Notwithstanding sudden changes in the movements of the banks and value of merchandise.imported, the value of our exports remain very steady and the variation from year to year is very trifling compared with our imports. ‘This is be- cause our productions are not governed so much by the course of the banks or the state of the currency. Imronts ann Domastic Exroxts'or tHe Usit- It will be seen by thistable that within the past eight years the greatest variation from year to year in the value of our exports was $11,362,266, while the imports have, varied in one year, from 1839 to 1840, $54,950,613. We see in these great fluctuations the cause of the revul- sions of trade. The movements of the banka, to a great extent, produce these ups and downs. An expansion of the currency creates an advance in prices, and foreign manufsctures are pressed into the market immediately to take the benefit of first prices. A great abundance of paper money depreciates the value of the currency. Foreign manufactures seeking markets will natu. rally rush to that holding out the greatest profits: themselves well in- formed upon matters connected with our finances, specie currency destroys our markets for their goods. The value of our oircu- lating medium regulates foreign imports tuations in both, exhibited in the above tables, show how intimately the two movements are connected. ‘The tariff is merely a secondary consideration, so far as it controls importations. An inflated, depreciated currency, would produce large importations under any scale of duties. ‘The aggregate exports of coffee from Rio de Janeiro for 1843, compared with previous years, shows but a very slight increase in quantity. The exports to the United States in 1943, were much larger than in either 1841 or 1842. Territorial Business— Mineral Business "This was one of three days set apart exclusively for the business of the Territories. 4 A resolution of enquiry was adopted calling on the President to state how many persons had been appointed to office without authority of any speci- fic law, since 1840—who they are and out of what fund they have been paid, &c. This is intended to reach cases similar to those of Mr. Parmlee, &c. and other private agents of the Government. The House then went into Committee of the Whole, Mr. Ex-Speaker Wurre in_the chair, and sat till rly 5 o’clock discussing Bills for lowa and Wisconsin. Pfs Bills were passed appropriating $12,500 each for the harbors of Racine and Southport in Wisconsin, also three or four Bills making roads in Iowa and Wiscons : : A Bill was also discussed which provides for the sale of all the lead lands in lowa and Wisconsin; they are ali to be thrown into the market to the est bidder. It having been found that the Go- vernment has always been a_loser by keeping the mineral lands on its hands.
