Th stock market is heavy ; sales are not large, and pri- ces, although firm, do not materially vary. The packet yesterday brought several lots of State stocks, which were ordered from this side on speculation, as the rapid rise offered a large margin. There were many more orders that could not be filled, because the disposition to hold is coeval with the ordet Some of the New York stocks illegally loaned to corporate companies have also been returned, owing to the neglect of the Legislature in not acknowledging them and confirming their validity by atwo-third vote, when their attention was called to it by Col. Young. The Wall street press endeavored to make abuseof that officer,answer for justice to the stobkhold- ers, and the result is loss of confidence in those stocks.— ‘The rumor in relation to the taking of the United States loan, by Hope & Co. is not generally believed. There is but little doubt, however, that some arrangement has been made as on the Ist proximo, the money is wanted to pay the $6,000,000 of Treasury notes which then fall due.— The stock will go abroad from the present appearance of things, and will add 80 much to the amount of money to be drawn from Europe in addition to the new crops.— These elements, with the July dividerds, will form an immense addition'to money thrown into the market to be absorbed by thesound stocks. The ‘movement of this produce gives revenue to the states, |S etabitity to their stocks, as well a@ revenue and im- Proved valuo to all railroad and other companies. The {value of overy description of property dependent upon the real trade of the country, is lifted up and borne aloft on the immutable basis of actual wealth, dug out of the bowels ofthe earth. A railroal earns but littlein trana. porting $100,009 of Notional Bank paper, or accommoda tion notes destroy the bank, and $100,000 worth of pro- duce moving over the public works scatters wealth in its 4 path to market, and its proceeds returning, adds comfort and luxury to the enjoyment of its producers. ‘The Baltimore Clipper is discontented that we seid “Maryland has declared that il her debts are ever paid, the other states must pay them.” That paper has but ill un- derstood the project of Maryland’s representatives to question the truth of the statement. The federal govern- ment is in debt, and its revenue deficient, yet the state of Maryland not only refuses to pay its own debt, but claims it as'a right to rob the federal treasury of its land revenues. By this act Maryland virtually refuses to pay anything toward the support of the federal government. Not only does she retuse to do so, but wishes to make the public lands the means of plundering other states instance: The revenueof the public land is say $2,000,000; last year it was $1,500,000 only; Maryland’s share would be $60,000. Her debt is $20,100,000, bearing interest over $1,000,000. This she refuses to pay, and then demands that the States united should issue $200,000,000 of bonds, of which her share would be 6,000,000, aad interest at 4 per cent $240,000, her share of the lands being $60,000; $180,000 is tobe collected mostly from the citizens of the other States; and after all she would owe $14,000,000 on her own account. This many of the counties have said they are unableto pay. All the other States have abandoned so absurd an idea; and when the people of Maryland have got out of the mist raised by their law- yers, they will turn round and make some arrangements for their liabilities. ‘The news from abroad by the packet of yesterday is un. doubtedly favorable to American interests. The Bankers) circular of the 2d June, after givieg a favorable view of the diiferent circulars of English trade, remarks as fol- low: “In the forecoing observation relating to the State of trade, weomitted to mention a cheering fact, because it did not relate particularly to London, Liverpool or } chester,that very considerable‘orders have arrived within the last'ten Ways from the United States into Sheffield ; they are spoken of by a person mferior to none in experi- ence, intelligence, and station, as being of a character quite satisfactory—not small and insignificant—similar orders from the States have also come into Birmingham.” This is probably true to some extent, but that probably is nly to supply small assortments of imported goods in the hardware line. A description, which in relation to Birmingham goods is yearly becoming more circumscri- bed. The condition of the money market of England is every way favorable to American interests. The 8 percts. alone fell 34 percent in a few weeks, of which 2 per cent was during the Irish debate. This fall makes a difference in the capital of the 3 per cents of $100,000,000. The Bank stock also fell off heavily , but India bills and Exchange Ddills show the heaviest fall. The Dutch 5 per cents show,on the contrary an improvement, and most of the fo” reign stocks were firm, particularly those of the United States, which advanced in price. The Bankers’ circulur attempts to allay the panic by ascribing the fall to foreign operations in English stocks. It remarks— “Theold back bone Irish orangemen in public life treat the Irish commotion as vapor ; we hope as such it will soon pass away and leave a more serene atmosphere. But of course we do not enter upon the subject further than giving, forthe purpose of allaying apprehension, the opinions of'a very extraordinary race of men, who know Ireland and the Irish thoroughly.” He then attempts to account for the fall in consols as follows Consols have been ‘sold at a fraction under 95 for mo- ney. This shows a very considerable decline ; and as our opinion of its cause differs in one respect from all others we have heard assigned, we must explaiait. We donot deny that the troubled state of Ireland, the menac- ing attitude assumed by Mr. O'Connell, the stoppage of country banks, the Servian question, may all have contri- buted in some degree to the effect, but we believe the main causeto be this. When the great capitalists of Pe- tersburgh, Vienna, Berlin, Hamburgh, Frankfort, Am- sterdam, Paris, &c. heard of the intention of reducing our ‘Three-and-a-half per cent stock, they perceived at once this could not be done without a rise in the price of Con- sols. ‘Throughout February, March, poured in money to effect this ri ed the extraord has dissipated the specu! stock, and the continental speculators are now selling out to invest in something at home or with which they are familiar on the continent. What the amount may be which has been so invested, not by the ordinary operators on the market, since Christ mas,no mantel! ; we believe it amounts to several mil lions sterling. If our explanation of the matter be cor- rect, we shall see the foreign exchonges decline in con sequence of the large remittances wanted to be transmit. ted to the continent, and a further decline in the value of Consols may be rationally expected. If this;were the true cause,'the operation would have af- fected the price of consols particularly,and simultaneous- ly with the’announcement ofthe Budget, but the fall was general and not until three weeks after the announce. ment. The Bank would also show a depletion of specie consequent upon the fall, if its repletion had been caused by therise. On the contrary the bullion has greatly in. creased, showing that panic caused the fall of stock, ard the deposite of the proceeds, prior to investment, in Uni- ted States stocks if the difficulties increase, or again in consols if confidence is restored. The feeling in relation to the United States and Ame- rican credit is ‘fast dying away. It lives only inthe co” lumns of rabid and ill informed prints Intelligent and lead- ing capitalists ore aware’ that the crisis has passed, and that so far from losing money by the American revulsion, they will, in the end, be great gainers. ‘The crisis here is past, and henceforth the movement will be upward and all the quicker for renewed confidence there. The large houses of London loaned immense sums of money on se. curities of all kinds, when the terms of the loan were not complied with. They foreclosed and bought in (he securi- at very low prices, These securities are now rising in value and will become immensely profitable to the London houses ; and Englith brokers will ultimately get the plunder. Asan instance, the New York Merchants’ Exchange building cost $2,000,000, half of which was American money.
