A Fight and General Row in the Howse of Represen- tatives—Knocking Down— Shooting —Disgrace— Dishonor. As soon as the House met, there was a call. When that was over, Mr.Pors.ocx,'of Pennsylvania, was presented and swern. The House then went into Committee of the Whole, and took up the Tanfl again. Mr. Wriaut, of Indiana, finished his speech. Mr. Wurte, of Kentucky, rose and defended Mr. Clay from the charge of bargainiag with Mr. Adams. Mr. Raruwun, of New York, said, as White sat down, that they would yet prove it all on Mr. Clay. Hard words passed—the lie was given—White struck at Rathbun, and for ten minutes it looked like a general fight; a Mr. Moore, of Kentucky, (a friend of White’s) rwshed on to the floor to in- terfere—he was put out by Mr. MeCauslen, of Ohio. Moore shot at McCauslen, and hit a door- keeper, who is not dead, The case is atill before the House. Wasiineron, April, 23, 1844. The Hon. Dixon H. Lewis has received a letter from Gov. Fitzpatrick, of Alabama, intimating to him that he will be appointed Senator in place of Mr. King, and his credentials shortly torwarded. His place in the Senate is already assigned, and a suitable chair ordered to be made. He will not occupy Mr. King’s seat, although he will more than fill it. He is receiving the congratulations of his friends to-day, on his appointment—although 1 be- lieve he denies having received it—which is proba- bly literally true. A letter I understand, has been received in wn, from Henry Clay, against Annexation. His reasons are first, that it would be dishonorable to annex Texas so long as Mexico asserts a claim that Territory. Might does not confer right, a MEO should be consulted, and her consent gained. Another reason is that, the Treaty should not be confirmed until the people of this country have had an opportunity to form and express their opinion upon the subject—unless in case of some peculiar and extraordinary necessity, You have already heard of the death of Judge Baldwin of the U.S. Supreme Court. It seemsto be the general opinion here that President Tyler cannot well avoid appointing in his place probably the best friend and supporter he has ever had,James: S. Green, Esq., of Princeton, N. J., a gentleman every way well qualified tor the place, and whose appointment would give general satisfaction. The President had his name under consideration in lace of Judge Thompson—but in consequence of his not being in that district, another (Walworth) was appointed in his place Mr. Green is the pre- sent District Attorney of New Jersey. ; The Southern members tell me that Mr. Wright's speech upon the Tariff, is anything but satisfactor They say in the matterfof “balancing,” Mr. Wright excels Herr Cline, the Ravels, or even Fanny Elssler—in fact they say his ‘balancing” is the very “poetry of motion.” His speech hangs level like the needle of a compass, pointing both North and South. Mr. Benton has arrived, and resumed his place in the Senate. Wasninaton, 23d April, 1844. The all absorbing news to-day 18, of course, the fight in the House, between Messrs. White and Rathbun, and the shooting of one of the officers of the House. The fight unfortunately knocked Mr. Wright's speech all into a cocked hat. As it was, he made avery able point to-day in refuting the oft repeat- ed argument that high duties protect and benefit the laborer as well as the manufacturer. This wes the leading feature in his speech to-day. The speech attracted little attention. The general rush was to the House to see the row, and hear the tall. thereon. It is understood, and is undoubtedly true, that Gen. Almonte, the Mexican Minister, has signifi- fied to our government that he shall have no fur- ther intercourse with it until the treaty is ratified, or until he shal! hear from his government. Inthe mean time, he will take up bis residence in New York. (Quite a pretty little game of brag. Why does not the puissant General either demand his passports at once, or else remain at Washington 4 l regret to inform you that the treaty does not seem to put the matter of annexation in any more favorable light than it was before it was Known. {refer more particularly to the accompanying do- cuments, They don’t seem to give entire satisfac- tion even to the friends of Annexation. : An effort was made about a week ago to get sig- natures to a paper, calling a great mass meeti here in favor of annexation. It was circulated a! through the Honse, and it obteined, I understand, only some forty or fifty names. Even the friends fightshy. It was given up after a few day’s trial I must say, I feel it is a matter of great doubt now, whether the treaty can passat all. It seems to be agreed upon all around, that it cannot get two thirds of the Senate. And the whole subject m be cast indefinitely into the future. Renate. x Wasuinoton, April 23, 1844. THE NAVY Mr. Bavarp called up his bill supplemental to the actentitied an act to regulate the pay of the navy of the United States. This bill has been already debated at length. It will be recollected, it was very ably opposed by Mr. Cuilom. — It provides by law for the reward of sai- lors and naval officers in case of such accidents as the loss of the Missouri. After some debate, Mr. Bayard gave way te Mr. Wright, upon the tariff. ¥ 6 Previous to Mr. Wright commencing his speech Mr. Buchanan asked Jeave to present s memorial from the society of Quakers, remonstrating against the annexation of Texas. And here I may remark that some half hour since three very sleek looking Quakers entered the gallery, and attracted all eyes. The gallery door-keeper paid his respects to them and exerted what influence he was master ol to ine duce those distinguished visitors to take off their hats. They smiled very respecttully and gracious- ly upow the zealous door-keeper, but declined to doff their beavers. In process of me, Mr. Bue chanan rose to present the memorial from “a very numerous and highly respectable Porta Mart § known (here the Quakers took their hats off, to the great astonishment of the door-keep- er) soc) * &ec. &c. paying a ‘most nu- merous highly respectable” compliment to these very Quakers—his constituents—-who had just dotled their hats to him. Mr. asked—a very unusual request—to have the memo- rial printed. Mr. in Nad objected, and the re- quest was not pressed. MR. WRIGHT UPON THE TARIFF. Mr. Wriawr, of Ja, continued and closed his remarks in favor of redneing the Tariff Mr. W. argued that all the burdens of the Tariff tell open the laborers of the country and that the prosperity of the country Was fictitious. He said that the Yanfl of Great Britain was less oppressive than our own, and that its oppressions were particularly yn the agricultural portion of the community, Mr. Wire, of Ky., then addressed the Com- mittee in a plain and earnest speech upon the events of the day, He reviewed the action of the House since the meeting of Congress for the pur- rose, he said, of recounting the oppressions of this House, the unheard of oppressions, as he called them, by the violation of measures and the viola- tion of rules. The measures of the majority kere, Mr. White went on to say, had brought this Congress into contempt, and the _ people were ready to hurl this branch of it from power as soon as they were permitted to do so. Mr. White then arrai his col (Mr. Bord) and two members from Virginia, (Mr. Coles and Mr. Hopkina) who have recently renewed certain charges against Mr. Clay in regard to" bargain and corruption.” Mr. White said the circunnstances under which these charges were hers of Congress, were peculiarly renewed by three members o' i: tiny at! the time upe aggravati and calumniating. fie charges wore was in aneighboring State.
