Merrick reported the long expected Post Office Bill, with a few amendments, and accompa- nied it with a written report. ALEXANDER SLIDELL MACKENZIE, .Mr. Taraan offered a resolution, asking for co- pies of the report of the Court Martial which tried this officer for his agency in the Somerw’ tragedy. , Mr. Kine was opposed to any action on this ques tion by the Senate. He had been tried. Let the offence rest. No good can come from further agi- tation. Mr. Tappan said no authentic publication or re- port of this trial had ever been made. The public demanded information. Three persons were hung without judge or jury, or the privilege of answering | for themselves. He wanted the American people to have an opportunity of judging whether any ne- cessity existed for inflicting their deaths. The lives of three Americans ought not to be taken without necessity. Let the facta be laid before the country. Is it of no consequence to this count, that three of its citizens were hung without tnal I think the lives of American citizens are of con- sequence. And I want the American people to have an opportunity to know if additional laws are ns ceaetey to protect American citizens, and if ad- ditional laws are necessary to protect the lives of American citizens, then let them be passed. _ Mr. Bucnanan wanied time to think of this sub- Ject. P p Mr. Kina said the case had been decided accord- ing to the constituted authorities of the country; and he Beret popular aid and excitement would not be called in to disturb the legal proceedings of this Court Martial, with the design of inflicting extra-judicial punishment upon Lieut. Mackenzie. Mr. King was satistied that Mr. Mackenzie thought the necessity did exist for taking the lives of those three persons; so the Court Martial decided, and in this decision he was willing to rest content. TENTH ARTICLE OF THE ASHBURTON TREATY. Mr. Axcuen offered a resolution calling upon the President for information asto the construction put by the British Government upon this article. OREGON NOTICE. 2 Mr. Semrie moved to postpone the previous er- ders of the day to take up the resolution to give the British Goyernment notice of the termination of the joint occupation of the Oregon. Mr. Arcuuson proceeded to make a vei interesting and effective speech. He first took up the charge which had been extensively made upon western members of a desire to involve the country in a war. They had been charged with a desire to get into a war with England at any rate, even if the boundary could be run precisely where they desired, and no matter which side might come off vieto- rious. ‘Mr. A. read some extracts from reports of Mr. Archer's speeches to that effect. What motives have western members to involve this country in a war, which members from other sections have not also? Shall not we have to furnish our quota of men and meney? Shall not we suffer.as well as they? The western frontier as wellas the seaboard? How was it in the last wart? Were we not continually exposed, and did we not have our bloody and savage battles as well as the Atlantic States? No sir, we contend for the Oregon, not for the sake of war, but for the honor of our country. If we ron a muck a it England, it will not be for money, but for the honor of eur country, and the integrity of our ter- ritory. Mr. Arcuison here went into the title to the Oregon. By the treaty of 1818, both parties have the right to occupy the terri ntil notice should ‘sam We ae our Litle overy by in Gray ‘92. This discovery wentes in the first from a di the U.S. ship Columbia in 17 far north as 61 degrees. (Messrs. Benton and Buchanan have removed and taken seats in the immediate vicinity of General Atchison. They are the two great champions on this side of the question.) By a treaty with Spain subsequent to 1829, we claim the whole territory up to 61 degrees. Before that time we do not pretend to’c! otherwise than by discovery, and by the Lonisiana purchase. Attempts have been made at ne gotiation with Great Britain. ey proposed to run the parallel of 49 degrees, until it struck the most north east- tern branch of the Columbia river, and then follows that stream down to the mouth ofthe Columbia, But this pro- position was§so monstrous, that even this Government, the most peaceable’on earth, rejected it with contempt. In the mean timejour traders havebeen driven out of that country | by the Hudson Bay Company. Columbia River, its mouth, | commands the whole coast. There are no other harbors, | The strongest objection urged against this resolution is that Great Britain has sent over here a special Minister | to negotiate the settlement of this boundai (Mg any ection on our part would be a discourtesy to England. For hisown | part, Gen. Atchison said he intended no discourtesy te England ; but he must contend for the honor and the rights of our country, It was a fact that the British Gov- ernment had extended its laws over all the country west of the Rocky Mountains, and even tothe boundary of jowa, Missouri and Arkansas. Their laws, civil and | criminal, extend to our frontiers. By these laws, meri: ican citizens upon our own soit may be taken by British | officers, manacled with British fetters, and taken to Cam | ada and imprisoned in a British prison, for no offence t the laws of our own country. ‘Will the Ameri- ‘an people submit to these ontrages’) We therefore do k the U. 8 Government to extend over their own terri- 'y the protection of their own laws; to afford to emi- ints from our States the assurance that they shall not British subjects by going to Oregon, Gen Atchi- son alluded to the utter indignation with which the news was received at the wert of the surrender of our soil im the late Ashburton treaty. It was deep, intense.— | He deprecated war, but he would not sacrifice an item of | national honor to save the country all the millions that might be lost ina war. Many Senators seemed to be | frightened by adim vision of the bloody murtial God—but war had no horrors for him when contending for our | Fights. Let but one drop of American blood be spilt west of the Rocky Mountains, and you will have war to the knife, and the knife to the h nde. ‘Ther refore, for the | sake of peace, he hoped this resolution would pass. Mr. Gnoate raid this was the most important altogether | of allthe great questions now before Congress, and we | ought notto act hastily. He repeated the arguments ad- | vanced by Mr. Archer about the discourtesy of acting upon this question. We have waited 26 years—a | ton is pending—walt six months more—it is but a time. A ction now muy prejudice the negotiation, al y not be able to convince the Senate to that effect. ich the Senator (Atchison) wishes to give to Great Britain is, in effect, that 12 months from to-day, if | sion of the Oregon Territory. If there be no treaty—end ; | the notice be given—what ‘er’ goa 12 months from the: day of the giving of the notice? Manifestly, the claims of | both counties will then come directly in collision-- | bloody collision—upon the desert plains of ¥ | Nothing is more certain than that England has not the slightest idea of ever entering into an agricultural colo nization of the Oregon, any more than she has of coloniz- ing the top of St. Paul’s Church. She wishes to protect her Hudson’s Bay Company, a certain Dr MeLanghilo, and about a 1000 hunters of k rats, Let the joint oc- cupation of the Territory continue on, and our popaletion | wilt flow over the Oregon with their ploughshares, and drive out both the hunter and his game. But give the no- tice, and you must prepare for war. It will be a threat— and every bedy knows the effect of a threat both upon | the mother and the daughter. 1 don’t say but that a war | between England and the U 8. would be the most desirable fally | thing in the world ; it might stimulate our eastern manu- the | factures. Fup (pointing to Buchanan) the forge fires of are going o pointing t Meee and b ng to King) how much exclusive domestic abarme, (pointing ‘orth te-thetn. (Intense interest) Br. Choate wanted the whole subject referred to the Com- mittee on Foreign relations. Let no party action be te- ken, He hoped and believed that in twenty Zeer our ag ricultural population will have swept over the whole ter- Titory, and thus a quiet possession be obtained by the Uni. ted States in a more effectual and thorough manner than hy fifty years of war. ‘This is the natural Vo many ed things. “It will be a en that. bw this country a deey ion for sett! regon - iy. ‘Nowe will Kony this fact. Mr. C. then read ex- ral Tog ee the 4th ‘yo. of the tracts from speeches to prove that this passion for agri- cultural settlement exists, and that 10,000 emigrants would next year visit Oregon. This passion exists without our aid, ‘Westward, westward, westward, the star of empire takes its way. It was not content to os, at the Allegha- ny mountains, nor in the valley of the Mississippi ; but it goes on and on, and finally knocks at the ponderous gates lountains, which are opened, and our po- pulation at fast stand upon the shores of the FacificOcean, and are still at home—still unexpatriated, Mr. ©. entered at length into the proof that England has | not the most remote intention of on agricultural colonize tion of the Oregon Territory. The population of Eng- land is overstocked—thousands and thousands and thou- sands are born in England, who, as Mathew says, find no plate set for them. Committees of Parliament have inves- tigated the aubject—it has been debated—books have been written—-but in all all these propesttives ae schemes to pulation, nev Pot a it bau alweye ’ tN Scotia, or some ot af a) ont oF glen thas no intention of settling O1 “jewill bo retiled {rom the United States, riculturally. i |S ai" Wa Raha i,
