As far as Tcan ascertain the bill appears to be a good one enough, although speculators will undoubtedly take great advantage ofit. The Territory of Wisconsin lies directly north of Illinois—washed on the east by the waters of lake Michigan and Green Bay, into which last rans the Fox river ina northerly direction. The Wisconsin river runs in an site or south westerly direction, and empties into the Mississippi river. The waters of the two rivers approach so nearly to each other, that a canal of a mile in length will connect them—and thus connect the waters of the great lakes and the Erie canal with those of the Mississippi river, New Orleans and New York by internal waters. An inspection of a map will best illustrate the sivecteges of the proposed bill to improve the waters of these rivers, and construct canal. ‘The bill does not appear te be of a po- | character, , ‘There is no news yet from Calhoun, and a variety of opinions are expressed about him—some heping one way, and some another, and each one prophe- sying according to his own taney. Another attempt was made to-day to obtain the use of the Hall for the Congressional Temperance Society, but, like the two last, it failed. Mr. Cares Smrrn then toek the floor on the Rhode Island question. He said—My colleague on yesterday said that the Hebe of universal suffrage was a natural and inalienable right, and that not ing on earth could properly deprive man of this right. If this be 80, why does not the negro enjoy the right of suffrage? [she not aman? Why do not women enjoy the night of suffrage? What became of this natural right in the District of Columbia? ‘The people here enjoyed no right of suffrage— A Memper—Oh it’s unconstitutional for them to have Shy rights—that’s why tke Avenue Bill was rejecte: *Surru—Yes, I've looked through the Constitution and the name of Pennsylvania does not occur in it once. (Great laughter.) The gentleman from New York who is now so strong am advocate of tovernor Door, was not always on that side of the question—(Rathbun.) He has changed has poli- tics. That’s his natural right. But I object to his attempting to drag us after him. Again, if the gentleman from New Hampshie wishes to make State governments more democratic, I advise him to begin at home. For, of all the State govern- ments inthe United States, that of New Hampshire is the most anti-democratic. No one there can sit in the lower House of Assembly unless he has an estate of £100; none inthe Senate under 200; none can be Governor under £500. So the natural right to hold office in New Hampshire belongs on- ly to the aristocrocy, the high born, the wealthy— (Roars of laughter)—the poor and the humbie can’t hold any office. (Laughter.) If that’s democra- cy, God keep me from it. Riexaiet admit that is the case—but I have al- ways been opposed to it. (Laughter.) Savru—Then again no man can hold office there unless he is a Protestant—(Shouts of laughter)—A Catholic can hold no off That’s New Flamp- shire democracy. (Laughter.) This has long been the governmentjof that State—that Gibraltar of De- mocracy! (Roars of laughter.) And it’s a stain on the Statute Book. Ifsuch propositions were made to the democracy of the west, they would be laughed toscorn. Andjyet those gentlemen who put up with this, are terribly troubled because the govenment of Khode Island is not sufficiently democratic, But let us see how democratic are the notions of the gentleman’s candidate for the presidency, Mr. Van Buren. In the Convention in "15 to alter the Constitution of the State on the question of the right of suffrage, it was proposed to strike out word “white,” and give this natural right to blacks as well as whites. and this passed by a vote of 69 to 54. Mr. Van Buren voted in the affirmative.— Thus he would allow the negro to come to the poll by the side of the white man. When the question of universal suflrage was broached, he said there were not half a dozen in favor it, and that there ought to be a property qualification of 40 shillings —n jackass to that amount would do (roars of ieee eae So that when my colleague (Kennedy) wants to discuss the jackass question again,1 recom- mend him to do so with his friend, Mr. Van Buren (sereams of laugiter ) But Mr. Van Buren would not allow a man to vote although he might have worked on the highway, unless that he also had a qualification of being a householder besides.— ‘This was Mr. Van Buren’s democracy. He said that the granting of universal suffrage wound ellaw every body, tag, rag and bob-tail to vote, and that then our elections would be a curse instead of a blessing, end that this would drive away every decent and respectable man from the polls. This is the boasted democracy which the geatleman | from New York and my colleague vaunt so highly, whilst they mourn pathetically over the absence of true democracy in the government of Rhode Island. Mr. Kexnepy—I would ask my colleague if he hasn’t advocated the same opinions ? Smitm.—Never, sir, never. Quite the contrary. We don’t ask aman if he has paid a tax—we don’t ask him if he’s a householder—we don’t ask him if he works on the highway—we don’t ask him if he’s rich—we don’t ask him if he’s got a jackass (roars of laughter) before we allow him to vote. We only ask it he’s 21 years of age, untainted by erie, and a freeman. And we ask nothing more. That’s our democracy. That’s the democracy of the whigs of Indiana. But that’s very different from the doctrines of Mr. Van Buren; and it was for these aristocratic anti-democratic doctrines of his that Indiana has twice repudiated him, and for this she will repudiate him again. (Cheers and cries of “good,” and so will two-thirds of the Union.) But again, when the question came up, Mr. Van Buren would allow the negro. who had $250 to vote, but would not allow a white revolu- | uonary soldier to vote unless he was also a house- | holder. Lastly, sir, the gentleman from New York said that Gov. Dorr was covered with vermin. (Much laughter.) Now, sir, I can’t believe that—I don’t believe that Mr. Dorr is so filthy as to allow vermin so to accumulate on his person.
