(LO -rrespondence of the Herald.) Wasuineron, 19th April, 1844. 4 F riday morning. General Cornelius Gilliam— Wonderful Bew Story. Senator Atcheson informs me that Gen. Gilliam, and his Oregon Emigrating Company, are en- camped on the south side of the Missouri River, opposite to Caple’s landing. This point is said to be an excellent one for emigrants to cross the Mis- souri. Gen. Gilliam’s company will start about the Ist of May. Gen. Gilliam (pronounced Gillum) is afair speci- men of the hard iron character of these pioneers beyond the Rocky Mountains. They will prove tough customers for the Hudson's Bay Company, and all the (other) savages of that unexplored re- gion. Gen. Atcheson tells a capital story of this Gen. Gilliam. It was in the winter time, some years ago; the snow was upon the ground, and the weather was excessively cold, and freezing very hard Gen. Gilliam’s hogs were in a pasture nearby his cabin where he slept He was woke up one night by the muiealiny ot his hogs, and the barking of his di He hastily sprang from his bed in fis shirt-tai snatched up his rifle, and without stopping to put on shoe, boot, or stocking, vest, coat, or trowsers, the General ran out to catch a shot at the bear. "The dogs were chasing the varminr, and would occa- sionally seize him and pull him down, and have a little fight. The General, in the excitement of the moment, thoughtlessly followed on, hoping every moment to geta shot at the bear. As the bear passed on through the neighborhood, every house was aroused by the barking of the dogs, and the shouting of the pursuing shirt-tail—and’ all the dogs far and wide gathered in and joined in the chase. On went the bear—on went the dogs—and on went the chivalne General Gilliam with no- thing upon his nakedness but his shirt. Da Light at length brokegand the bear took to a_tree , Upon which the General finally shot him. This ended the szort, and when the General coolly reckoned up his latitude and longitude, he found that he was fifteen miles fromthe log cabin where he left hi warm and comfortable bed some two or three hours betore. He found that the skin of his le; all below his shirt was frost-bitten, and eventually peeled off—and his feet were very badly frozen. Te was laid up for the balance of the winter—but he ultimately recovered, although it was many months afterward. Such is the leader of this com- pany to Oregon, He was one among the few offi- cers of Missouri volunteers im the Florida war, of whom Gen, Taylor 1 favorable report in his account of the battle of Ochechobe. Judge Dade’s company of wild Osage Indians left here for Baltimore yesterday afternoon. They are from the Missouri Mertitory, and this is the first time they were ever in a white settlement be- yond the State of Missouri. They are of the Big Osage tribe, and some of them were never before even inthe State of Missouri, They are ten in number, all men. They came to Washington from Baltimore on Monday last—have visited the Presi- dent twice, and the Secretary of War twice, and received presents from both. Judge Dade has four grown Buflaloes and eight yearlings at Baltimore, belonging to the same general company. They are to have a Buflaloe chase at Baltimore on some of the first days ef May. They will be present at Baltimore during the sitting of the Whig Conven- tion on the second. From Baltimore they go to New York. They will again return to Baltimore to be present at the Democratic Convention on the 27th Mey They are said to be the finest speci- men of fndians which have ever been exhibited— and splendid Buflaloe hunters. I send you a co; py of the last amended (yester- day) Post Office Bill. Colonel Merrick deserves great credit for his perseverance and promptness in urging forward this bill. The amended copy was gotup last night with great dispatch. I make no remark upon its provisions, as you have them be- fore you, The democratic members of the House have held a caucus, and agreed to make a final effort to take up Gen, McKay’s Tariff Bill. If it fails then. it will be given up altogether, A large number of the party, among whom is Dr. Duncan, of Ohio, regard it as a test question, and the success of the party depends upon taking’ it up.‘ Dick Davis,” (Richard D. Davis,) of New York, is opposed to taking it up. He thinks the party will gain nothing by taking itup. As nearly asT can ascertain, should think a majority ofthe party here believe Mr. Davis’s coarse is injuring the success of Mr. Van Buren. Y . 1 would call your attention again most emphati- cally to the daily and hourly increasing and deep- ening conviction here among the democratic mem- bers, and especially among the hitherto most sub- stantial friends of Mr. Van Buren, that Mr. Van Buren isnot available, and, it nominated, must be beaten by Clay. I cannot be mistaken in these tacts—and they constitute the most important news now at Washington. | daily hear men who have fought for Van Buren with heart and soul up to the present time, now give him up as unavailable, and desire, on behalf of the democratic party, that the Baltimore Convention will nominate ‘some other candidate, The most sagacions and soundest leaders of the party hope that Mr. Van Buren, if nominated, will be ready, by letter, immediately to decline to stand asa candidate. They think that an act so mag- nanimous as this, on his part, would stimulate sim ilar magnanimity on the part of all the otherJtac- tions, who, in the same spirit of conciliation and generosity, would thereby be induced to merge all their prejudices tor the public good, and unite upon any other candidate whom that Convention might name, They very greatly desire that Mr. Van Buren may be informed of the state of feeling, doubt and distrust in him, which actually exists. Bat it is said that the nly true friends of Van Buren here in the Senate—Messrs. Wright, Ben- ton, Tappan and Allen—are obstinately blind to this revolution in the democracy against Van Bu- ren, and therefore there is no hope that he will get any light upon the subject until it is too late. Mr Wright’spertinacity and coldness gives great dis- eqtistaction. Itis said that he and Dick Davis are “killing Van Buren.” T assure you, you cannot attach teo much impor- tance to this rapidly increasing want of confidence in Van Buren’s availability. Ihear to-day that Mr. Coleman, of the Astor House, has taken Gadsby’s Hotel, which he will occupy on the first of June. I alow hear that Mr. Jewett, formerly of the Bal- timore Exchange Hotel, is going to convert the “Elliott Buildings,” I think they are called, (they stand on Pennsylvania Avenue, between 44 and 3rd streets,) into a Hotel. But J know not the truth of these reports. In relation to Senator Benton’s course upon An- nexation, I send you the following resolution by the late Missouri Democratic State Convention. Mr. Benton, powerful as he is, dare not oppose the wishes of his constituents :— “ Resolved, That the prompt occupati early annexation ef Texas and its admission into the Union, will eminently contribute to its preservation, strength and prosperity .” Later.—The President was writing his message toaccompany the Texas Treaty yesterday. This is the cause of the delay in the treaty coming in. Don’t pay any attention to the idle Tumors etloat. U'll keep you informed of the facts. 8. B. n of Oregon, the Wasuinaton, April 19, 1844. I have cast about and am now enabled to give you some correct idea of Mr. Wright’s speech to- day, which, in fact, is not yet finished. On such points as I shall name 1 speak with confidence, and the positions may be relied on. It will be understood as Van Buren’s position. As there is how no prospect of altering the tariff, the speech of Mr. Wright may be regarded as made for politi- cal effect, and as such it will be received. It is doubtless especially intended for Virginia, whose election is now approaching. 9 First. The speech is undoubtedly intended to be made in harmony with General McKay’s new bill, : Second. Mr. Wright goes in favor of a. tariff whose maximum, except in a few cases, will not exceed 30 per cent § Thirf. He is, therefore, in favor of a modifica- tion of the tarifl of "42 to that principle. ‘ Fourth. Ve regards the act of *42 as hostile to commercial interests Fifth. He thinks 30 per cent is as much as far- mers ought to expect on wool, ¥ Sixth. He lays down the principle that all duti no matter how high the rate, are to, be comeaered revenue duties, and not pro'ective, until they are #0 igh as to diminish the aggregate revenue, which is, by the way, amanifest error. For suppore, with 1 20 per cent duty, 1,000,000 bushels of salt are im- wrted, and that when the duty is raised to 40 per ent, half the quantity is imported. Clearly the xgregate revenue is the same in both cases—it is ot diminished under the 40 per cent duty. But vho would contend that 40 per cent on salt is not vrotection? So far as I have been able to ascertain Mr Vright’s position on this question is totally unsa- istactory to the south, and will destroy Van Buren, vr rather what may be left of him. Never have I witnessed such a revolution in po- tical opinions as is now going forward. It really eems to amount almost to a panic. I'll venture » say you will not find one democrat in ten at Vashington who is hardy enough to express even a voderate degree of confidence that Van Buren can eat Clay Gost of those whom I meet with—and is the universal talk here—are disheartened at he prospects of the party, and mainly on the ground
