M. ‘There has been agood business in Stocks to-day, and prices have gone up. Ilinois 6’s rose 14; New York 6%}; Indiana fell }; City 6’ rose 4; Long Island fell }; Harlem 1 per cent. * ’ At the new Board, the eppearance of affairs is nearly the same. There is less speculation at that board than formerly. The Great Western has not made her appearance yet, and the desire to ebtain her advices, which will be twelve days later, is great—mere especially as the mail for the Boston boat closes to.morrow, and should she arrive early her letters may be answered on the same day. Mobile funds are at 20 a 22 discount. The taking ofthe new loan at 101 1-100 per cent gives an interest of 4.96 per cent on the investment for ten years. The six per cent stock, to yield the same rate, should command 121; but the high premium payable for ‘he steck is not reimbursable when the stock is redeemed: The six per cent stock is redeemable in twenty years’ Hence, if the present value of an annuity of $1 for twenty Years is added to the value of the five per cent stock, it will form the value o{ the six per cent stock. The present value of an annuity of $1 for twenty years at compound interest of five per cent, is $12 46; which, added to the price of the five per cent, will give $113 47 as the equi- valent for the six per cent stock at the rate the new loan was taken, supposing the stock taken for permenent in- vestment. That Joan was, hewever, taken on specula- tion, looking for a further fall in the value of money. The present price of the six per cent stock, is, say 117; an equivalemt for a five Per cent stock of the same date and tenor, would be 97}, yielding an interest ef 512} per cent on the investment. The government stock stands the highest in the market, and ylelds the smallest amount of interest. It is beyond all risk, and may therefore be said to be the true index of the value of money. In February last the six per cent stock was taken at par, and the taking ofthe new 5 per cent Joan at 101 01 is in eftect reducing the rate of in- terest from 6 per cent to 496 per cent per annum. The banks loaned “at call” freely on the former stock, at 5} 5g, and no w loan at 4 percent. The taking of this loan at such high rates is an evidence of that opinion which is frequently expressed in influential quarters, viz : that the stock will ultimately go abroad. Indeed, in no other light could the operation be considered a matter of Congratulation to the people at large. Te suppose that fora period of ten years, money,in a young country like this, where capital is the only thing wanting, is to lie comparatively dead to the extent of $27,000,000, the amount of government debt, yielding no more than 4 96 per cent interest is far from being a source of triumph. ‘The money indeed does not leave the country, but its channel of employment is changed. It is drawn from those reservoirs of money designed to commerce, and poured through the official channels of government patronage. The bankers give up their accumulated funds to the support of a government which should have lived within its income, aud which has increased its debt $20,000,000 in the last two years. The banks hold the cer: tificates for the money so lent te the government. If, during the next ten years, there is to be no revival of trade that will yield a greater profit than that now deriv- ed from the government stock, the prospect is a gloomy ene. Ifsuch a revival doestake p!ace, the stocks held by the banks must be sold to other parties, and without loss. Such purchasers can only be found abroad, and the shrewd, sagacious and experienced men who have taken the loan, look to such a result as certain. The proceeds of this loan will, in a great measure, return to the banks, but it is a damage tothem. For instance— the Bank of Commerce held $450,000 of Treasury Notes, yielding 6 percent interest; for those they now receive payment, but can employ the money only at 4 a 4} per cent, making a difference of 25 per cent in the revenue from that money. The only obstacle apart trem political causes, which stands in the way of a revival of trade on a firm basis and of prodigious extent, is the onerous nature of the existing tariff, and the uncertainty which attends its continuance. Inour article of Tuesday, we referred to the instrumen- tality which bank credits in this country and in England formerly had in extending the import of goods, and forc- ing their sale throughout the country on credit. Those credits have ceased for the present to influence trade. The foreign credit of the United States is almost gone. Neither the open credits afthe London Houses, nor the sale of State stocks, are any longer available in making large purchases of goods. Hence, under a low tariff, the purchases would be confined to the means of paying for the imports. The effect of the high tariff is to limit the assortment of goods which it is profitable to buy with the proceeds of produce sales. For instance, last year woollens were at 20 per cent duty; they are now 60 per cent, or 30 per cent against the import, although prices here are lower now than last year. Many other articles are also lower. The disposition to purchase goods here has also undergone a great change. First, agricultural produce has been so low in money value that the farmers, who are the great mass of consumers, have not had the means to buy for cash. Second, a very large proportion of those dealers, who formerly bought on credit, and sold on credit, failee, and have now just passed through the absolying process of the Bankrupt Act. In Illinois, for instance, according to the census there were 2506 persons employed in com- merce—of these, 1500 have taken the benefit of the act. Now these persons, allover the Union, being released from debt, are doubly cautious how they proceed for the future. The credits they extend are very small, and very safe. $70,000,000 of banking capitel, which formerly backed their movements, has now ceased to exist; and the wreck ofthat capital is finding its way back to the At lantic cities. The population and industry of the whole inion is rapidly increasing, consequently their wants: and the means of gratifying them, are as rapidly advan. cing. It is the development ofthe round trade growing out of this, that the tariftchecks. For the six months,ending January, 1843, there was a decline of $30,000,000 as compared with the same period of the previous year. In that periodthere had been no violent alternations in the currency, or in those great causes which influence the course of trade. Precisely with the expiration of the compromise act at the end of the second quarter of 1842, the decline commenced and has continued up te the present time, notwithsiand ing that the exports of the fourth quarter of 1842 were very large. The exports of foreign goods were very small, showing that all which had been imported under the low duties wero retained for consumption. Thus the do mestic exports, which constitute the means of buying, increased, while the proceeds returned in the shape of specie, goods being prohibited. The fact that specie did come back, is also a proof that the imports for the first six months of 1842, were not in excess—there was no debt due abroad for them. The value of merchandize paying duty, imported in the fourth quarter of 1842, was $7,197,493, and the duties accruing thereon, were $2,579,- 389, equal to an average ot 35,83 per cent! The expenses of the government are about $2,500,000 per month, which for five months is $12,500,000. In that five months, end- ing June Ist, the outstanding Treasury notes increased $1,600,000, showing the receipts of the government, from all qua ters, to have been about $11,000,000. If $10,000,000 were derived from customs, at the above average, the im- ports paying dutyfwould have been short of $28,000,000 for fivemonths ! Sales comprise Georgetown, for shipping, $5,62 a$6; Extra Eagle, $6 a 6,12; Howard street, $5,75, Gene see, common brands, $5,67 a 6,75, and holders now ask $5,87 a $6 per bbl. A good deman: been experienced for Corn, and higher prices have been realized. Sales have been made of round yellow 60 a 03, flat do 63 a 60, and white 62a 63c per bushel. Wheat holds firmly at $1 12}, and Flour at $5 per bar- the 27th inst.—In the flour and grain mar- kets there is still the fullest confidence of realising the highest rates yet offered, and the extent of the operations continue to beon the largest scale. Holders of wheat, who yesterday refused to sell for less than $1 15, have to day found buyers,1000 bushels of Ohio having been taken at that price by a Medina miller.
