This is the effect of u series of maneuvers, made simultane- ously in this city and in the State. It is the effect of a ruinous policy, that may be succe@sful for a time, but which must most assuredly make public the bankruptcy that has so long knawed at the vitals in secret. By the practice of financial finesse the people of the State have been blindfolded to the true understanding of their posi- tion. They will become informed in due season. The people of Ohio have submitted to the severest taxation to sustain the credit of the State. Pieces of property worth thousands haye been sold under the hammer for the amount they were taxed. The taxes, by a peculiar con- struction of the law authorising them, have fallen une- qually on the poorer classes. An emigrant settling on his few acres of wild land, that he has been able to purchase by sacrificing even a comfortable bed to lay on, is heavi- ly taxed, while the man of wealth, whose property lays in luxuries and bank stocks, is better off, and comparatively easy. The Auditor is aware of this, and earnestly besceches the Legislature not to adda single cent to the liabilities of the State. The present amount must be re- duced so asthe several dividends can be paid trom the actual reocipts of the Government, without resorting to illegal acts to temporalily sustain their credit. The re- ceipts from the public works were less this year than last, and from all the resources of the State there was an ac: tual deficiency to meet the expenditures. Amid the insol- vency that has overtaken several of the States, Ohio has not suffered the annual interest on her debt to. remain un paid, but the measures resorted to to prevent such a disas- ter are not the most honorable. ‘The Governor, in his late Message, admits that the indebtedness of the State is larger, and the resources less than in any former year ‘The public works of the State have cost $19,322,321, of which $17,220,121 is stock debt, the interest on which is $1,055,229. This righteous law passed in March 1842. At the next regular session ofthe Legislature an act was passed to issue a seven per cent foreign stock for $1,600,000, to pay the contractors and domestic creditors of the State. This palpable viol: tion of a previous act and State faith could not be dis- guised, and the credit of the State suffered great deprecia- tion, At that time the 6 per cent stock was daily selling in Wall street at 62] per cent, 37} per cent below par Notwithstanding this fact existed, the law authorizing the 7 per cent loan compelled the Auditor to not sell be- low par. The financial genius of the parties interested in negotiating the loan was brought in play, and the stock was all sold, netting par in Ohio, literally fulfilling the requirements of the law.
