the State Treasury for interest upon its debts, than weuld < have conipleted it. ‘The bill will doubtless soon become « law and the amount of the State's indebtedness increased @bout two million of dollars. This will make full $5,000, 10 loaned this company, on which the people of the State have promised to pay nearly $300,000 annual interest, for which they have not received the least retura. The work isn dead letter as it is. Appropriations sufficient to com- piéte it are necessary to make productive the large amount already absorbed in it. ‘The Merchants’ Bank of Boston, which already hase capital of $2,000,000, contemplates petitioning the Legis- lature of Massachusetts, for anfinerease of $1,000,000 to its present capital. The policy of granting this additional capi- ted cannot be otherwise than injurious to the mercantile classes. Boston has a bank capital much larger than that o! this city, in preportion to its business. The merchants of that city have large private fortunes, and their busines: is confined to narrower limits than the trade of this city ‘They have not that class of private bankers that we have. ‘They depend prinsipally on their banks for exchanges an‘ Collections, for which they already havepufficient eapital It is estimated that the decrease in the bank capital o! Massachusetts for 1844 will reach $1,700,000 ; but any ad dition made, (as requested by the work alluded to above) will nearly bring the amount back to where it now The Agenoy of the New Jersey Insurance Company have given notice that hereafter a discount of 10 pet cen: from the Wall street tariff of rates of marine premiums will be made on all risks hereafter insured at that agency A bill was reported by Mr. Joslin, frem the committee on internal improvements, in the Michigan Legislature onthe 14th inat., making further appropriations for the Central Railroad, The three following provisions embrace the principal features :— Sec. 1. appropriates 64,000 acres of internal improvement lands, to complete the grading and superstructure of the road between Marshall and Kalamazoo. Sec. 2. provides that the warrants issued under this bill shall not bear interest, and shall be payable in script drawn upon the land office, and payable in land. See 3 appropriates $75,000 out of the unappropriated net proceeds of the Central Railroad, for running the same be- tween Marshall and Kalamazoo. ‘The bill was referred to a select committee. ‘The internal improvements of Michigan bid fair to be of the most productive nature. The Southern and Central Railroads show an enormous increase in their receipts for the year just closed, over those of the year preceding. Lithographs, printed circulars, advertisements &e,, will be allowed to be folded as letters, and charged two cents postage. Ibelieve these are the principal amendments. News has reached here this morning of the con- firmation of Mr. Beardsley. He will leave Wash- ington immediately. Mr. Cuoare’s speech yesterday has stirred up a*tremendous excitement among the Oregon friends. Look for a hot engagement on this ques- tion, The Missouri Tion 4s thoroughly aroused from his lair. ‘There is reason to believe that, the Senate will’ | be in no hurry to go into Executive Session upon | the appointments of Postmasters, agents, and a mul- tinde of smaller fry. ‘This delay will give them (and they may take the hint if the will) an oppor- tunity to hang out whig colors, and plant ash trees On Wednesday evening last, the democratic members held a caucus to raise means and devise meusnres to carry into effect the necessery party arrangements Last evening a brilliant ball came offat Carusi’s. | Tt was a very selectafluir. TWENTY-KIGHTH CONGRESS. FIRST SESSION. Senate. Wasniy GTON, Feb. 28, 1844, LORD ASHBURTON’S TREATY. Mr. Ancuer’s resolution calling tor information as to the construction put by the British Govern- ment upon the 10th article of the Treaty of August, | 1842, known as the Ashburton Treaty. Mr. Kina proposed to change the words “ Ash- burton Treaty,” to the “ Treaty ot Washington.” He said he knew of no “ Ashburton ‘Treaty. ri The treaty referred to might be as well called the Webster Treaty. Mr. Bucwtanan (significantly) said the treaty might much better be called the Ashburton treaty than the Webster treaty. Mr. Kina suid it ought to be entitled neither the | one nor the other. Mr. Arcuer assented to the amendment, and the resolution was passe: CHESAPEsKE AND OHTO CANAL. Mr. Mereick wished the United states Govern. ment to subscribe further to this stock for the pure nose of fini-hing the Canal ; 134 miles have been inished—20 remain to be finished. Three or four millions of dollars are wanted. The stock is now worth nothing, The Bill was discussed a few minutes, and then laid upon the table to make way for THE OREGON QUESTION. Mr. Hanecan said he must return his thanks to the Senator from New Jersey, (Dayton) who was entitled to the floor, for yielding the floor to Ile said he should endeavor to reply to him Mr. Choate. And, in the first piace he should contend that the Heel ZAC Oregon was our own, every inci of it, between 42 degrees and 54 degrees 40. Mr. Choate was frighten- ed. He admits our title, and yet he thinks the assertion of our rights will plunge usin a war, and eecratore he is opposed to passing this resolu- tion. Mr. R. treated with the most sarcastic and bitter contempt the fear which Mr. C. had attribu- ted to the western feunle of the 1000 muskrat catchers upon the Oregon. Had a British Peer made those remarks he could have appreciated them. Mr. C. had desired to have this question re- ferred to the Committee of Ways and Means to ascertain whether it would be worth the cost to de- fend this Territory, which he admits is our a. our own soil. The people whom he (Mr. H. presented, did not coe der such questions. hey would, every man, n and child of them, ‘de jn the defence of tHe honorof thelr’ county—or thisUnion. But he would infinitely prefer the uto- pia of the Senator from S. C. (MeDuffie)—than net confederacies—than union with a country which would not defend its own soil. It is conce- ded on all hands, that our title to this Territory ie undisputed—except by Great Britain.* Mr. la mits that the soil is ours, and by as good a title as that by which we hold any other portion of Ameri- can soil. This admissiongives up the whole case. Shall we not defend and protect our our soil? Eng- land has no rightto an inch of that Territory. — And yet the Senator talks about “ten suns from the Sandwich Islands’—of which is afraid. England 18 already grantin, nec tions of this territory to her own subjects. She will go on until she will e ion out the whole of that soil. He then alluded with touching eflect to the butchery and assassination of four or five hundredof our own fellow-citizens (Mr. Benton— “*Many of them my own personal friends,”) who have emigrated to that country, and disappeared, no one knows how, no one knows when, and no one knows where. "The Hudson's Bay Company alone can tell. Mr. H. spoke in the most enthusiastic and eloquent terms of the spirit of emigration, which i called the spirit of patriotism and of free- dom. Let it be encouraged. He wanted to know on what authority Mr. C. made the assertion that England would upand away from the Oregon, as soon as her 1,000 muskrat hunters had caught all the rats in the territory. England did not so value her territory. Mr. ©. has sai Hist oie eee Wee | Oregon for agricultural parpascs. Well, want the sterile rocks of Maine tor extn pur- oses? Did she want the Rock of Gibraltar for agricultural purposes? Did she want Malta pe agricoltural purposes? Did she want Afigha- | nistan for agricultural purposes? No, no—not at all. She wants them for their command- ‘ing position, and for that alone will she defend them to the last drop of her, blood. | When has England ever relinquished any inch of | soil upon which she has ever put her foot? Has not her career been onward—onward—ever since the days of William the Conqueror? And she owes as | much to her diplomacy as she does to her arms. | Retract her claim! Up and away when the hunting is over! Never. Her foot is on that soil, and my life on it she will not remove it for any diplomacy | of ours. What is there to negociate about? Our | title is admitted. Where the rights are all op one side, what, room is there tor negociation? Will Kngland give us an equivalent? What canshe give? Money? Tt would burn in our hands. Alter Mr Hannegan finished, Mr. Benton went round and shook him cordially by the hand. 4 * ihe ‘metnod pursued by une celebrated master, C| bea Mr. Dayron followed upon the other ae ae : a 7 question. But it somehow happened that he has arian gaticnare apliention may brad Signey | Oeste taeesihe. great crowd actory. i!7 Im*re_ | which had thronged the gallery, began to disperse, | He said he was not disposed to question our title to the territory. But our belief in the corre | our title does not make it good, Here Mr. Dayt went into a pretty dry discussion of our tit mainly with the purpose of invalidating it. He doubted our Spanish ule. ft was not omnipotent. England claimed ttle. England thinks her title | good; and here is room for negociation. He { thought the moral power of public sentiment was |more to be dreaded than all the physical power of the world. By the one we might lose our money —but the other we might lose our b good name. Mr. v. read extracts from the Louis- | ville Journal, showing that Oregon is one of the most desolate regions that can be found upon the | face of the globe. Many and many has been the lost coon that has been found there sitting upon @ {rock, knawing a gravel stone, while the tears would roll down his cheeks. The great desert of Sahara is a paradise to it. _[t was full of fierce, un- | reclaimed savages. Plunder and butchery are the great objects of their lives. Our missionaries have visited every clime under the Reaver and have been able to live upon every soil, and amon the tribes of the human abet not upon the territory of Oregon—nor among those carnivorious savages. Generation on generation must pase away before Oregon can ever be inhabited by @ civilized people. It is totally unfit for agricultgral urposes, and can never be used as such. Mr. Bayton was proceeding with an argument to prove that our form of government is not ada cover so large an extent of territory, and that it is unwise for us fo increase our limits; when the Se- nate adjourned E vextxa.-t cannot conclude this letter without a word by way of doing justice to Senator Hanne- | gan’s speech. It was a warm, impassioned burst of true patriotism, of real eloquence, of the genuine western stamp. He would occupy, pro- | tect, aad de end Oregon, because it is our own soil, a corner of our own farm; and bone of our bone, and sinew of our sinew have gone thither to settle it—and he would throw the wgis of national protection over them. His speech wasbold, manly, ind patriotic, and did full justice to the head ani heart from whence it sprung, S. B. House of Representatives. Wasninaton, Friday, Feb, 22. EARLY ADJOURNMENT OF CONGRESS, PRIVATE BILLS. As soon as the journal was read, Mr. Adams wid it wae wrong ; it stated that Mr. Slidell voted “No,” yesterday, on Mr. Henley’s motion to mus vend the rules; whereas, he voted ‘Aye.
