Benxerr, Esq.— Dear Sin— f 1 beg leave to call your attention to a subject of great importance to the pnblic generally, and espe- cially to the city and State of New York. J mean the establishment of a Branch Mint in the city of New York. Notwithstanding New York is the great commercial and financial emporium of the United States, yet it is a most extraordinary fact that it has no mnt. . A movement, however, is already made upon the subject. The Hon. Zapock Prarr, from New- York, has this day given notice in the House that he would to-morrow, or on some future day, intro- duce a bili to establish a branch mint in the cit of New York, where, he says, ** it should original- v have been. There is more specie imported into the city of New York than in any other city of the Union, and fi/teen (certainly over fourteen) to one —moreé than in the city of Philadelphia. Where- ever isthe most commerce, there should be the coinage.” a Mr. Prarr also gave notice of another impor- tant measure which he is about to introduce, to wit: ‘a bill to alter the present nataralization Jaws ; for Judges of County and District, Courts to grant certificates of naturalization by filing a certi- ficate in the County Clerk’s office.” T notice to-day the arrival of Capt. Thompson. {Abraham, I think, at all events, he is a master builder, and one of the managers of the American Institate.] He has come to Washington for the purpose cf procuring the removal of the principal Post Office from the Park (in New York) | down to Wall street. He would have the | Branch, not in Wall street, but in the Park. I | mention it for the purpose of calling the attention | of New York citizens to the subject, and that those who feel interested, either way, may be at once | prepared to meet the question. It deserves prompt attention. 1 think the matter does not come with- in the action of Congress, but is a question merely for the Postmaster-General’s decision. t . Yours, &e. S. B. Mr. Pueentx submitted the following resolutien, which les over one day, under the rule: Revolved, That the Secretary of State be directed to re- port to this House any information that may have been re- ceived at the Department of State in relation to the prose- cution ofthe contraband opium trade on the coast of China by vessels under the American flag; also, if such trade has been participated in, or countenanced by, any of the con- sular or other agents of the United States And further, to communicate to this House if such in- structions have been given to the minister, consular, or other agents of the United States, as will be calculated to aid the authorities of that country in suppressing a trattic so justly obnoxious to the Chinese Government. Mr. Jameson introduced a bill to establish a per- manent prospective pre-emption system in favor of actual settlers on the public lands. It was refer- red. Mr. Stinece introduced “A bill to exempt from duty, cotton imported into the United States from Texas.” Mr. Tinnarrs, in pursuance of notice heretofore given, introduced a bill for the abolishment of imprisonment for debt within the District of Columbia. Mr. Apants enquired ifthis bill had been reported by the Committee for the District of Columbia. Mr. Trsnarrs replied that the bill was introduced by himself, and not reported by the committee. Mr. Avams again enquired whether it was the gentle- man’s intention to refer the bill to that committee. Mr. Trenarts replied that he was indifferent whether it went to that or the Committee on the Judiciary. Mr. Apams again enquired whether this was the same bill which was before the House twenty vears ago, and which had been broughtin by a gentleman from one of the slave States. Mr. Tinnatts replied that it was not. After some further conversation, the bill was referred to the Committee for the District of Columbia. Mr. Trnnarts, on leave, introduced a bill further to ex- tend the time for locating military land warrants, and returning surveys thereoa, to the general land office.— Read twice and referred Mr. Prat gave notice that le wonld, on to-morrow, or some future day, introduce a bill to establish a branch mint in the city of New York. Also, a bill to alter the present naturalization laws, far judges of county and dis- triet courts to grant certificates of naturalization, after filing a copy with the clerks of the county. The feverish state of the stock market at this mo- | ment can be mainly attributed to the movements of the banks. Within a few days several heavy specie opera- tions haye been made between many of the Wall street banks, which has caused a curtailment of loans and the _ calling in of large amounts afloat. So soon as they have perfected the operations which have connection with their quarterly report, the amount drawn will egain be thrown into the market and the usual effect follow. In our columns will be found the Warehousing bill, | forwarded to Washington by the Chamber of Commerce ofthis city. The perfection of a system of this nature would be of the greatest benefit to the importers in cvery port in the country, and equalize imports to a great extent. ‘The Bank of Wilmington, Del., has declared a semi, annual dividend of three per cent. The City, and the Monroe Bank, of Rochester, have de. clared semi-annual dividends of three per cent each. The Southern railroads are yearly improving in value and profits. The western road running through Georgia, has lately been a subject of great trouble and anxiety to that State, and proposals for a disposal have been made. Operators should hesitate about placing confidence in this report, as itooks a great deal like aspeculative move to influence prices. At New Orleans on the 4th, the market was dull. The sales reported at 2500 bales, for French account, at little if any, variation from the prices current before the Euro- pean accounts were received. It was said that low and middling qualities could be bought on easier terms, but that fair and above were without change. Quotations for Liverpool classification ruled for inferior 7}a7Jc.; ordi- nary 8a8}; middling $ja9c; middling fair 9a9}c; fair 10c; good fair 10}al 1c; good and fine 11Jal3c. At Mobile on the Sth, there was a fair demand, but hol- are stiff at rates which buyers think too high, The sales reached 1500 bales. Frour axon Grain.—Flour and wheat appear to be in ood demand. On Friday, 12th inst. James Hicks, son of Simeon Smith, aged four years. roads and canals ; no description of property exists, the value of which is so rapidly advancing,as all the works of communication between different sections of the country. As the population increases and wealth accumulates, the transportation of both passengers and freight becomes greater, while the expenses of carrying are constantly decreasing. Our works of internal improvements,although built at an immense expense, will in a few years pay the expenses of the States owning them. They present one mass of matter, almost impossible to unravel. The books of this bank have been conducted without method, or the least claim to correctness. The demands placed in suit have been distributed over the entire country, without record as to their whereabouts or in whose hands they were pla- ced. Lawyers, sheriffs, courts, agents and individuals, have in their possession the assets of the bank, for which they make no report of progress, or return of value re- ceived. The ultimate settlement of the business of this branch is far in the perspective, and the value of its assets ia daily depreciating. The remainder of the branches of the State Bank are reported to be in a better condition, and that their affairs can be brought to a more speedy close. The amount paid since the adjournment of the legislature is $161,252. ‘The chaos in which the whole banking system of Ala- bama exists, will require years to improve. It is mass of movements that never had a head, and it will be difficult to find a tail. The whole was conceived in igno- tee on Rules; and Mr. Bidlack, who had the floor, con- cluded his remarks commenced yesterday. Mr. Brrsen then took the floor, and made a short speech in favor of retaining the 2ist rule; and showing that the right of petition, as claimed by the abolitionists, did not exist, and was not contentemplated by the framers of the Constitution, The moming hour having expired before Mr. Belser concluded, the subject went over. ‘The resolution for the reference of the President’s Mes- sage was then taken up in Committee of the Whole, and was discussed by Messrs. Tilden, Hunt of w York, and Giddings; after which the Committee rose, and reported progress. Mr. Horxixs gave notice of his intention to move an amendment of the 133d rule, so.as to empower amajority of the House to suspend the rules for the purpose of going int» Committee of the Whole on the state of the Union and also to discharge the Committee of the Whole on the state of the Union from any bill which it might have be- fore at. ‘The House then adjourned. frg-Among the distinguished personages now in Ww rance and carried out careless of results. ‘The people of that State have been taught by dear experience a few of the beauties of banking. If there is such a thing as learn- ing by experience, among the ‘commercial classes, they have had lessons enough to knock some wisdom through the thickest skulls. The more severe and thorough the purification,the longer the continuance of a healthy state, and as out of evil there is often good produced, it is en couraging to look to the past and then to the future. A bill has been introduced into the Legislature of India- na to raise the tolls on the canal 33 percent. The tolls are receivable in State scrip, which is far below par, and an increased demand for this paper would be created by additional tolls, and raise its value. It is also proposed to open for navigation fifty miles of the Wabash and Erie Canal west of Lafayette. ‘The means are already provided ‘The receipts last year from the canals were about$50,0000, and the contemplated improvement, is estimated, would increase the amount to $160,000. Seven of the eight Judges of the Supreme Court, (there being one vacancy) are now in attendance, and Justice Story, who has been detained by illness in his family, is expected on Monday. Mouton to the Legislature of Lou- isiana,takes the true stand as regards the liquidation of the State debt. He recommends the sale of all the property in which the State is interested,and applying the proceeds to the reduction of the public indebtedness. TheGovernor sug” gests the policy of selling the New Orleans and Nashville Railroad, the Port Hudson and Clinton Railroad,the Mexi- can Gulf Railway, Barrataria and Lafouche Canal, the New Orleans Draining Company, the five hundred thou. sand acres ofland, in fact everything in which the State interested, and the payment received in the direct lisbil ttes of the State. Regarding the bank: is Excellency recommends they be restrained trom issuing notes of a le denomination than twenty dollars. There are ten mil- lions of specie in New Orleans, an amount greater than the whole circulation of the banks, in the most inflated state of the papercurrency.
