RM canbe obtained in any quantity at that rate—there is every danger that some branch of trade will be overdone. The employment of capital leaned at this reduced rate can be made profitable in almost any business, and there are many who feel disposed to extend their movements on borrowed capital, forgetting the maxim, “that those who trade on borrowed capital ought to break.” The legiti- mate merchants, those who are interested in sustain- ing w regular course of trade, those who believe in demand governing supply, keep themselves entirely distinct from these speculative movements. Having capitals sufficiently large to enable them to do a safe and profitable business, independent of banks or bro- kers, they doallin their power to confine trade to the proper channels, and sustain its government on correct principles. Our importations would not fluctuate so much from season to season, and year to year, were it not for these speculating operators, who never feel the conse- quences oftheir headlong movements. There are many foreign commission houses in this and other cities, who represent to their consignors in Europe, that large supplies of their manufactures are wanted in the markets of this country, and large quantities are immediately forwarded The jobbers are induced to purchase largely in snti- cipation of an immense trade, and the country mer- chant has forced upon him, when he comea to the city, double the quantityjof goods he intended purchasing when he left home. In this way the agent of the European manufacturer gets rid of his stocks at good prices before itisknown that the markets areglutted. It is impossible to regulate our importations so long as this system ex- ists, and ,we at present see ao method by witich the saeaaree.. Havne—Ship Francous Ist! <I D'S Poysera com? This morn- ing warrants were issued by Recorder Vaux against Lewis C. Levin, Editor of the ‘Philadelphia Sun,’ and R. C. They were both brought before the Recorder, and after a tull henring, the first named was bound over in $4000 to appear at Court and answer, and in $1000 to keep the peace in the mean time, and the Latter in $500 in his ewn recognizance to keep the peace. This lenity to Kramer was on account of his backing out of ihe position his paper has all along taken and coming out in favor of the authorities. A large number of most respectable citizens met last evening at Evan’s Hotel, and appoiuted a com- mittee to prepare the following address, which was reported to an adjourned meeting held this morn- lug. We never witnessed a meeting more im- pressive in its composition and spirit. The address having been read and adopted, a committee was appoin ed to wait on the Governor of Pennsylvania, aud inform him that a number of the citizens of Philadelphia desired to present to him personally an address touching the present cri- sis and his own course in reference to it. The committee consisted of Messrs. A. J. Phil- lips, C. G. Childs, H. J. Williams, R. T. Conrad, Wm. H. Winder. During the absence of the committee it was re- solved to open a subscription for the relief of the families of the military killed or wounded in the performance of their duty during the recent riots. A subscription paper was accordingly circulated, and ina few minutes about fifteen hundred dollars was subscribed. A committee was appointed to obtaim sabscrip- tions from citizens generally, and a resolution passed for the immediate application of the tunds Subscribed to the reliel of the sufferers, The committee appointed to wait on the Gover- nor having returned and reported that his Excel- lency would receive his fellow citizens at Inde- pendence Hall, the meeting went there in a body. Shortly after they had occupied the room, the Gov- ernor entered. ‘Thomas I. Among them, we are especially called upon to depiore the loss of brave and patriotic men, who, from the remote parts of our county, in obedi ence to the law, promptly repaired to ourcity, leaving their peaceful homes, to intervene in our nnhappy distur- bances. men nd the erous confidence pose themselves in such a Hereafter we hope and trust that better re-vard an thanks and confidence will be given to the families of those whose supports and props have been taken from them by their nets devotion, as citi: , to the public service.
