Cotton Market, ‘This market has been very inactive since the arrival of the Caledonia, and prices have fallen off about 4c from these current ‘prices to her arrival. ‘The sales average about 1500 bales a day, about halt of which ia to specnla- tors. The Southern markets are quite active in the way of shipments. Sarurpay, March 30th, 2 P, M.—The market is very dullto-day. This is partly to be attributad to the weather, and partly to the fact that operators are engaged in fixing out their despatches for the steamer. Prices remain the same as previously quoted. The annexed extracts we take from the circular of a large cotton house in this city, believing they give the most authentic report of the market general “ Immediately after the publication of our circular, on 28h February, letters were received here from the various Southern ports, with enlarged estimates of the crop, coasequent upon the saving of much cotton that had been previous! rted as destroyed by the rains in December last. Various opinions have continued to pre- vail here and elsewhere on the subject, nor is it yet time to say, with any positive certainty, what the exact amount ofthe crop will be. We have given the matter full consi- deration, and have made enquiries from all the sources within our reach, and find the most prevalent opinion, and the one which we think entitled to beliet, places the crep at from 1,800,000 to 1,850,000 bales. By reference to our tables it will be seen that the receipts to dates this year, amount to 1,503,345 against the same period last year to 1,850,633 shewing a deficit of 377,193. If we add the number of bales received after this time last year, 9a 498,337 bales, it would give us acrop of 2,001,682 bales. It can scarcely be expected, however, that the same amount should be received,jas every facility and inducement has existed this season to enable and urge planters tohucry their crops to market, which did not exist last year; we should say that two thirds of that amount will be as much as can reach the ports prior to the first of Sep- tember next, and this would place the crop at 1,831,- 936 bales, We have seen various ‘estimates of the proba- ble amount to be received at the different points, and we find the most generally received to be, for New Orleans, 750,000; Mobile, 430,000; Florida, 125,000; and the Atlan- tic ports, 540,000, making 4 total of 1,835,000 bales. Inthe Atlantic ports and Florida, the receipts have been light; in Mobile and New/Orleans, they were, at our last'dates, beginning to fall off, and parties resident in that section, write with confidence of a material decrease being soon very apparent. Many large cotton boats have been with- drawn from the trade’at New Orleans, and others are re- presented as being on their last trip for the, season, and if any credence is to be given at all to the idea of a short crop, thi pts will soon prove the fact, (for the same force has been engaged in picking and baling, and with the advantage of an early navigation and high prices, the inducements have been such as to cause planters to get their cotton early to market, and we look therefore for an earlier close of the season than usual, It will be seen that our exports have still further di- minished in proportion with former years, and that te Great Britain, as compared with last year, the decrease is over 500,000 Vales. ‘There Is now iouch more cotton in course of shipment at the various ports than at any pe- pitied since the commencement of the season, and we jook from this time forwari, for asteady, regular shipping business: at the same time we think it will be gradual and extended later into the season than for many years past; and we believe that the stocks in this country on the Ist be Kt next will be larger than has ever been the case uutherto. The character of the market, not only in this city but throughout the whole country, has since the sailing of the Hibernia, on the Ist inst, become entirely changed ; speculation which has had such a prominent bearing on the staple for the last six months, has suddenly ceased, and lett the stock of cotton in all the lesding ports of the country heavy beyond precedent, while prices abroad are much below what the article was worth here on the de- parture of the Hibernia; since which date our prices have gradually declining, until we find our quotations for ix” about one and a half cents below what they were in our last circular; one cent of which was loat pfior to the 15th inst, after which date, until the arrival of the Cale- donia with dalvécrook dates to the 6th of March, we had a steady market, with a fair business for export ani manu- facturers. Whether this will be the case or not remains to be seen, Mills have increased very rapidly of late, and are not now confined to New England, but are spread and areyspreading over the whole country. By last night’s mails we received further and very important intelligence from Washington, developing the movements on the subject of the annexation of Texas to this country. Genera Henperson, the new minister from Texas, has a carte blanche to form a treaty of an- —te comply with exactly such no one. had authority from Texas to negotiate in the matter. It is supposed that the treaty will be ready to be presented to Congress by the 20th of April—but it is yet uncertain whether the matter will be presented in the shape of a treaty to the Senate, requiring a two-thirds vote or by a motion or resolution openly in both houses, requiring only a simple majority. Probably the latter form will be preferred. In case the American government should refuse to accept the proposition of annexation, then Gene- ral Henderson is authorised to proceed immediately to England, and to propose an alliance of some kind with that power, cither as a colony, or some other in- dependent shape. These statements we have every reason to be- lieve are strictly accurate throughout. They are momentous and important both to the United States and to England—perchance to Europe. Mr. Calhoun arrived, according to expecta- tion, this afternoon. He has taken up quarters at Fuller’s Hotel. Gen. Henderson is at Gadsby’s. Mr. Calhoun enters upon the duties of his office ata most momentous era in the history of this country. It is not too much to say that the fate of nations is depending upon the man- ner in which he shall discharge his duties. The moment he takes his seat in the chair of state," he will have upon the one hand the negociation with'Mr. Pakenham, which is to set- tle the fate of Oregon, the fortunes of the West. and I might say of the great Pacific empire; ani upon the other the negociation with Gen. Hender- son,which is not only to settle the fate of Texas, but the fortunes of the Southern States, the South- western States, Northern Mexico and Mexico pro- per. Other countries and States, and great inter- ests will also be deeply and powerfully affected. gland is deeply interested, and looks on as no idle spectator. The question with her is, markets orno markets. Ihave it from an authentic source that England already regards Texas as entirely with- inher grasp. She laughs at the idea of annexation. She argues that the NorthernStates will never submit toit. Already does she regard Texas with the fond eye of a step-mother, as a commercial depen- dency, where her manufactures will be received duty free. She calculates upon supplying all Northern Mexico, and all the South Western U. States with her goods, upon the contraband prin- ciple. ‘And if all overtures should fail for annexation, it may be reeaorelly calculated that such will be the exasperation and desperation of the Southern States bordering upon Texas, that they will coun- tenance, encourage, aud freely participate in the excitement of this free trade. And having once tasted the precious morsel, it is not likely they will willingly submit to the imposition of tariff laws and high duties. What will be the effect of this upon northern manufactures? It needs no prophet to foresee the disastrous consequences. Tam allowed to say on authority, that Gen. Hen- derson is endowed with plenary powers to treatand definitely to settle all matters pertaining to the in- terests of Texas. He is worthy of the trust repo- sed in him. Jt will be recollected that he was for some years their Minister to England; and he now enjoys the full confidence of the people of Texas. Ile has most important communications to make to the people (ultimately) of this country, and it 1s to be hoped they will give him a full and impartial hearing. The readers of the Herald may be assured of ob- taining in that paper earlier and more authentic in- formation pertaining to all these matters, than they can procure in any other paper whatsoever. It was Potter not Tilden that said Schenck was gone to Baltimore. Tilden is a whig. I must here complain of the number of loafers that congregate in front of the reporters’ desks and gossip and talk so loud that the reporters cannot hear the debates. Hall of them have no business in the House. There are a dozen around my desk now, that have no more business on the floor than the man in the moon. Mr. Dow is a very excellent door-keeper, and gives general satisfaction, and the instant he sees this he will remedy the abuse. His sub-door-keepers should be more careful. “With this exception the reporters never were so well accommodated, It will astonish some of yor feeling on the subject), when were over 85,000 copies of Owen’s speech on the Oregon, printed ane sold here; besides about as many printed and sold in the Weekly and Daily Herald. 70,000 copies of this one speech—the largest number ever printed of any one. But it contains every thing necessary to be known on the subject. ‘To-day there was a small explanation about the arbitrary conduct of Gen. Scott in arresting Lieut. Bragg on a mere supposition, before his furlough expired, and while he was under subpaena before a Committee of Congress. It seems General Scott was quite in the wrong. The result of this and his alleged conduct to Gen. Gaines is, that there is now a motion before the House to abolish the office of Major General of the Army. Mr. Scnenck moved to suspend the rules to take up the joint resolution for adjourning Congress on the 27th of May. The House refused: ayes 80, noes 64, Two thirds not voting aye. Mr. Cons renewed his motion to print an extra number of the Report of Mr. Pratt on Statisties. It contained a great quantity of very valuable in- formation that could be attained from no other source, and which Mr. P. had compiled with much labor, &c.
