The whole currency ofthe State is contaminated by having such a base issue as this mixed up with it. ‘The State of New Jersey has been several times selected as the location or such fraudulent banks as the Plainfield. ‘The people of that State do not suffer so much a those of the neighboring States. The laws of the State are used to cover their illegal deeds, The Monmouth Bank of New Jersey was a fair sample of these institutions, The location of that bank in New Jersey did more injury to the general paper issues of the good banks than they ever before received. The Legisla- turefshould be more careful in granting charters. It is much easier to refuse a charter than to do away with the injury a shinplaster currency produces, The Legislature should see that the Commissioners are good men and true ; men who are not open to bribery—men who are above the influence of dollars and cents—as they will undoubt- edly have their faith tested on that point. ‘The Legislature of Maryland have adjourned without passing any of the bills introduced in relation to the State debt, or works of internal improvement. The bill for the sale of the State’s interest inallthe public works pursed the House of Delegates, but was lost in tle Senate. The} bill providing for the sale of the bank stock owned by the State; appointing a time for the State to commence paying interest on its bonds ; and for funding the interest unpaid &c., was defeated in the House. The Legislature, during the session just closed, passed three hundred and sixty laws, only one of which provides in any way for the pay- ment of the interest on the State debt. Whether that one will meet the ends anticipated remains to be seen. It is very doubtfal. A bill has been introduced into the Legislature of this State, to authorise the Comptroller to receive certain stocks of the United States as security for the notes issued by institutions under the Free Banking law. This bill was designed to meet the case ofa recently organised bank, which had deposited $50,000 of stocks of this State, and $50,000 U. 8, stock with the Comptroller, that officer sup- posing that he had the right to take the latter description of stock. It was engrossed for a third reading in the Se nate, ‘The various transportation lines from Baltimore to Pitts burgh are now receiving merchandize te be immediately dispatched. The Eastern and Western divisions of tho Pennsylvania Canal are in active operation, bearing East and West the immense amount of goods that have laid still so long, waiting the time of shipmentto arrive. The channels of communication with the West, through this State, will not be navigable before the middle of April.— ‘The Western lakes are all open, and the arrivals and de- partures from Buffalo and the other large ports, daily in- creave. The vast quantities of produce atthe West wait ing the epening of our canal to reach market, makes it very important that some policy should be adopted by our State Legislature to secure the transportation of these large supplies, and prevent the internal improvements ef other States from drawing away the resources on which we depend, to meet the heavy annual payments on our large debt. The only safe method of doing this is to allow the railroads on the line of the canal to carry freight by paying theregular canaltoll. By adopting this plan the resources of the State will be increased, and the canal pro- tected. It will keep up the communication with the West and place us far in advance ofany neighboring State, in securing the products of the Weatern country. ‘The poli- cy of completing the Erie Railroad is very doubtful one, ‘The building of that road would undoubtedly attract freight from the Erie Canal, for which tolls could not be charged. This would reduce the receipts of the State go- vernment, and compel the adoption of some additional tox for revenue. The public debt has reached so large an amount that every resource of the State must be made available, to meet the annual interest. The most produc. tive property under the control of the State is the Erie ‘Canal, and te that work must we look for the bulk of the revenue, The Erie Canal requires protection, and every thing that directly or indirectly draws from its receipts should be taxed sufticiently to make it good. The pas- sage ofa law compelling railroads to carry freight at all seasons of the year, by paying the regular canal toll, would not only aid the different companies, but would increase the income into the State Treasury, and do away with the demand for canal enlargement, as it would he relieved of the mars of produce, and allow.easy navigation ‘to the heavier varieties of merchandise. The canels ‘through this State remain closed from November to April, full five months. The canals of Ohio and Pennsy)- vania remain open later and are navigable earlier in the seasons than those of this State. The western lakes are covered with the increasing tonnage of that section full a month after navigation through this State ceases, and the western ports are stocked with produce, laying like so much dead capital inthe hands of the forwarders, for months. The channels of communication with the east that are first open secure these supplies, and benefit by the monopoly they possess fur «short period. By granting the railroads through this State, ending at Buffalo, the privilege of carrying this produce, it would not accumu- late, and the supplies would be constantly reaching mar- ket, and the State would secure tolls on merchandise that would otherwise have reached the sea-board through some southern route. Should the Legislature of this State pass such a law, the necessity of a permanent and easy communicstion with Albany will be greater. Peti- tions have been laid before our Assembly from the east and the west, from Buffalo and Boston, praying for the passage of a law to keep open the channels of communication be tween the weat and east the year through. While the citizens of those sections are making the necessary efforts to secure that desirable end, the capitalists of this city should place themselves in a position to receive an equa! benefit from this move. In the event of the passage of a law to the effect above spoken of, there must be a railroad between Albany and New York. It matters little what route is selected. That which isthe cheapest and short- ost would be the most desirable. The subject has not as yet created much excitement, but the time is net far dis- tant when the inhabitants of this city will find they ha an effort tomuke to secure the immense trade with the west which they now enjoy.
