It Proposes that the maximum duty shall be thirty per cent, until September Ist, 1545, when it is proposed to reduc: the maximum duty to 26 per cent. It further proposes that the valuations shall be the cost and charges at the places of exportation. Goods from this side of the Cape of Good Hope to re- main in public store 120 days; from beyond, 150 days. ‘The duties not fixed by the new bill shall be the same as fixed in the bill of 1942. This alteration is a very great improvement The reduction throughout is very general. It is more favorable to the manufacturing interest than the present tariff. It reduces the rates on all manufactures of cotton and wool, but it places the duty on the cost and charges. It dors not stipulate that manufactures under a certain cost, shall be valued as high as those costing fifty per cent more. The per cent ad valorem is proposed on the actual cost at the places of exportation. The new tariff is not of so protective a nature, but it will undoubtedly ope rate more to the interest of the manufacturers of this country than the present one. It is very liberal in its re, strictions, and wilk, therefore, be more popular with all classes, ‘This willinsure its permanency, and that will meet the wishes of the manufactering interest. The re- duction of the average duty to twenty-five per cent, by the Ist of Septemper, 1845, will give all plenty of time to regulate their operations accordingly. The bill propesed comes down to twenty-five on specified articles, which would only make the average duty on all imports about fifteen percent. It draws the line as equally between the inter- ests of both parties as possible, but we have great fears that it will receive its death-blow in the Senate. The House will doubtless pass it without much modification. I learn that since the retirement of Mr. Beards ley from the Committee on Foreign Relation, i the House, there 1s a majority of the committee in favor of reporting favorably upon the resolution to give the Oregon “notice.” This is an important fac! The Committee of Ways and Means have re- ported a bill for the reduction of the tariff. I have heard but little said about it, although it must be an important movement. A The rumor about the House now is that John Y. Mason (not James Mason as every one had it at first) has declined the Seoretaraip of the Navy. It is said, that Mr. Saunders of N. C. was sent for, and that he visited the President this morning. ot course the rumor looks to his appointment to the navy. 8. B. Congress. The morning hour in the House, to-day, was ta- ken up with the discussion on the report of the Select Committee on the subject of the memorial of the democratic members of the Rhode Island Legislature. Mr. Rathbun resumed his remarks to-day on the Rhode Island question, and made Mr. Cranston take back pearly all he was under- stood to say yesterday, though he then made very strong asseverations as to its truth. Mr. C. seemed willing to take back all; but Mr. . would not ield the floor to him, to enable him to do so. hen Mr. R. concluded, Mr. Potter of Rhode Island having obtained the floor, moved to post- pone the further consideration of the subject till londay next; which was agreed to. Mr. McKay, from the Committee of Ways and Means, made a report on the subject of a modification of the tariff, to accompany the bill reported by him yesterday ; which was referred to the Committee of the Whole on the state of the Union, and ordered to be printed. The remainder of the day was taken up with the consideration of private bills. The House ad- journed, to meet at LI o’clock on Monday.—Globe, March 9. THE NEW TARIFF BILL. The Chairman of the Committee of Ways and Means of the House of Representatives (General McKay) made a report op the tariff bill on Satur- dav, which bill we give in full. When the report was made the Hon. Dixon H. Lewis moved to suspend the rules, to enable him to printextracopies. ‘The whigs objected, and called forthe yeas and nays, which resulted—yeas 108, nays 60. The yeas not being two thirds of the members present, the rules were not suspended. We have not the yeas and nays before us, but we believe it was a strict party vote. The whigs do not appear to be willing to enlighten the people on the tariff.
