice, I will state the facts. When the troops arrived in Queen street, a dense crowd was assembled, and orders were given to charge. This was done, and the crowd driven at the point of the bayonet to a sufficient distance, where a halt was ordered. No one was hurt up to this time. Almost immediately on halting, and, in fact, before, the troops were abused and insu Jt- ed by the rabble scoundrels in all sorts of ways, and dared to fire repeatedly, and soon after ing. and while pressing on the very bayonets, a volley of stones came, knocked down two privates and Capt. Hill; at the same time the rascals rushed upon Hill and endeavored to wrest his sword from him with the avowed intention of running it through him. It was at this time, aad not until this time, that our noble General Cadwelladergave the orders to fire, and it is my humble cpinion the orders did not come any too soon. Every insult was heaped upon the troops, and never did a set of men stand and fight again-t more fearful odds, and against amore villainous, sneaking and cowardly foe. They stood their ground, received shot after shot from the villains, under cover, and still stood their ground,returning the fire as well as they could against un unseen enemy, and the men being shot down, murd+red, butchered in cold blood by these miscreants, while in the performance of a duty as citizens in support of the laws and under the proper authorities. 2 Such, | assure you, is a plain statement of faci- which occurred at one point, and the others wei attveked and defended with equal bravery.
