‘Washington. (Correspondence of the Herald.) ‘Wasminoton, Feb. 21, 1844, The excitement respecting the late duel still con- tinues. Dr. Miller, as you will have seen, ismaking great efforts to elear his skirts of the blood of the young man. The more’ sober and judicious think that, by invoking the aid of the civil authorities, the duel ought to have been prevented by those who had it in their power. The new Cabinet meets to-day for the first time. Mr. Pakenham will be presented to the President. | It is said here that should Ex-Governor Marcy be nominated for Judge, he would be rejected in conse- quence of his age, 63 or 64 years, his deafness, and his want of capacity—arising chiefly from his com- paratively small legal acquiremeuts and practice. Wasuinoton, Feb. 21, 1844. Mr. Bares finished his speech to-day in the Se- nate. He said that Massachusetts and New Eng. land were not to be charged with originating the | ‘Tariff, for, as to matter of fact, it originated among Massachusetts voted against the Tariff, and South Carolina for it. ‘ Mr. McDurrte said he had listened with great interest to the Hon. Senator, and he should take an early occasion to reply to his bold and audacious | view, to statements. Mr. Bares made a very entertaining speech. He anvanced no new arguments, but he presented the old ones in avery pleasant aspect. He is an agree- able speaker, courteous and gentlemanly in his beariag, and won much credit for his speech. He was listened to with much better attention than | oa of the high tariff fraternity who have preced- ed him. The suicide of Gov. Reynolds, of Missouri, of which, I suppose, you have received accounts, has Western members of Congress. The Western Senators are full of deep feeling upon the Oregon question—they are charged to the muzzle with speeches, and powerful ones they will be, too. It now seems to be doubtful whether any Senator or Representative in Congress will title to that soil. The sentiment expressed wi Hea one that to.go | eto lose it alto- | to warfor the Territory would t gether, has met with the most bitter exeeration. Mr. Brewton is understood to have said, that every man, woman, and child at the West are ready to swear to our title to the Oregon. The truth is, there is a depth of feeling, an en- thusiasin, a fervor, and excitement here upon this Oregon question, which no mere political motive | could ever originate. It is decidedly the leading feature in Congress, so far as excitement is con- cerned. It isa matter of much interest here, that the Bri- | tish Parliament is also now in session; and, how- ever they may regard the sayings and doings at Washington, they may be assured that their own sayings and doings will be watched with an eagle eye by members and Senators of the present Con- gressat Washington. The whole question is embarrassed with infinite difficulties. On the one hand the British Minister, Pakenham, will claim down to the mouth of the Oregon. This claim the whole United States will resist in toto. On the other hand two thirds of the Senate never be got to ratify any treaty run- ning the line below fifty-one degrees. And then President Tyler is very anxious to effect an amica- ble adjustment ot the whole difficulty at any rate. He is anxiousto have the glory of settling this boundary dispute redound to his administration. And, by the by,President Tyler is not very much pleased that Mr. Webster should have jockeyed im out of the honor of having personally superin- tended and Soatanl all the details of the Ashbur- ton treaty, cujus, he says, pars magna fui. And it may not be improper to state that very im- portant pas of Lord Ashburton’s correspondence were submitted to the President’s examination and revisal before they were officially sent to Mr. Web- ster. And the President did revise and correct the same. Mr, Webster probably never published these facts perchance he never knew them be- fore. S. B. face SaaS SS TWENTY-EIGHTH CONGRESS, FIRST SESSION. He comme: ped es aq latatled statement of the militarg™ Sp ‘al achievements of Massachusetts in the last wargas compared with those of New Hampshire. Magta- chusetts and Maine have six hundred miles offbea- board to defend, while New Hampshire has but some ten or fifteen miles. He then proceeded to say that were it not for the protective system he would not accept the gift of afarm in all New England unless it were in some favored spot.— Mr. Woodbury had spoken of cultivating our lands to the mountain tops, and draining our marshes Why sir, if it were not for our protective system, we should not have an inhabitant to breathe our atmosphere, much less to till our mountains and drain our marshes. They would all move off to the great and fertile West, with which, in agri- cultural productions we can never compete, Man- ufactures need protection as much in their matu- rity as in their infancy—they need protection to give thei stability, and firmness, and permanency, and not to raise prices. 2P.M.—Mr. Bates is still going on §with the same arguments as have been heretofore used by Mr. Evans and others. House of Representatives. Wasuinaron, Wednesday evening, February 21, 1844. The Hon. This bill had been referred to the Committee of the Whole, but as Dr. Duncan said that it would be a long time before the bill could be reached, he would move to reconsider the vote.— The House reconsidered the vote, and then made | the bill the special order for Wednesday next.
