A clique of speculators will, by some financial finesse,get into their possession a certain amount of State stock, on which they would found some fictitious bank, and for which the Comptroller would furnish them with a certain amount o These are merely intended to commence operations, and constitute but a yery small portion of the capital they eventually control. ‘The bills issued by the Comptroller aze, of course, good, as he holds good se issued by these finuncial speculators of the same name as those received fromthe Comptroller, but without the countersign, are valueless, and intended to swindle the public.
