Ist, $2,311,217—$53,800 was received at Mobile on the Sth inst. ‘The Hartford and New Haven Railroad Company will receive offers for 260 seven per cent bonds of $1000, re- deemable in 1854—10 per cent to be paid down, and the balance on the 10th of January next. Also for 150, at same per cent of interest with 6 per cent down and the bal- ance Istof July next. The payment of these bonds will be secured by mortgage on the property of the company and receipts of the road. ‘The trade on the great inland lakes of this country for the past year was heavier than ever before. The value of the imports into Buffalo alone was more than $10,000,. 000, which was composed of the following items :— HE Wrst into Bovraro Wheat, bushel, ‘The season fof navigation’ on the lakes for [1843 was shorter than the general average, but the increase of busi- ness and addition of vessels to the carrying trade have been very large. The value of property that passed through Buffalo,from the east to the west,for the past two years exceeds seventy-two millions of dollars. ‘This immense amount distributes itself over the great west and enriches the population of that ‘region, which they pay for by the valuable and important products, of their soil ‘The number of vessels that’ arrived at Buffalo for 1843 was 2964, and the departures 2020, making a total of 5884, averaging for every day during navi- gation, twenty-eight sail—exceeding the arrivals and departures from any other port in the United States. Buffalo is destined to be avery extensive depot of pro- duce from the west and merchandise from the east. Situa- ted atthe head of Lake Erie, with a convenient commodi- ous harbor—the western terminus of the Erie Canal and outlet for the shipments from the east, she will before ma- ny years roll round be the largest inland city ofthe Union. Wheat, bushels, 3,952,341 5 236,805 5,489,821 6,414,826 By the above estimate 5,489,821 bushels of wheat, the receipts of 1842, are valued at $890,000 more than 6,414,826 bushels, the receipts of 1843, The receipts of 1843 exceed those of 1842 about a million bushels, and the value is placed at nearly a million dollars less ‘This is a correct result, which is arrived at by the operation of numerous causes, all of which exert‘a controlling influence. The first great cause is the abundance of the production, which has createda surplas in the country without an outlet to any extent. The second is the improved state of the cur- yency consequent upon the disappearance of so many banks, and the restrictions placed upon those left in existence in the grain growing sections. Both political parties say this isfeaused by the tariff ‘Phe ultras of one dectrine argue that it is in consequence ‘of a protective scale, and their opponents say because it is not protective enough. Theythink the whole prosperity of the country, and every man, woman and child in it, de pends upon a tariff of duties to suit their particular policy. For poltiical effect they look no farther, and endeavor to ride into power on the popularity of their arguments.— In all the tables of foreign imports into this country that we have heretofore given, the most striking featuve that exhibited itself was in the increase during the years of great expansion of the currency, Inflated prices made the additional value, and to a certain extent high .prices increased the quantity imported. The production of a great staple, in every country, is caused by the de- mand and state of prices. The two years that followed the importation of so much wheat into this country, ex- hibited a great increase of production throughout theWest. Acres of land were at that time brought under cultivation, by the condition of prices and state of the currency, that Dut for these causes would have been this day a wilder- ness, A bushel of wheat has not been imported into this from other countries for centuries because we actually wanted itfor consumption. Our soil has always produced surplus, We had thousands upon thousands of bushe/, of grain in the hands of speculators at the time we were importing so much, Our exports of flour have always been to a large amount, and foreign grain was imported hore because prices at home were rin lp to so high a point, by the expansion of the currency and the specula- tive fever which it caused, that wheat could be brought thousands of miles and sold at a profit in our markets, Is this anatural state of trade? The tariff exerts a certain influence on certain articles of import or export, but the prime cause of good or evil in ial communities is the expanded or condensed state of the paper circulation of this or any other country. The Treasury report of the State of Indiana, exhibits a | very unfavorable condition of the finances. The total amount of outstanding Treasury notes, January 1, 1844, is estimated at $1,250,000, which cannot be fully redeemed | until 1849, estimating the annual amount appropriated to that purpose at $220,000. The ordinary annual expenses of the government do not vary much from $110,000, which, added to the amount to redeem Treasury notes, makes the amount $330,000 annually. The actual receipts of the State for 1842 were $214,833, at which rate there would be adeficiency of $116,000. The receipts on the canals for the past season were only $45,136 to the Ist of October.— | This small amount of receipts was caused by several in- terruptions of navigationjduring the season, The receipts are estimated to reach $60,000 before the close of naviga- tion. The receipts trom this source the next season are expected to more than double those of this, as the work will be extended, and the country in its vicinity is rapidly improving. The State of Indiana, with her very limited re- sources, is very deeply involved,and we doubt the possibi- lity of any great relief from their present difficulties for ma- ny years, She is not like other States who can pay but will not ; it would require the severest taxation to meet the $600,000 interest on the debt of that State. Her inter. nal improvements pay but a trifling revenue, and they would require an extensive outlay to make them much more productive. ‘The first movement was made simultaneously in the Senate and House on the present tariff act. The repre- sentation from SouthCarolina were the tools to commence the moye. A resolution was introduced calling on the Committee of Ways and Means to report as to the expedi- ency of bringing in a bill to repeal the existing tariff and to bring ina bill establishing a twenty percent ad valo- rm duty, with discriminations only for the purpose of re- venue. The groundwork of the resolution is solid and pro- per, but the discriminations should be devoted to the inci- dental protection of the various interests of the country. ‘The government must have from some source a sufficient revenue to carry out the appropriations of Congress.— ‘The wheels must be constantly in motion, and the requ: site power must come directly or indirectly from the peo- ple. ‘The only way that the bulk of the revenue should be collected is from imports—this comes from the proper channels, and has been derived from that source so long, that none others in this country are previded, except what is yiélded from property belonging to the government.— The vote taken in the House of Representatives on the in- troduction of the above resolution, was so decided a nega- tive, that all hopes for a modification of the tariff to an ex- tent that will produce sufficient income to meet the annu- al expenses of government, and gradually extinguish the public debt, are destroyed. Both political parties admit thatthe present act contains many defects. It is plainly to be seen that it does not produce a sufficient revenue; and whatfargument can be stronger than,that fact? The im- portations will not greatly exceed the present amount for sometime to come, under any scale of duties. The inter- nal state of the country forbids any increase of conse- quence, and so long as our currency is confined to its pre- sent standard, the increase will be very gradual and very regular. This condition of the country, and the result of the present state of the tariff, and all the mercantile move- ments will be a constantly accumulating public debt, and an annual deficiency in the revenue.
