The sales are quite large, and went off with a great ‘eal of spirit. The bulls are ia favor at this moment, the bears having had their way fer some time, From present appearances we should judge that the rise in the stock market weuld be per- manent. Prices had reached the lowest point. Fancy stocks will, of course, exhibit the usual fluctuations; but ‘fsound, good, dividend paying stocks may advance, until they reach quotations much above those now current. Foreign Exchange stjll continues at very high rates. Prime bills we quote at 109 a 109J. The demand, how- ever, is only moderate. Cotton is pressing forward as fast as ships can be found to takeit. Nothing will bring down exchangefbut heavy shipments. Specie cannot be profit- ablyshipped until bills reach ten per cent premium,and the shipments of cotton thus far will keep down rates below that point. Very few bills are coming from the south, as exchange rules high in those markets, and is very scarce, Domestic exchanges remain without much alteration. Rates are very regular and uniform. With the exception of several sections, whose currency still labors under the effect of past follies, the internal exchanges of the country were never ina more favorable, prosperous condition. There are two great causes for this state of things. The first and principal cause is the state of the currency. By the equalization of value in different sec- tions of the country, by its being worth as much in one place as another, by its approaching nearer a specie ba- sis than ever before, we receive the full benefits ofa regu" lated circulating medium, in all the ramifications of trade. The second cause is, that the exchanges are in;the hands of economical individuals, who having light expenses, are not compelled to add a half or one per cent to the regular charges, to pay the extravagant outlays of the ‘Wall street banks, doing businessjin magnificent palaces, worth full half their capitals, The banks have abandoned the domestic exchange and collecting business, in conse- quence of the successful competition from private houses. All the banks in this city have to do with their immense capitals is to occasionally discount regular business pa- per, and the balance they devote to whatever speculation may be inthe market. The receipts of specie at New Orleans on the 5th inst., amounted to $55,080, of which $50,080 was from Louis- ville, and $5,000 from Nassau, N. P., making the total re- ceipts since September Ist, $3,619,204, A few days since, we stated that the banks of New Or leans were making efforts to withdraw their branches from the country. The New Orleans Canal & Banking Company has been authorised to do so, provided it con- sents to relinquish.to the State the sum of $50,000, due from the latter, and provided that the debtors of the branches and the country debtors of the parent bank, shall be permitted to delay the payment of their obliga tions, on paying ten per cent for two years, and fifteen per cent after that time until final payment, making an extension of ten years; also, inhibiting the bank from issuing notes under the denomination of $20, This is requiring a great deal, but the anxiety of the banks to get rid of the incumbrance of their branches,will no doubt influence them, and induce them to submit to theterms. This bank has also been authorised to reduce the par value of the shares to $50 each. The Union Bank will doubtless be authorised to make the same alterations and improvements that have been granted to the Canal Bank. The appearances in the horizon of events look very suspicious. We have anxiously and carefully watched the development of the different operations that have be- come visible within the past few months, and we cannot resist the conclusion that we are about passing through another revolation, that will create another set of mate- rials forthe benefit of another bankrupt law. The move- ments in seal estate within the past mouth have been very extensive. The amount of the sales since the first inst. reaches nearly $1,000,000, the whole of which is confined to Manhattan Island. kvery day increases the amount nearly ahundred thousand dollars, Prices have advanced enormously. The same artist that produced the attractive maps of city and village lots in 1636 and 1887 is employed by several of our largest real estate auctioneers, and is actively engaged in perfect- ing the various drawings of property, that will soon be offered in the market. The principal purchasers at these sales are individuals whose names must be familiar to those who were in the habit of reading the notices of Grab bankruptcy published a short time since. ‘These indivi- duals come into the market backed by some invisible power, on whose resources they depend, and on whose shoulders fall the losses, while they take the best possi- ble care of whatever profits may accrue. The capital is provided by the same institutions that have lately been so actively engaged in other speculations. Not considering it politic to appear as the first party in any speculations, they employ individuals, who have nothing to lose, but everything to gain, as the nominal purchasers, while they stand in the back ground, and supply the necessary capi- tal. This is the third speculative movement the banks and in lividuala have taken hold of within a few months. The first, comprising ‘offered—sales of ordinary to fair qualities, fancy stocks, was the commencemant, and of the most | at are speculative nature. Prices advanced under the operations but no greater value was created. This movement was merely confined toa small circle, and interested a small clique, whose weal or woe affected no great interest of the country, or left any effect behind, except in the pock- ets of the stockholders of the institutions who have inter- ested themselves in the movement. The principal par- ties interested were those who had received the button of baukruptcy, and compose the new board of brokers through whose efforts the speculations were com- menced. The result will be made visible one of these days by an exposure similar to those we have so repeatedly seen. The second was the cot” ton speculation, and the most rational and legitimate of the two. Operations in this staple denote value, and an increase of price actually creates so much additional wealth, The market for sale and consumption being in a foreign country, every advance in price increases the in. debtedness of that country to this, and whatever move- ments will {produce this result, if distributed through many hands, are legitimate operations. But a monopoly of even this valuable staple, by a few monied institutions, or individuals, the object of which is to hold to the last moment, is attended with many dangers, and often results in ruining the parties concerned. The third spe- culation and as yet the last, is in real estate. There are no limits to this movement. The whole island may be absorbed before a crisis gives a checkmate. The nominal value of realestate and house lots may increase tenfold, but the actual value will not improve a mill. Real estate resembles fancy stock in this feature. The advance in prices being produced by internal causes, and the opera- tions being confined within our own limits, the value is merely nominal, and represents no more property than before the operations commenced. A lot of land that sells for five thousand dellars to-day to a capitalist in Wall street, and next week sells for seven thousand dollars to a capitalist in Broadway, has not created by this advance any additional wealth to the city or country; but had the last purchaser been an English capitalist, the wealth of thecountry would have been increased in proportion to the advance. Cotton speculations produce different re- sults, That staple leaves the country, and every farthing of value added to it, is so much in the pockets of our pro- ducers and speculators, It is an additional amount drawn from the coffers of the foreign capitalist and brought into our own limits; it adds so much to the value of our ex- ports, and operations creating real value should be en- couraged when conducted legitimately and bonafidely, and when carried on by individuals and not by corpo- rations. This we cannot regulate, The banks will interest themselves in every speculation on the tapis. While they heve the capitel, they will take the lead in the market; but they cannot enter the regular movements of trade unless the merchants allow them to do so indirectly. They cannot become the importers of merchandize, or take the place of the jobber, between first end third hands. Amidst all the excitement attending the above speculative move- ments, the commercial classes have not been diverted from their regular busineas. This class is composed of young merchants who have capital sufficient to carry on a healthy amount of business within themselves, and who have grown up since the revulsion of 1837: They are independent of banks; they take no inter- est in the speculations that create such an excitement throughout the country, having a regular business to at tend to; theydevote all their capital and their resources and energies to the line marked out, and by a steady and firm adherence to the principles laid down, they will gradually but surely acquire wealth. They are as indifierent to the course’pursued by the banks as they are to anything else, as widely separated from their pursuits, and have no in- terest in their safety or destruction.
