THE TERMS OF THE TEXAS TREATY. Interference of ENGLAND WITH TEXAS. The Treaty to be Ratified within thirty days or Lost, THE NEGOCIATION WITH OREGON ARRESTED, Bold and Energetic Stand of Mr. Calhoun. (Correspondence of the Herald.) Wasuineton, 18th April, 1844. I am glad to be able togive you the facts; it mat- ters not whence I get them; it 18 enough that im- plicit credit may be given them. The leading terms of the Texian Treaty are as follows:— Ist. The United States are to discharge or as- sume the debts of Texas, to the amount of what the sale of Texian Lands will pay, and no farther. The assumption will only equal the sale of lands. 2d. Texas is to be admitted as a Territory, and to be allowed one Delegate in Congress. I am not positively informed as to the matter of the Dele- gate, but have no doubt as to the truth of the state- ment, 3d. Nothing is said about slavery; and on this point I suppose will be the only issue in ratifying the treaty. 4th. The accompanying correspondence (which will all be laid before the Senate) will develope the fact that England has been making overtures to Texas of an alliance. The government of the United States has been apprised of the fact. Mr. Upshur entered into correspondence with Mr. Everett upon the subject. Mr. Everett replied. Mr. Upshur wrote again. Since his death an an- swer has been received. And the whole corres pondence will be submitted to the Senate. 5th. The treaty must be tatified—in order to take efleet—within thirty days after it shall be sent into the Senate. Here is an additional important fact. The course which Mr. Calhoun has taken relative to the Oregon Boundary has arrested the negotiation upon that question with Mr. Pakenham. Nor can it be resumed again until Mr. Pakenham shall have obtained further instructions from his govern- ment. Ihave but few remarks to make to-night upon the above facts. One is to call attention to the ex- traordinary dispatch (so unlike Webster’s negocia- tion with Ashburton,) and energy, and decision of character exhibited by Mr. Calhoun. It reminds one of * Old Hickory’s” administration. The peo- | ple like a bold, prompt, and energetic leader, who is not afraid to assume the responsibility. The fact that the Oregon negotiation has been arrested by Mr. Calhoun’s position, leads me to think he will not relinquish an inch of bona fide United States’ soil, and hence the difficulty. If this be a fact, the whole mighty west will fling up their hats for joy, and hoora [that’s Webster's or- thography] for Calhoun. Doubtless the object of inserting the ‘thirty days” - | provision is to compel the Senate to act upon the treaty before adjournment. The facts respecting the interference of England with Texas are of an astounding character, and cannot fail to exasperate the people of this country, who will not allow a foreign power to interfere in a family quarrel between the United States and Texas. I had some time since informed you of these facts. The treaty must secure the entire southern vote —and Mr. Calhoun’s Oregon position will also en- sure it at least the entire democratic western vote. It will also get several strong northern votes. In a few short weeks Mr. Calhoun’s name will again be run up for the Presidency (in 1848) and nailed to the mast, all considerations to the contrary, notwithstanding. I don’t give this as my opinion, but as fact. In my previous letter to-day, strike out a note at the bottom, in which I express a doubt about C houn’s interference in King’s appointmeat, d&e. Calhoun has not interfered at all, and J want the statement to read to that effect. This is specially important. I could say much more, but my letter is full. S.B. The Senate did not sit yesterday, and the House took an early adjournment tor the purpose of wit- nessing Colt’s explosions. The vessel to be ex- ploded was lying off in the ‘ Eastern Branch,” not far distant from the Navy Yard. The time fixed was half-past four o’clock, P.M. But long before the hour arrived, every avenue, street, lane, and by-path, began to be thronged with visitors to the scene of explosion, The day was unusually fine, and very warm, the thermometer at 80. Every species of vehicle was put in requisition, and all at exorbitant prices. Some rode in coaches at $5, others in barouches at $10; some on horseback, some in gigs, some in buggies, some in cabs, some in wagons, and some in ** machines,” to the great admiration and astonishment of the fat negro wenches.
