Reading Railroad advanced }. Avery heavy stock operator in Wall street failed to pay up his differences yesterday. Many others in the street are bankrupt, but are getting out of their difficulties by compromises as fast as possible. Wall street is ina very curious position. The market never was so unsettled. A meeting of the stockholders of the Housatonic Rail- road is to be held at Bridgeport, on the 20th instant, for the purpose of considering the propriety of selling the surplus and forfeited stock of the company, at such prices as they may then and there determine. A company en. aged in active business has an undoubted right to dispose of its surplus and forfeited stock, but we cannot see that the stockholders can reap any benefit from the adoption of such acourse, The stockholders are directly and im" mediately benefited by a reduction of capital, as larger | 2 dividends can be declared, and the affairs of the company more profitably administered. Several incorporated com- panies have lately thrown into the market large quantities of their forfeited stocks, for the purpose of realizing pres- ent high prices, whereas, had they reduced their capital stock, by cancelling the stock in hand, the ultimate pros- perity of the companies would have been improved, and the stockholders realize greater returns in the shape of dividends. The Canton Company of Baltimore is one in- atance of the truth of this assertion. The directors of this company threw into the market great quantities of this stock during the height of the late speculations, realizing very advanced prices. A short time after the disposal of this stock, a dividend of one dollar per share was declared, since which the stock has fallen trom 60 a 66 per cent. down to 36 per cent. The capital now is nearly as large ‘as ever, and a dividend on the whole capital is very much reduced, While by a reduction of the capital, a dividend may have been a little longer deferred, but when'it came, it would of course be larger than the one declared. ‘ihe dividend of one dollar per share was undoubtedly forced; that is, the sale of cancelled stock enabled the directors to make an immediate dividend, which they could not have made without this additional resource, for sometime. Another instance where cancelled and forfeited stock has been thrown into the market on speculation, is in the Morris Canal and‘BankingCompany ,where nearly twelve thousand shares have been used for speculation. ‘This stock was in the hands of receivers, who received it in ” liquidation of the affairs of the company and again issued it as an asset, believing they had full power to do so. An ii ution declared insolvent is placed in the hands of re- ceivers for the purpose of having its affairs wound up; they have no legal right to extend or transact the bu: ness of the institution in any other way than in closing it up. They are placed in charge as recelvers, to keep or disburse the assets of the institution to its creditors, and not to re-issue stock, or increase the indebtedness of the company. ‘The movements of the receivers are at present restricted by an injunction from the Court, until the sub- ject has been thoroughly investigated. In the mean’ all contracts in the receiver's issues lay over. ‘Ihe ditfi. culties that have occurred in this stock, have put an end to all operations, both in the old and new shares, The American Insurance Company of Baltimore have declared a dividend of $33 per share of its capital stock. ‘The adjournment of Congress without disturbing the financial affairs of government by an alteration of the turitt laws, allows us to form some estimate of the prob- able condition of the Treasury at the expiration of the present fiscal year. Neurly the same difference has occurred in the timate of the expenditures. There is very little reliance tobe placed on official estimates of any kind as they are not made up from the proper data. Instead of basing estimates of revenue from customs on the state of the ca: rency and the probable bank movements for the time i cluded in the estimate, we should think they were formed out of what might be called whole cloth—that is, jumped at, without any calculations. ‘The actual and estimated receipts for the calendar year 1844 show even a more fav- orable statement than that for the fiscal year ending June 30, 1843. An inflation of the currency would do ‘away with the want of an actual demand,and flood our mar- kets with foreign merchandize, dependant upon a specu lative demand for sales. A sudden inflation of the currency would destroy and annul all estimates,as it would create fictitious movements in trade and commerce, upsetting all the calculations that might have been made. Although the actual receipts from customs may fall short of the es. timates made, yet we are convinced that under the pre- sent tariff and system of banking they will be large enough to leave a surplus sufficient to liquidate the public debt within a very short period. The moment this debt i8 paid, the revenue will, of course, accumulate, unappro priated, and become an engine of great power in the hands it may rest. If on deposit in banks, it will form the basis on which to increase speculations in stocks and trade und expansions in the-currency. As the prosperity of the country advances, the bank movements will ma- terially become extended, until prices feel its influence. Prices regulate the importations, and the currency regu- lates prices, and as soon as prices become inflated in our markets,so as foreign goods sent here pay a profit, no one can tell to what extent the imports will be carried. Should this state of things be realized under the present tariff, we shall have a revenue producing an immense surplus in a very short period. We learn from Livingston & Co. that the imports at Buffalo reach a higher figure that ever before exhibited. Received to the 16th instant, very near 700,000 bushels wheat, and 355,000 barrels flour, against 250,000 bushels wheat, and 244,000 barrels flour of last year tothe same period. The exports by the canal since the 1st instant are 142,000 bushels wheat, and 665,000 bar- rels flour. Cuarzesron, June 15th—Our report of the Sth instant left the Upland market in rather an unsettled state, the pe of holders having refused to submit to the te: of purchasers, who were demanding 8 concession in pri Cee in consequence of the untavorstle advices per Cale- donia, while there were several who in the anxiety to re- duce their stocks, sold at aslight reduction; but the mar- ket soon recovered from this momentary depression, as the light receipts for some weeks past, and the compara- tive small supply on sale, had brought the sock more un- der the control of sellers ; und at the close of the last, and in the early partof the present week there was a fair inquiry for the article, and the pee current previous to the recent intelligence from the other side, were fully sustained; within afew days, however, operations have been partially checked in consequence of the hij a prices asked. ‘The receipts since our lust have been 221 bales, and the sales in the same time 3400 bales. The fall im, portations very seldom amount to anything like those for the prin ¢ im the most prosperous years. ‘This year, par ticularly, we think they will fall far short. ‘The large im. portations, so far, have placed the balance of trade ogainst us, and shipments of specie are already threatened, from the very high rates ruling for exchange, ‘This may limit the orders for fall, that are now going forward, and ma terially reduce the imports until another spring. Should these causes operate as we anticipate, the revenue will below the estimates. He brings the news, as we learn from a gentleman of responsibility, who travelled from Georgia with him, that the consent of Mexico will be given to the annexation of Texas, and that without difficulty, or any interrup- tion of the amicable relations which have hitherto subsisted between that country and the United States. The war panic must therefore end here. This news also increases the probabilities that the President will call an Extra Session of Congress in September. We also learn from a source to be relied on that Collector Curtis, will be removed within a few days. He will not resign. His place will, as we are assured, be immediately filled by a statesman of distinction, well and favorably known to the public, and qualified for the office. We are not at liberty to mention his name, although it is in our possession. We may add that he is friendly to President Tyler, and able to give the required bonds.
