The loans have decreased $95,828 ; the 79; the deposits $143,745, while the amount of specie on hand has increased $23,716 This is a decided improvement in the movements of the banks of the Sti e last quarter, and shows a gradual reduc, tion’ of business to suit the inactivity of the summer months. The banks of South Carolina make monthly re- turns, and the regularity of their movements can be prin- cipally attributed to this policy. The annexed compara- tive table, showing the business of these panks for some time past, exhibits a very great uniformity of movement:— 1844. be 2, Prt 5 roy 207 "740'236 '997'005 1,696,706 2,003,723 ++1,968,994 1,225,190 1,488,438 1,449,917 There appears to have been a gradual increase in the amount ot specie on hand for the past eighteen months, aving morethan doubled within that period, while the circulation and deposits have been more uniform, showing aslight increase. Compared with the returns for January 1644, those for June show an increase inthe line of dis- counts, but compared with the returns for March, April and May, 1844, those for June show quite a falling off. Should the same policy be adopted by other States as re: garde bank returns, as we see curtied out in South Caro” lina, our currency would not be subject to those sudden fluctuations we now almost monthly experience. ‘We annex a table showing the amount of imports, both series of ycars, distinguishing the changes in the tariffs :— imports into THE Usirep Statxs axp Outs NUALLY ACCRURD ON SAID IMPORTS FROM 1821 10 1812. The tarift of 1823 preduced the greatest revenue. On an importation of $89,734,499 duti- able goods, in 1831, the gross duties amounted to the enormous sum of $36,596,118, while in 1839, towards the close of the compromise, $85,690,349 only produced $25,- 554,534. The tariff of 1942 threatens to produce the same revenue that of 1824 and 1826 did, as the rate of duty is full as high, and the importations much larger. To net this revenue the importations must amount to full nicety millions of dutiable goods, while the free importations, judging from previous proportions, must reach sixty mil- nected with so large an importation. The first isthe im mense amount drawn from the mercantile classes by the high duties, and the socond and greater, the over-impor- tution, requiring an export of specie to regulate the balance of trade. Unless the currency is kept very much reduced, the highest tariff will not keep down our impor- tations, Our heaviest importations have slways been during the existence of high tariff.
