(Correspondence of the Herald.) Wasninoton, March 21, 1844. T have seen several lists of States and names of Senators published, which it is said will vote for and against the annexation of Texas. They ai idle, irresponsible, and incorrect. According to the best information which I can get this morning—and from a whig source in the Senate—the following States will vote against the annexation, a8 under;— wou NewYork,, ... There are 51 Senators present. ‘Two-thirds are necessary to rattly a treaty of annexation. Thirty- | four are two-thirds. Therefore, if 18 vote against it, the treaty will be defeated. Nineteen votes against it leaves one to spare. But although this is a more perfect list than an Thave sten published, yet | have very little cont | dence in it, for the reason that quite a number of fj. | the Senators know no more at present how they will vote than youdo. ‘The general rule is that de- mocrats and southerners may be supposed to be fa- | vorable to the an..exation—I mean, such is the pri- ma face presumption, unless—~as in several cases— something appears to the contrary, Nothing is easier than to speculate upon the vote of any and. every Senator—butit would be perfectly useless for all practical purposes, until something certain and definite is known in the premises. Should the logrobling principle be adopted be- tween the South and West, Texas and Oregon, then some correct calculation could be made. me | such agreement,as | have heretofore atated, may be anticipated. E i 2 Mr. Calhoun is drilpeximcted in town. Itis the general remark here that the character of the ad- ministration, on his arrival, will undergo an entire change. It is said that now its character is fixed by the Cabinet irrespective of the President—but on the arrival of Mr. Calhoun, it is said that his master spirit will rule, shape and mould the whole admin- istration, : ‘ Pie The multitude of petitions now daily pouring in from Pennsylvania agains alterations in the tariff of ’42, are strong indications that the Penn- sylvania Senators, (Buchanan and Stargeon,) will vote against the new proposed tariff, lately intro- duced into the House by the Committee of Ways and Means. ; It seems to be the general impression here that Mr. Evan’s resolution to adjourn on the 20th May, is all gammon—got up to scare the House, and for political effect. The Oregon Notice Rejected—Annexation Killed— , Great Excitement. Mr. Sevier finished his remarks to-day in the Senate, upon Mr. Semple’s Resolution to give the Oregon notice. He stated one fact which it is important to notice, while considering the danger or safety in extending the geographical boundaries of the United States, to wit—The only disaffection this country has ever known has been among the old States, and nearfthe centre. There has been no want of patriotism in the borders, and in the midst of sparse settlements. After Mr. Sevier finished his speech, the final question was taken upon the original resolution of Mr. Semple, to give Great Britain notice of discon. tinuance of mutual occupation. The result was, poke 19; Noes, 28. So the Notice was rejected. By thie it will be seen that Messrs. M‘ Duffie, Haywood and Huger, Southern democratic Seni tors supposed, and believed to be in favor of the annexation of Texus, voled against the friends of the Oregon measures. As far as that goes st kills both the Oregon and Texas measures. For it can- not be saipcted that the Oregon friends will now ee aad ind vote for the annexation. They will retaliate. KAVANAH. Later.—Since writing the above, I have seen and conversed with several of the Western mem- bers of Congress. The excitement is very great. They are bitterly exasperated with the recre: uinity which has broken faith with them in their votes this day. They say there is no salvo—no safety valve. They will not only not vote for the annexation of Texas, but some ot them will carry their revenge so far as even to vote against the new tariff bill. Several members of the House say positively that the tariff bill will not now even pass the House—much leas the Senate. I hope, however, that these views will be recon- sidered. But that the annexation of Texas is kill- ed off for this session may be considered as settled. ‘The treaty for annexation is very shortly expected to come before the Senate, and when it does, it will be laid on the table. i The passage of the other Oregon Bills, which I at first thought might prove a salvo, is regarded by the western members as of no account whatever. In their opinion the “ Notice” was the grand test and criterion. ; I conclude, therefore, that at this Session there will be— 1. No occupation of Oregon, (legislatively .) 2. No annexation of Texas. 8.
