nate of this State, has introduced a resolution, adverse to that before reported from the same Committee, for an equalization of the State tax among the several counties, and at the same.time introduced a bill to secure a more equal valuation of taxable property. We stated yesterday, in a short peragraph, that the Se- nate of Ohio had refused to concur with the House in the passage of the numerous bank bills, sent up for that pur. pose. The vote for the indefinite postponement of the bill to incorporate the Bank of Ohio stood—yeas 20, nays 12. ‘The same for the indefinite postponement of the bil! to incorporate the Bank of McConnellsville and the Bank of Chillicothe. Thisamounts to a complete destruction of allthese new banking movements, The State of Ohio would have been flooded with another mass of worthless Paper money, and the Senate passed all the bills incorpor. ating banks that were sent up from the lower House. In the first place, there was the Free Banking System, to carry on which Ohio State stocks were to be deposited with the State Auditor; then there was the State Bank System, with a capital of ten millions, with branches in all parts of the State; and, lastly, there were nearly a dozen bills to incorporate banks on the old system. These were all lost in the Senate, and the State saved from the effects of another delnge of @ shinplaster currency.— ‘This will be very unfavorable information for many of the Wall street brokers, who have anxiously watched the pro- gress of the free banking bill in the House. ‘The passage of that bill through the Senate, would have advanced the price of Ohio 6's in this market very much, and the de. feat of this bill will cause a great falling off in the quota- tions. A bill was introduced into the Senate of Ohio, to repeal the act to incorporate the Columbus Insurance Company and the Columbus Mechanics’ Institute, which was passed by avote of seventeen to fifteen. The opponents of the bill contested the question. It was denied that these com. panies had any connection with the Clinton Bank of New York, and it was asserted that the notes of the New Hope and Delaware Bridge Company of New Jersey stood high in New York, and were regarded as current notes. Mr. Parker, who voted in favor of a repeal of the charter of the above institutions, stated that he was from New Jer- sey, and was intimately acquainted with the charter of the New Hope and Delaware Bridge Company. He stated that the institution never was in good credit, and from his earliest recollection he heard doubts expressed as to their having banking powers. He cared not what shavers in New York might doto sustain the credit of notes of this concern, but he knew that in New Jersey, where the in- stitution is located, it never was considered safe, This gentleman is perfectly correct in his estimation of this concern. There are other institutions of a similar cha- racter in the same State New Jersey seems to be perticu- Jarly afflicted with such rotten institutions. Speculators in banking find more success there than any where else. In a few years every one will beso suspicious of any thing in the shape of @ bank bill coming from New Jersey, that the really good banks will be unable to obtain the small- est circulation, and the inhabitants will be compelled to look to other States for a circulating medium. ‘The present state of financial and political affairs is pre- cisely similar to those experienced through 1838, during the excitement growing out of the North East Boundary Question. The movements among stock speculators, both inthis country aad in Europe, at that Be, resemble exactly those now before us. In the early part of 1833 the Free Banking La of this ‘State was passed, and the demand for State stocks to sup- ply the securities to be deposited with the Comptroller for his issues, advanced prices. In the course of that yeor the United States Bank resumed specie puyments, and all stocks were rapidly rising. In December of that year Congress came together, when the North East Boundary Question was agitated, and an excitement gradually grew out of it until it was the general opinion that war must be the result. The celebrated speech of Daniel Webster, in the Senate of the United States, in relation to the disputed territory, in which he threatened to take possession of the por- tion claimed onthe following fourth of July, produced a perfect panic in the minds of those holding stock, and caused an immediate disposal of shares to a great extent and at a great decline. Previous to this premeditated threat, which was concocted in the drawing rooms of ex- tensive brokers of this city and London, these parties pre- pared themselves for the explosion that would naturally follow such a speech from such a source. State stocks were offered in the London money market in any quantity. State credit was then good, and half pay officers; widows with small fortunes; guardians of orphans, and all of those who depended upon some small anfount then invested in stocks that were only paying three or four per cent annually, were tempted by the prospect for a safe investment paying six and seven per cent, to purchase to the last dollar of their means. The Barings, ond all those large houses, sold out every share they could get rid of. The same move was made simulta- neously on this side. After these parties were safe—after they had fortified themselves against loss—the match was applied to the magazine by Daniel Webster, und the crisis was upon those not in the secret before they were aware ofit. A panic existed in all stock operations, and even the regular course of trade felt the influence of the times Commercial pursuits were unsettled, and every thing be- came very much depressed. State stocks reached a very low level, and the North American Trust and Bank- ing Company, the United States Bank and other insti- tutions of a similar nature were destroyed. In the height of this excitement, after the value of all secu, Tities had touched bottom, the individuals causing the destruction of all confidence came into the market as extensive purchasers of State and other stocks This began to revive things, the disputed question was amicable settled by the same individual that caused the panic, and a gradual improvement has been going on in stocks and trade from that time to this. Our peaceable relations with foreign powers have not, however been of long duration. The Oregon question is likely to embroil usin a long dispute with great Great Britain, and the Texas annexation will doubtless stir up Mexico to some desperate move, backed by the two great powers of Ku- rope. This complexion of the political horizon has again brought into the field the same parties that figured in the former troubles. Some little time since we stated that the heads of several large stock houses were in Washington watching the course of events in relation to Texas and Oregon. Since their return, the movements in Wall street have shown how they had determined. Im- mense quantities of stocks have, within a few weeks, been thrown upon the market, prices have gradually sunk under the supply, and as a promoter of the panic, Daniel Webster comes out with another long story, and with another bold threat. He threatens the dissolution of the Union in case Texas is annexed. The ettect of this, and the efforts of the Wallstreet brokers engaged in the movement, can be seen on reference to the sales of stocks as quoted to-day. We see by this a concerted plan be- tween our influential political leaders and a clique of stock jobbers—one using the power of place, and the other the power of money, to bring about acrisis in financial mat- ters to the injury of all iaterests, The depression that now falls upon our stock market, has been caus. ed principally by the plans laid, and the tools employed by this clique of stock speculators on both sides of the Atlantic.
