Rhode Island War—Florida War again—Generals Gaines and Scott—Abuses in the Post Office—| «i Texas—Fortification Bill. Two or three corrections of the journal were made, and resolutions of the State of Louisiana for improving the Western waters, were disposed ot, RHODE ISLAND WAR. Mr. M’Cuernanp occupied the morning hour with the discussion of this most uninteresting sub ject. Hecharged the President with an a pparemt violation of the Constitution in sending United States troops to Rhode Island; it was the duty of the House to enquire whether he had done se or not; and how could they ascertain all the facts un- less they sent for papers and persons. The Consti- tution guarantees to every State in the Union a re- publican form of Government. This Rhode Island did not enjoy; and the people had a perfect right to rise in their majesty, and endeavor to obtain sucha government. He lenied that there had been an in- surrection in Rhode Island or saything like one;and there was no occasion for the interlerence of the general government, either by sending troops er by calling ont the militia of the State. He was in favor of Gov. Dorr and the rights ofthe people, and Lop oxed in toto to the charter ofthat corrupt monarch, Charles the Second He hoped the day was not far distant when the people of Rhode Island would enjoy their proper privileges. Mr. Srerson, of New York, next got the floor, A communication was then received from the War De- partment, asking for further appropriations for payment of the expenses of the Florida war! ‘This proposition was received and referred amid shouts of laughter. ‘The Postmaster General sent in a list of the'fcontracts Isaac Hill has Mr. Hanatsoy, from the Miltary Committee, reported back the bill to divide the United States into two great military districts, stating that the Committee could not agree uponit, and asked to be discharged therefrom. Mr. Haxorn said, that the Committee stood 4 to 4. The Committee were so discharged. Mr. Pertir presented a resolution calling on the Post Office Committee to enquire what Dr. Jones, the city post- master here did with all the Congressional documents sent away by members. He (Mr. P.) had franked over 6000 himself and sent them to the city post office, and scarcely any had reached his constituents. Several other members made similar Complaints, and said that there were great abuses in the post office ma- nagement ; it was very inefficient and wanted a thorough reform. ‘The resohition was agreed to Mr. Hamoerr presented the resolutions of the State of Misieipat a6 asking for the annexation of Texas. They were refe w Mr, Mcceamei! presented resolutions of the State of Alabama against the Massachusetts resolutions. They were referred to the Select Committee. ‘The Bill reported by Gen. Saunders, to change the place of holding the U. 8. District Court of ‘Ohio, from Cincin- nati to Columbus, was passed 86 to 49. ‘The House then went into Committee of the Whole on the State of the Union, and took up the Fortification Ap- propriation Bill. «4Mr. Stetson moved to appropriate $50,000 for the out- let of Lake Champlain instead of $40,000. He said this was the avenue by which the British entered and desolat- ed our frontier during the last war, and the old wars. Mr. Hanmurr took the same view. Mr. McKay said he was for striking out the whole On a vote on the amendment only 77 voted. ‘The Committee then rose, and the Chairman reported that they had done nothing for want of a quorum! He would consent to no increase any- yuan Two or three times the Committee were called on to vote upon amendments, but there was not aquorum pre- sent; and at last the Committee had to rise without coming to any conclusion on the bill for want of a quo- rum, and the House then adjourned to 6 P.M. Note.—This shows the gross folly of the House meet- ing so early and sitting so late. ‘There is scarcely a quo- rum in the House at any time during the day, and never at prayers. Members are off getting their dinner, their glass of toddy, smoking cigars, gallanting ladies, or doing any such agreeable chores, rather than busmess.
