Now, the times have changed, mercantile men ask for no discounts. They are independent of the banks, and if they will only look back, and bring to their minds the wretched scenes of 1837 to 1839, they will need no furthercaution. The imports of 1836-37 greatly exceeded those of any previous year, and they declined for years after, although the tariff’ under the compromise act, was reduced every year. This fact shows the little influence of the tariff on our imports. It will be seen on reference to the above table, that our imports increased as the bank loans enlarged. The same proportion will be found to exist in all the previousyears. The various in- fluences that bear on the foreign trade of thi; country, affect it in the following ratio, to six :— ‘The state of the currency and bank loans, 2 The tariff, yy The abundance of Sener productions, and the re- sources of the peopl e, The want of abilitv in our manufacturers to tad the demand for such articles as are imported, Local and incidental causes, The ultras of both parties consider that the tariff’ in- fluence the movements of trade, and state of prices, as 5 to6, They place the prosperity or ruin of the country on the existence or non existence of high tariffs. The heaviest imports were in the years 1837 and ‘40, and for those two years the loans and discounts of the banks were much larger than before or since. ‘The prices of our two most important staples—cotton and flour—were higher during the existence of low tariffs than under the present, but the currency was so inflated that{prices advanced until they reached such a height on flour, that foreign wheat was imported into this country, and paid a fair profit. From as to 1838, 684,215 3344 840 to 1841, er) 12. 40,062,074 $38,95 Sorat 788 ctlat the chore periods followed expansions of im- ports and revulsions of currency, and both show the fluc- tuations of foreign trade, even under low duties. From those periods to the present, our importations have been more regular, and bank loans and discounts more uniform. Within that time our tariffs have been as low as twenty per cent, and as high as thirty-five per cent, without causing any great increase of imports under the lowest scale, or decrease under the highest. The currency has become more limited, and has not lately been subjected to those fluctuations that destroy trade by increasing or decreasing it so suddenly. ‘The imports during 1842 were only about half what they were in 1836, and the bank loans in the same proportion, while our exports were considerably larger. The people are actually more pros. perous now than they were then; prices are not so high, but our circulating medium is enough more valuable to offset the difference. Wages are not so high, but laborers live better, have constant employment, and enjoy as many luxuries as heretofore. Our harvests have been abun. dant, and exports of produce larger. The tna Insurance Company of Hartford have declared a semi-annual dividend of eighteen per cent, payable on the 4th instant. ‘The Governor of Georgia, in a special message to the Legislature of that State, in answer to acall for informa- tion relating tothe Western & Atlantic Railroad Com- pany, gives the following report. By reference to the statement it will be seen that the whole amount borrowed by the State, on account of the Railroad, is $1,616,985. This sum is composed of two sets of bonds, one of which is known as sterling bonds, payable in London thirty years after their respective dates, and the other as dome: Uc Wunds, payable at the scat of government after the expi- ration of that time. The sterling bonds bear an interest of five per cent, and were issued in 1839 and °9. The sales have been to a moderate amount, but the brokers have great confidence in a reaction. There is foundation for such hopes. The amount of money temporarily invest- ed in stocks, must prevent a very great decline, and must eventually place-prices on all varieties higher than they have reached yet. Long Island fell off 2 per cent in the street since the Board adjourned; Paterson declined 4; Stonington 1; Kentucky }; Norwich }; Mo- hawk improved }; Delaware & Hudson }; Harlem was very firm at last quotations; Ohio Trust bonds sold at 90 percent. Movements in the street were very dull,which can be attributed to the little depression in stocks, and the miserable weather. The East River Mutual Insurance Company have de- clared a dividend of three and ahalf per cent, payable on the 11th instant. ‘The defaleations in the Aétna Insurance Company prove to be larger than anticipated. The investigators, so far, have discovered a loss of about $40,000, The examination of the books is still going on! ‘The certificate welgive below, ia one of those given by the brokers to the banks in Wall street, when stock is deposited with them as collateral security for discounts, Stocks are used in this manner to an immense amount, and brokers by this scheme of finance, can command ca- pital to most any amount after making one deposit, Many of the banks in their anxiety to make loans, have left a very narrow margin against contingencies. In several instances, the loans have come within from three to five per cent of the present market value of the stock.
