This is very large. The arrivals at this port during the past month have been very large, and shew the cause of the immense revenue from customs. The arrivals have been from the lat of February to the Ist of March, as follows, viz :— From forcign ports, 117; from domestic ports, 186. At Boston for the same period they were, from foreign ports, 94; from domestic ports, 179. The Phenix Bank of Hartford has declared a dividend of $3 50 per share, payable on the 6th inst. The committee appointed by the two houses of the Mis- sissippi Legislature to examine into the affairs of the Plant- ers’ Bank, have reported unfavorably. The Governor, in his messsge, acknowledged the obligation of the State to pay the bonds of the bank. ‘The Committee on Finance in the Massachusetts House of Representatives have reported a bill levying a State tax of $75,000 for the current year, in order to meet the deficiency in the bank tax and pay the scrip of the Com- monwealth, which falls due before the next meeting of the legislature. ‘The receipts on the Eastern division of the New York and Erie Railroad for the month of February, 1844, com- pared with those for the same period in 1843, show a great incease. 103, 1844. $3,105 4,400 3,702 6, 00 $5,007 $10,500 Showing an increase of fifty per cent. The very heavy imports into this country since Janu ary Ist, 1944, and the immense amount of duties paid into our custom house, are strong evidences that the foreign trade is not completely contracted by the scale of duties. The present average is a fraction over thirty-five per cent, and we see in two months an importation of foreign goods amounting to more than twenty millions of dollars. The argument that low duties has a tendency to increase imports, and high duties to decrease them, is without foundation. From 1921 to 1824, when the duties averaged thirty-four per cent, the dutiable imports were $66,200,000 annually, From 1824 to 1828, when the duties averaged tgirty-cight per cent, the dutiabla imports averaged $75,- 300,000 annually. From 1828 to 1833, the duties being forty-one per cent, the annual imports were $74,200,000, and from 1888 to 1842, the dutiable imports averaged $71,000,000, with a duty of only thirty-one per cent. For the year ending September, 1342, the dutiable imports amounted to $69,534,000, with an average duty ofonly twenty-three percent. The importations of free goods into this country, have fluctuated as much as those pay- ing duties. From 1841 to 1842, the import of free gooda fell from $66,019,731 to $30,627,496. ‘This was the year of the lowest rate under the compromise act. ‘The conclusion that would naturally be drawn from these results is, that the tariff has actually but little influ ence on the extent of importations. 1t matters little what the acale ef duties may be, or the state of our own manu- factures. If the condition of the currency, the wants of the people, and the extent of our exports will permit, our importations under any modification of the tariff act, will be in proportion. The state of commercial matters at this moment will naturally induce an increase of our foreign trade. The great abundance of money, and the absence of foreign manufactures in our principal markets, are great incentives to this trade, and so long as these causes exist, so long will our packets have full freights to this eountry. But in less than three years last past, the number of in- cumbents has amounted to twenty-three. How many, in the extraordinary providence of God, may have been called to fill these offices within the en- tire four years from March 4th, 184], te March 4, 1845, no one cantell. That these events will be. seized n ie practical comment by the religious eft aet be expected, especially when it is remembered ‘thet so many of these changes have been produced i the afflictive dispensauions of Heaven. And that religious fanatics will abuse these same events to the entire subversion of the understanding, and to the introduction of anarchy in religion, 18 equally to be expected. Events of infinitely fess imper- tance than Oe late heart-rending catamronns have been perverted by designing men, under the dis- guise of godly zeal, tu the destruction of the human reason, ‘There is ground, therefore, to sporeneed the worst consequences from the use which will be made of so potent a weapon as the late shocking accident, by fanatics like Miller, who iseven now at Washington, where he has been for some time past, stirring up weak minded people to frenzy. Beware of them This accident, although extraordinary 1n its de- struction of men in high official station, was still perfectly natural, and within the ordinary. range of Raman events. ‘To the eye of sound religion and calm philosophy, there was nothing in the accident to indicate a bl jood-thirsty interference of an over- ruling Providence. The bursting of a gun is an event of ordinary occurrence—and its ani inthe destruction of human life are often far more disas- trous, ao far.as numbers are concerned. That gen- tlemen of high distinction should on that occasion have alone been present, was also perfectly natural. They had turned aside from the more boisterous gateties of that festive board for the purpose of sci- entific observation and investigation. That was also a circumstance of most natural occurrence. Danger was more or less apprehended, and feared by many, even before they went on board the ship. It ia enough, therefore, for religion to say that in the midst of life we are in death, and for all events itis well to be prepared. Itisa thankless task to attempt to correct the multitude of false rumors put in circulation by de- signing persons for malicious purposes. I willstate, however, on autnority, that the bursted gun was not an Eng! piece—not made in England, and never say ngland—but was manufactured at the Pho Pout lary in New York It was undoubt- edly, badly made, and of poor materials. It had been often fired, and was proved with 49 pounds of powder, ch of the late excursions at Wash- ington it was loaded with great care and every precaution, by sober, scientific, and responsible officers, and each of them with only 25 pounds of powder. ‘The best made guns are eventually ruined by re- peated discharges. Some say that no cannon can ever be sately fired more than 1000 times—and es- pecially if the gun be impertectly made, with cracks and fractures, in which the force off the "powder can be insinuated, each succeeding discharge will rapid- ly approximate the final bursting. a his it isfeared, was the fact, in part at least, with the ‘Peace-ma- ker.” All the evidence which could be desired on this point, cannot now, however, be obtained, as at least three-fourths of the entire breech burst were blown overboard, and now lie at the botiom of the Potomac river—whe nee they will probably never be removed. The remaining fourth, which destroyed five valuable lives, yet remains for inspection. The atteation of Congress will be iedaely called to the necessity of erecting a national foun- dry for casting cannon, and also to the necessity of manufacturing no more connon by contract. In pursuance of authority veste: 8 by. the President ofthe United States and the Committeos appointed on be- half of Congress, we have determined upou the following official arrangements for the funeral solemnities of Ams.
