the previous year. The compromise act expired Ju 30h, and was succeeded by two months of un certainty, and followed by a prohibitive tariff. The results were that the imports of the three quarters ending April Ist, 1843, showed » decline of $51,000,000 from those of the same period of the previous year. Notwithstanding the large imports of the + — first six months of 1812, exchanges turned in favor of the United States; and during the paralysis of commerce caused by the tariff, specie has been pouring in and use- Jessly accumulating in the Atlantic banks, Now, thesame cause that produced that stagnation of trade and influx ot specie last year, will be in operation this, viz: uncertain ty. The taritt will undoubtedly be modified at the coming session, and of course no large imports will be made under the present ruinous regulations, when there is a prospect of their being reduced. Hence the demand for bills will no! be materiolly increased. On the other hand,the abundance of money in England, and the rapidly improving state of its trade ond prices, will greatly enhance the sales and improve the money values of American produce, and of course increase the supply of bills. In this view it is not probable that any material rise in the value of money here will be effected for some time. It is true that the in- terior is greatly in want of a circulating medium, which is finding its way westward, in the same ratio that agricultural produce rises in value and comes for_ ward to market ; but the operation is a slow one and as the money now bere finds its way west, it will be resupplied from abroad in return forthe new crops. The ' supplies from the extreme west cannot come forward unless there is a foreign outlet; so that in truth, the west will draw its funds from Europe. The probability is,that the rise in stocks willbe sustained if not sent much higher. In 1882-3, when the tariff of that year produced the same rumous state of things as now, N. Y. State 5's, 20 years to run, sold at 117, and United States stock at 120. In that year there were near $50,000,000 of United States stocks outstanding, and now scarcely $20,000,000. Since the last steamer arrived the stock market has been slug- ' gish, and prices have in some degree receded, mostly owing to the fact that values have gone up very sude denly in the hands of epeculators. They have been re- alizing. Stocks have been working into the hands of ca- pitalists. The facilities offered by the banks are undimi- nished, and they now lend freely on all dividend paying stocks at 4 per cent, with a margin of 10 percent. The breaking down of the paper system,the fallof prices,and the ruin of the foreign trade by the tariff, accompanied by the absurd chimeras of pet- ty politicians, encoureging people to believe that their debts could be paid without money, have been the causes of the temperary indispesition to pay taxes for debts. All those causes are being rapidly removed. Illinois hes pushed vigoreusly towards compromise, and other States are following ; while the enormous incresse of trace which all the internal channels of communication pre- sent, accompanied by rising prices and an influx of mo- ney, are removing the inability and restoring the dispo- sition to pay. ‘This disposition follows the natural order of busine: in this country. Repudiation was first start- ed west, becavse there they first felt the blight of the revulsion. They are now recovering, while the Atlantic States, Pennsylvania and Maryland, are now agitating repudiation. These Atlantic States feel now the destructive effects of the tariff, in addition to other evils. In Maryland, in particular, several countics have passed resolutions, repudiating the public debts. On the 3d instant, the citizens of Cecil county, Md., passed repudiating resolutions. This is the only Atlantic State which hes done so; and it is precisely in Maryland where the “assumption of the debts,” or robbing the frugal forthe benefit of the extravagant, hes been most pertinaciously advocated. That chimera has now en- tirely passed from the public mind in other sectiens, but its bitter fruits in Maryland, are the shameless determina- tion net to pay at all. The State, in so many words says, “if their debts are ever paid, the other States must pay them.” Yet, this is only temporary, returning prosperity will restore a healthy state ofthings. The United States as it were, are “rushing” forward to wealth and power. As an instance, we make the following extract from a distinguished authority in Cincinnati, dated June 5, 1843 “ Building is here now 63 per cent less than three years ago; and whatis of equal importance in the premises, the hite Water Canal goes into operation the first of Sep- tember, bringing a portion of the immense products of Indiana direct to this place. The very rapidity of their growth checks occasionally the ge- neral welfare only to push it forward with greater and more irresistible impulse. Debts which to day bear a large proportion to the general wealth, in a few years be come insignificant amid the accumulated opulence of the people. The only data on which its comparative extent may be estima ted, is the dispesition to plant, and the extent of land brought under cultivation. The rule that low prices of cotton discoursges production does not hold, for the reason that although money prices are nearly 0 per cent less than 1839, yet the low cost ot supplies, the ab- sence of bank paper, and many concurring circumstan- ces, enable the planter actually to realize more from pre- sent prices than former ones.
