The system lately adopted in this State, and the policy enforced in Cincinnati, will have a very great influence on all future obligations, and restrict all the governments adopting them to their present indebtedness. The movements recently made in this and the European markets in coffee, we attributed more to the abundance of money and the low point prices had reached, than to the small stocks at any port. So far as Brazil coffee is concerned, our statements have since been confirmed, by the receipt of the yearly official report of the Cape trade of Rio Janeiro. The same reduction has been experienced in prices, in nearly all the principal markets of the world. Quotations having reached so low a point, operators were fully convinced an advance must soon take pluce, and capital being very cheap and abundant, and ready for investment in any- thing holding out the slightest prospect of gain, many went into the business on purely speculative principles. ‘The movement did not become so general as anticipated, either in our markets or those of Europe. The effect here was to check operations. Prices advanced on the first move, and have since been sustained, but the trans- actions have been very limited. ‘The recent report made by the Georgia Railroad com. pany shows a great improvement in the affairs connected with the road. For the months of March, 1843, and 1844, the ratio for earnings has been as $7,944 to $25,007. The card published in this city; by one of the parties, whose name was connected with the institu- tion, has instigated an investigation into the affuirs of the Bank. Martin, the President, is represented as being, at the timeiof the explosion, a partner of Lentilhon & Co.— It will be seen that four of the principal stockholders, as reported onthe oath of the President, are all accused either directly or indirectly with the recent extensive frauds consummated by G. Kostar, on the banks and in- dividuals of this city, Augusta and Columbus. Lentilhon and Co, appear in the annexed list as the owners of 319 shares, valued at $31,900. The sales comprise 400 bbls New Orleans, at 27s; 600 bbls Philadelphia and 400 bbls Bal more at 248; and a mixed lot of 500 bbls Baltimore an New York, also at the last named figures. Alot of Phile- delphia, lately arrived, was offered ut 30s, but refused, 298 only having n bid for it. We understand, however, that bolders are now asking 32s, Imports from the Ist Ja- nuary to 5th March, 16,879 bbls. ond 220 half bbls; for the same period last year, the imports were 10,694 Dbls, and 392 half bbls. Penxamuco, March 6.—The only late arrival from the United States has been the Hartley, from Alexandria which vessel returned to the West Indies, the flour being unsaleable, and the departure of this vessel leaves us with- out any American in port. As I know that you are always on the alert for news, and your journal not only has a wide cireu- lation all over the country, but is the only New York paper that is sold here at all, I take the liberty of sending you a few facts spon which you and your numerous readers may rely. In the first place, there is a great effort being made in certain quarters to get up a strong party to go tor the nomination of George Evans of Maine, at the Baltimore Convention to run on the ticket with Henry Clay Secondly, the whigs are very sanguine that if they do not carry Virginia at the ensuing election, that they will so far cripple the democratic party there, as to make sure of the State for,Clay at the Presidential contest. ‘Thirdly—the statements in the NewYork Express, about certain communications being made to the United States Governmeat recently by the British Minister here, relative'to the alleged views and de- signs of Great Britain in regard to Texas, are all wrong. The fact isthat Erastus Breoks is almost as great a booby as his brother James. He was told of certain facts by a United States Senator in relation to the above matter, but he did not know howto use the information after he obtained it. The facts are these :—Mr. Packenham has received a despatch from Lord Aberdeen, in which the latter distinctly and emphatically denies that the British Government has any—the slightest—design or in- tention to take any steps—or receive any overtures or proposition from the Texian Government, or from any quarter, for making that country a colony of Great Britain, or for acquiring any thing inthe shape of Territorial power or Government over ‘Texas The words of the despatch are to this ef- fect:—that Great Britain or the British Government has no desire to maintain any closer, stricter, or more intimate political relations with Texas than those which she now holds towards that country.— Nothing is said in the despatch about her commer- cial views towards Texas. And further, I am au- thorised to say that no official communication of any kind has yet been made by the British Minis- ter here to our Government on the subject. _Mr. Packenham has had as yet but two inter- views with Mr. Calboun. One was a mere formal visit of introduction—the other was to make the necessary enquiries and arrangements for com- eS their negociation about the Oregon Boun- ary. » As yet Mr. Calhoun has had no time, no leisure whatever to attend to this question. He hashardly got into the harness yet; and the whole of his at- tention for the last three days has beentaken upby Gen. Henderson and Mr. 1 Zandt in endeavor- ing to complete the treaty for the annexation of Texas. Gen. Henderson assures me that he would as soon negotiate the treaty in the House of Repre- sentatives with open doors as in the chambers of the State Department in private. He adds that he has no secrets to conceal inthe matter of any kind. The treaty will be a very simple document; and when Mr. Calhoun has completed it, and sent it to ate, he will also send some very able and sive reasons why the Senators should vote to e treaty. He will send good reasons why 8 Texas ought to be annexed to this coun- try. charges that the British Government have designs either of a political or a commercial character upon Texas, he will send along with this the documentary evidence to sustain his assertion. For although perhatey Senator Walker, has, and the late lamented Gilmer had, considerable person- al interest. in the annexation, yet no one can sus- pect Mr. Calhoun of any thing of the kind for a sin- gle instant. He is warmly in favor of annexation, and is actuated by the purest and most patriotic motives, in the desire to conclude this treaty. And these are paramount to his political feelings on the subject. T will not say that Mr. Tyler’s motives are not pure and patriotic on this snijee ; but with him, I elieve that political considerations weigh as heavy or heavier than any other feeling which he has on the subject. But be all this as it may—the treaty will be finished in the course of next week—I will not say that it is not finished, and all but signed, at the pre- sent moment, and will be laid betore the United States Senate in ten days at the farthest. That body will thus have two weeks to deliberate upon it before the whigs of the whole Nation meet in solemn Convention at Baltimore in May next. The next question is, what will be the action of the Senate upon it?) They will not act upon it, be- tore the Convention meets; and it is even doubtful whether they will not lay it upon the table for the present—perhaps until wext session—thus net com- mitting themselves before the presidential election —and preventing Mr. Tyler from having an excuse to call them together again on that question. They will either do this, or they will reject u. The course of the whig Senators in the matter will be determin- ed by Mr. Clay, who will be here in about ten days or two weeks. Atall events, rely upon this— the whig Senators will none of them (or not more than one) vote for the treaty at this session of Con- gress! Nor wiil they vote for it before the next presidential election, even if they are called to at- tend an extra session. é As to the course of the democratic party in rela- tion to this matter, that is a diflerent, thing. Be- fore Mr. Benton left here, { heard him denounce the attempt to force this treaty through this session, as ‘ta Tyler and Calhoun humbug.” He has left for the West, but on his way through Ohio, he said publicly, that there was no man in the United States’ Senate in favor of it, except Mr. Walker. And you have seen that the great gun of the party in Ohio, the “Oh:o Statesman,” has deaounced the men who are trying to annex Texas at this time. Mr. Benton says, that he is favorable to the annexation, but that itis not necessary or desira- ble to conclude a treaty at this session of Con- gress. It requires time for deliberation, he says.
