At the new board there was a good business done. The Mechanics’ Bank has‘deolared a dividend of 34 per cent, semi-annual, payable on the 6th proximo. Th: the second dividend since the reduction of its capital {rom $2,000,000 te $1,440,000. The bank appears to be now rapidly recovering ; the stock sells at 106), or 103, divi- dend off. This is an evidence of the sound policy of meeting a loss promptly, reducing the capital, and making the stock active. It restores confidence and increases business. In relation to Plainfield Bank money, the’quantities in circulation are so large, that the leading brokers in Wall street were afraid to trust it, even for the time necessary to go from Wall toFulton street,and they notified the agent that they should decline taking it, when he agreed to takeit ofthem, eren in case theconcern should stop. With this assurance they take it with one hand, and put it out with the other, keeping it on hand for as short a time as possible, The Secretary of the Treasury has notified the claim- ants of the Mexican indemnity, that the first instalment will be paid on the 27th October, with the interest, at the Bank of the Metropolis. Up to the grand explosion of 1837, no one doubted the validity of engraved paper dollars, around which legislation had thrown its mystical influence. Specie became so scarce that almost a whele generation had grown up strangers to eny thing but paper promises: the validity of which their almost superstitious fears thoughtit treason to doubt. When ruin came, and these promises were dishonored, so strong was the feeling in favor of banks, that after a year of irredeemable currency, anumerous body of the leading merchants of New York met atthe City Hotel, to compel the banks to continue the suspension. They actually denounced and abused those institutions as guilty of some great public wrong, when they resolved to pay their debts. The banks, how- ever, persisted incalling in and paying their promises— money consequently w arce. Yet, the popular feel- ing in favor ef paper wasso streng, that myriads of shin- plaster associations, without corporate powers, were enabled to issue immense quantities of paper to circulate asmeney. The maniarunto sucha height, that even individuals in business, down to barbers, oystermen, &c., issued their promises. All this was the result of the long continued useof bank paper, producing the impression that without paper there would be no money. Amid this anarchy of paper issues grew up thefree bank- ing law of New York. The origin ofthe law wassuggested by the immense quantities of realestate, held by numerous speculators, overtaken by the revulsion. Those people could realize nothing upon their lands; and it was sup. posed, ifthey could be allowed to associate and issue money based upon these lends, they could realise, in some degree, the.cest. Accordingly a law was pass din April, 1833, permitting associations of individuals to ob- tain from the Comptroller circulating bills, upon deposite with him of mortgages, on real estate, and State stocks, equal in value to New York 6 per cent stoeks, Under this law one hundred and fifty-three banks were started,of which forty-three now remain; one hundred and tem have gone to ruin, many of them got up on purpose to swindle. The deposite of a small amount of capital obtained from the Comptroller the legislative sanction. On this basis the right was claimed to issue post notes, to circulate as money, similar in appearance to the genuine notes. These were putoutin great abundance, favored by the still lingering predeliction in favor of paper money inthe west, where the people were easily deluded by the ap- pearance of any thing in the shape of New York money. As fast as those banks, with their various cliques and ramifications, commenced moving, this paper followed them up perseveringly, and exposed their movements. Gradually ihe whole system became familiar to the people, and the operators were obliged to assume a new face. This was done by going into the eastern and west- ern States, buying up the charters of small banks for stock notes, and then issuing bills, purporting to be re: deemed in New York. Banks in Maine, Massachussetts, Ohio, Maryland. Michigan, Florida, and New Jersey, were the instruments of this formof plunder. Our unore- mitting exposure of these frauds, caused the repeal in Maine of the delinquent bank charters. In Massachussetts the vigilance of the Bank Commissioners was directed to the matter, and the Newburyport Bank was the last at™ tempt in that quarter. In Michigan the bank charters were mostly repealed, and the door there closed to roguery. Last winter our efforts procured the repeal of Balance. . some eight to ten little banks in New Jersey, and the- voice of the people in Ohio put out of existence most of the concerns there. The whole paper mania has passed away, and after ten years of suffering and losses, the peo- ple ure beginning to see that specie can be had, and Is preferable to paper as a circulating medium. There is still, however, lingering a disposition among the old sve culators to revive and continue the issues of irresponsible paper. The banking law of this State has been'so amended that no paper issues can be made under it thet are not fully secured, ad the issue of post notes has ceased. Hence the only plan is to use some irresponsible bank in another State, making its bills redeemable in this city. The Jacksonville Bank at Florida, it will he remembered, was so used for atime ; but we followed it too closely to permit itto get a circulation. The Monmouth Bank,N. J.,was the next started by the same parties, who, in February last, bought a part of it for $5000; paying down $2000, en- gaging to pay $1000 more through February, and the remaining $2000 in the spring ; receiving five thousand do\lars accommodation in Monmouth bi When the movement was made to repeal the charter, which has passed the New Jersey lower house, 42 to 8, the $1000 due in February was not only not paid, but the Monmouth biliswere put upon the market,realizing about $800, They are thus $1200 out of poc! and responsible for the uther $3000. Since then, the same parties have started the Plainfield Bank, another New Jersey institution, whch escaped the legislature of last session, but we trust will meet its deserts this. The bills of the concern are at present redeemed in this city by a person who loars them out to master mechanics, places of public amuser ment, and wherever large sums are paid out, on check payable in ten days. He thus gets city money, and mak: the 4 per cent charged for the redemption of the Plainfield bills. The operation has two objects—to procure a large circulation,say $100,000,and then stop; the corporate bank in New Jersey only being responaible, or to continue the redemptions, and in that cose, the oftener the bills are returned, the better for the operator. For instonce, if there is acircniation of $50,000, and all returned once o week, the profit is $260 per week, or $12,600 per year— very pleasant operation. If the circuletion is returned twice a week, the profit is doubled. There are one or two small free banks pursuing this operation, In our orticle of the 3d September, we mentioned aro- ther project afloat by a broker in St. Louis, conneetd with on Insurance Company in Columbus, Ohio, the New Hope and Delaware Bridge to New Jersey, the Farmer, Bank of Millington, Marylend, and the Clinton Bank of this city, a remnant of one of the old skeleton banks of the free law of this State, The alarm sounded on this project will probably defeat it. These are the remnants of the paper hebbles which have sfllicted the country, from the late National Bank, down, The end has, however, come, and the peo ple will not rendily again relingdish the blessings of @ sound currency.
