We propose that the joint-stock banks in London should be placed on a perfect equality with the Bank of England and with private banks, and that they shall have power to accept bills at a month’s date, or at any date, This alteration ap- pears to some persons to be attended with danger, from an apprehension that such acceptances may be converted into a substitution of Bank of Eng- land notes, and thus form a sort of other medium of cireulation. In the first place, we intend to require, in the case of all bank- ing establishments, there shall be periodical and complete returns, accounts of banks of issue, with a frequent publication of the names of all the. part- nets and directors, ‘The London and Westminster Bank make voluminous publications of this kind, and see what a security it is for the public. We claim unlimited responsibility; every person is lia- ble for their portion of the ‘capital—that is very good. But let the public know who are the parties give us the names of the directors in the case ot private banks or joint-stock banks. As I incur a ponsibility, let me know the names of these par- ties. To re Epiror or THe Heratp: Through the medium of your valuable journal, J would take the liberty of addressing his honor the Mayor, and Common Council, on the above sub- ject, in the expectation that whatever is fair and reasonable and just in my statements, will meet with their prompt approval and characteristic action I would also express my gratitude, us every good citizen ought, for the zeal they have displayed to improve the morals of the people, as exemplified in the closing of groggeries, cigar shops, and other places of unholy traffic, on Sundays. This moral reform might be extended with great propriety to Druggists, a privileged class, whose claims to trade on Sundays are very much questioned ; as must be admitted, when we consider that the druggists of New York deem it their duty to keep their clerks and apprenuces c: the week from 7 o’clock, A. M., until half P. M., and on Sunda they work from 8 0” i A.M.) until 10, P. M., having seldom the happy privilege of attending church, and never an oppor- tunity of breathing pure air. These young men and boys, having finished their education, are sent to learn this business; and, from the time they enter the laboratory, they are shut out from friends and guardians, and ull the influences of home, all the precepts and examples of Sunday traming, @ denied the benefits of church and clergy. While their companions are free to pass their Sundays at home, or in the country with their relatives, and feel thankful for that day of rest, the poor drug- boy is caged, cribbed and confined in his sulphury shop, paintuily convinced that “The world ia not his friend: nor the worlds law.” This flagrant evil has been practiced on these young men 80 long, that the public begin to copsider it « part of their necessary duty; and the only alterna. tive left them, is to bear this infliction with meek- ness, or leave the business in the hands of the more docile, Their complaints which were frequent and heartfelt, have hitherto been disregarded, and un- tess our good Mayor extends his protecting shield over them, they despair of being relieved of their thraldom. The druggists who employ these young men, whether from interested motives, or rivalry of trade, or a total absence of any consideration cf the subject, are highly censurable. Surely such a respectable class of citizens as the druggists of New York, are not so destitute of feeling, so avaricious, so lost to every sense of religion and propriety, ag to, count on gains, eared at such a sacrifice of principle and just Perhaps the only reason why the authoriues have tolerated the custom so long, is the erroneous idea that the public exig require it. that the sick and infirm must be waited on at al! hours and seasons, all will admit; but let any one examine the subject, and they cannot fail to be convinced, that by a little management on the part of the public and physicians, the sick would lose nothing if every drug store was closec alter a certain hour on Sunday, say 10 or 12 o’clock noon; by that hour the physicians prescriptions w!! be prepared, and any further attentions required by the sick will be paid them with much greater ta cilities than during the night, when every store iv the city isclosed. In sudden illness the physician: is invariably called, and for the most part tt have in their offices 'a supply of medicines suita for such occasions; besides such oceuriences are much less frequent than is generallyjsupposed; by n means so common as to require every drug store iv the city to be kept gap open in expectation of such an emergency; besides it is wel known that cruggists for the most par live in the immediate vicinity of their stores and would easily be found in cases of real neces sity, together with all these conveniences, whicl in Massachusetts, Connecticut, and many foreige cities, are found amply sufficient.
