Governor Davis is in Boston, and will remain there until after the election on the 10th, when be will return to [meet Captain Swift and Mojor Burnett, who, with Mr. Ryan, will immediately proceed to Ulinois, and commence a survey and examination of the Canal. Governer Davis will then make a report—when, if the report is of a favorable nature, Mr. Branker, recently arrived from London, will enter upon his duties as trus- tee for the bondholders, in connection with another gentleman, who will be sppointed by Messrs. Lawrence, Sturgis and Ward, on behalf of the bondholders, A trustee will then” be appointed by Governor Ford, on behalf of the State. Probably Celonet Oakley will receive this appointment. These three gentlemen on being installed as trustees, will immediately put the work under coutraet, and draw for the stipulated 12} per cent, amounting to $400,000, and operations will eguin have commencedin Illinois. Thenext step is to prepare the way forthe imposition of a small tex tow ards the discharge of the improvement debt, at the meet ing of the vext Legislature. Onthis tax will hinge altogether the success of the work, and it will remain with the people themselves, after the great succ which ‘nas attended the efforts of M Ryan and Oakley, and ':he liberality of the foreign creditors which has beeng reat, all cir- cumstances considered, to say whether the State credit shall be restored—their canal completed- their Jencs quadrupled in value, anda market opened to the produce of their prolific soil, placing Ilinois in the front rank of agricultural States; or whether the canal shall be abandoned unfinished, and remain an enduring monu ment of party folly and State dishenor, as well as of an ignorant narrowmiadednets en the part of the people ef an American State, which would disgrace the serfs of Russia, or the Indian slaves of England. This alterna, tive rests on a tax of the most insignificant amount We mentioned yesterday that the Bank of Pennsyivania is attempting to go on doing Lusiness. This it does without publishing any statement of its condition, that the public, whose confidence it requires, may know in how farto trust it. Th, above tatement is dated Feb. 5, 1842. On the lst Feb., five days before the State interest $964,410, was due, besides the premium on the depreciated currency, it will beo’- served that this bank owed the State about thatsum. The Treasurer of the State had caused to be placed to the credit of the Commonwealth, in this Bank, between the first of August, 1841, and the 3st of January, 1842, abou $783,000. This sum was received at different times, in differeat amounts, partly in checks on various Banks in Philadelphia and its neighborhood, and on Harrisburg and Easton; the principal part of which was paid in notes of,and checks on the Girard Bank. So large an amount ofthese notes were received, being six hundred thousand dollars and upwards, that it was thought expedient to pay them out to depositors and others as freely as possible, in order to diminish the amount. The deposites of the Com- monwealth never were of a special character, and had been always treated as all other generul deposites. By this measure the circulation and deposits ef the Bank were greatly reduced. The Bank being then undoubted in its credit, it was fully expected that its own notes, then every where current, would be, as they always had been, received in payment of the interest; en the twenty-se- venth of Januury , the officers of the Bank entertained no doubt of the payment of the interest. Arun then com- menced, however,which broke the concern, and the State also. On the three consecutive days, the 27th, 28th and and 29th of January, the Bank Deposites, . And of its not Over and above its receipts,... + «$466,775 The State had been for two years in difficulty and im- mense efforts had been made to meet the intercst, and it was not until late on tue evening of the 1st February, 1842, that an arrangement wes made which censisted in the application of the available funds of the Bank of Penn” sylvania, to wit :— é Foreign Bills of Exchange, ofthe value of. Specie,. whee vii Bills receivable an‘ soon available... + 180,000 and the proceeds of a requisition made upon the other banks, which was thought sufficient to pay the balance of the interest due. The result was an explosion which shook down the vast fabric of the State honer of Pennsylvania, and put the finishing touch to our National disgrace, and illustrated the folly of putting faith in corporate banks. This mise- rable bankrupt concern has now the audacity, without making any expose of its concern, to rear its deformed front above the mighty ruins that surround, and of which it was the cause, and to claim [public confidence. On what ground does it bare its business? Has its real estete improved in value? Has it collected its loans to bank- rupt speculators? Have its Pennsylvania stocks recover- edtheir value? Hasit collected the $1,600,000 of U. 8. Pest Notes 7 ‘The bills on demand sell for 35 cents on the dollar, Has the Girard Bank paid up 7 It is probable that it has bought up its own post notes and bills at very low rates, shaving the public out of the balance. There does ppear to be any ether ground for its claim of credit If it has recumed, it has probably paid the State. If so, what has the State done with the money? Thecreditors have not got it. Or does it hope to obtain a circulation by paying the State in its own bills?
