Contractors to furnish stock were allowed to do 40 at 95 Per cent above full stocks, those who were able accepted the terms, and those who were not able were ruined and became bankrupt brokers. After having in this way ob- tained possession of all the stock afloat, it was necessary to bring it into the market again, A stock of any descrip- tion is only worth what it will bring. It is of no value on paper, the market prices establishes that. The immense capital locked up in this manner could not remain so long —the operator was compelled to realise—he came into the market with his stock, and in one week it fell ninety-five per cent, and continued falling until it reached about seventy or feighty percent. This, of course, ruined the operator, es he had ruined hundreds before this. This stockfhas, since the bursting of the bubble, touched as low as five a six per cent. From pix it has, in the course of two years, reached sixty-four per cent,and the inflation is still rapidly progressing. To what point it will reach» or to what extent the reaction will go, time alone will de. termine. The maxim with stock speculators should be, small profits and short sales. The present inactive and depressed state of the stock market is produced by other and more natural causes State stocks particularly, are unfavorably influenced by the position of the political questions of the momcut. ‘The agitation on the annexation of Texas and the settlement of the Oregon boundary, has created a distrust in State securities that speculators could not contend against. The ‘Texas question will bring us at direct variance with Mexico, and indirectly with Great Britain and France The sense of the House of Representatives is pretty well settled by the vote taken on Mr. Winthrop’s re, solutions, to suspend the rules to admit his proposition, “That Texas ought not to be admitted into the Union.” ‘The House refused to suspend, by a vote of 122 to 40. ‘The Western States are ripe for war, as it would relieve them of the heavy debt under which they labor. The South are in favor of the annexation of Texas, as it would extend their political power on subjects particu- larly connected with their domestic institutions, These two great sections of the country, are determined on the settlement of these things immediately. The whole West, to a man, is in favor of at once taking possession of the contemplated points and risking the consequences. The direct effect of this state of the political par ties on State stocks, will be of the most vital im, portance in financial circles. The Western States owe debts larger than they ever will be able to pay.— Nothing will wipe them out but a war—nothing else will relieve them of the might of taxation. An event of this nature will settlea numberof the questions now agitated. ‘The public lands would be used up in carrying on a war of years, and the friends of distribution would lose their favorite hobby. The tariff would no longer be a bone of contention between the two parties—its protec- tive and revenue features would be lost in the disuse that wonld follow a war. The holders of State stocks in Europe would never after have any occasion for anxiety onaccount of the non payment of their demands. And the manufacturers of the North and cotton growers of the South would become mutual promoters of each other’s in- terest aad welfare. Party strife and recrimination at home would be allayed, and the country would come. out regenerated and disenthrelled. These considerations exert a powerful influence in the sections of the country before alluded to. They see before them forthe future, great prosperity, and nothing will be left undone to bring about the necessary movements to produce such anew and im- proved state of domestic affairs. ‘The East, and all that section of the country engaged in commercial pursuits,will use their great influence,backed bystrong parties abroad interested in the existence of good will and peace between this country and Great Britain to promote peace, There is animmense amount of foreign capital appropriated to the development of the riches and resources of this country. Millions upon millions have been invested by foreigners in our werks of public im- provement and internal institutions, and the influence of this will be brought to bear upon our relations with the mother country, The very existence of the manuractur ing interest of Great Britain dependa entirely upon a con- tinuation of the present peaceable position of the two countries. It is impossible to look at the various links that bind the two nations together, without coming to the conclusion that any actual disruption is impossible. We have much to lose by such an event and every thing to gain. England hae everything at stake and nothing to gain. We speak commercially. We reter to the result as regards trade and commerce. The Senate of Ohio have laid on the table the bills sent up from the House for concurrence, in relation to the establishment of a Free Baukiug law, and the recharter- ing of the Hocking Valley Bank, the Franklin Bank, and tho iFrrmers’ and Traders’ Bank, of Stubenville, and the Franklin Bank. Beef cattle continue to come in freely, and sales have been readily effected of all that have reached the market during the week at prices corresponding with those of last week. @n Monday 130 head were offered and 80 sold. ‘The offerings on Thursday embraced 380 head,80 of which were taken for other markets and all the balance sold to the city butchers, We quote the extremes of prices paid at $1 60 for inferior to $2 0 per 100 Ibs., for prime quali- ty on the hoof, which is equal to $3 a $4'76net. The sales were principally, however, at prices within those ex- tremes. States, Wasnineron, Tuesday, Mareh 12 Mr. Buchanan's Speech on the Orewon Question. Mr. Bucnanan, alter a few preliminary remy relative to his unwillingness to take up the time the Senate, referred to the negociations that had already taken place between the two counties —the treaty by which the joint occupancy was agreed upon, and the renewal of this treaty in 1°24. The question now is, “Shall we now, by passing this re- solution before the Senate, advise the President to annul this treaty?” If it is annulled, both parties will be restored to their original rights. ‘The boun- oe of Mexico is limited to 42 north; Russia to 54 degress 40 minutes north latitude; and the coun- try in dispute lies between these two points, And to every part of this territory our title is a clear and conclusive title; and when the bill for forming a Territe- rial Government for Oregon comes up, | intend to sent such a chain of evidence, as to our title tothe of it, to this Senate, as cannot be gainsayed by any power on earth. But the title is not now in dispute; a towneman of my own has clearly proved our title to it, (Mr. Brown.) and Mr Greenhow’s book, as far ax I have seen, exhausts the subject. And my life for it, there will be no treaty at all if this resolution ia laid on the table, as I have no doubt it will be. Let the mo- tion to lay on the table prevail, and there will be no treaty at all, whatever may be the instructions of Mr. Pakenham. We owe it to ourselves to make this aserious matter, to show a determined front in this business—not to use threats, because threa ful nation. But when in earnest on this matter, then and not till then will she show a disposi- tion to settle the matter, For it is not A) conciliating her that we shall ever obtain justice. And if we do give Great Britain this notice,we shull t ‘a whole year to set- tle the matter in. But if, because a minister has arrived from England, (not a special minister,) we arrest all our six years proceedings on this subject, and lay this whele subject on the table,then a treaty will be impossible. And to arrest all our legislative action merely on this account, would be to show 4 miserably tame spirit, that weuld duce England to believe that she could obtain all that she desires, 1 hope this will not be done by an American Se- nate. Mr. Bucuanan then introduced the subject of the late treaty with Lord Ashburton, and went on tosay—We have accused of captiousness, because we found fault with that treaty; and told that we ought to rely im- licitly on the honor and faith of the British Government.
