Dear Sin :— The brig Rudolph Groning, was sold at public auction, by order of the master, asshe lay at anchor inthe Tortugas harbor on the 23) alt. tor tiree hundred and sixty-seven dollurs war purchased by W. H. Halland AF Lift, and it is understood that they intend to refit her and send her to your port ina few weeks. She hus not yet arrived here, but is being partially refined at the Torte ry Byorder of the master she had beensiripped of every thing but her lower spars, and her materials were sold here also on the 23d ultimo., and as it became known that the purchasers intended to repair her, they brought extravagant prices. ‘The two pumps, as an instance, sold for filty-seven dollars, and the sails, rigging, & » sold for about three times as much as they would have done under ordinary cir- cumstasces. The persons employed by the pur- chasers to bring the brig to this port, state that she leaks comparatively little ; that she has lost her false keel, but has aboutten inches of her main keel left, and ‘that she may be put in @ condition to go te New York ata very acon expense, The services of the salvors, as alleged in their li- bel against the brig and cargo, were arduous; much of the cargo having been boated to their vessels throughout four days and nights; and as the mas- ter’s answer contains not one word tending in the slightest degree to diminish their salvage upon the cargo, the cause stands before the Admiralty Court in a highly favorabe light for the wreckers. A de- cree will probably be rendered in a tew days. Inthe case of the brig Lawrence and cargo, men- tioned in my last as being libetled for sulvage, the master, Curtis, strongly resisted the claim of the salvors, upon the grounds that the situation of his vessel was not a dangerous one, and that their ser- vices were of little value. Captain Curtis has con- ducted his business throughout 1m a manoer credit- table to himself and highly advantageous to his own- ners and shippers) The Court gave the salvors twenty-five per cent upon the appraised value of ves- sel and cargo ($21,900), by which they receive $5,475. The salvage and expenses have been ad- vanced by the consignee, W.H. Wall, and the en- ure cargo will leave here in the brig Ann Eliza to- day for New Orleans. After the rebuke administered to Col Stone and others, by Jacob Barker, Esq. of New Orleans, it was not to be expecied that General Armstrong’s conduct as Secretary of War, would havgbeen again assailed in reference to the attack d capture of Washington, by British troops, in 1814. The senior editor. of the Steubenville Ga- zette has thrown in his contribution to the chapter of misre; resentations. He has violated one of the first rules in story telling, which is, that every tale originating ia imagination. ought to have the sem blance of probability. He has violated a'so a rule of morals, that a man professing (riendship for ano- ther, should not render his fricud ridiculous, nor make himan ass. That he went to Washington—hed an interview with Gen. Armstrong, and gave his opinion that Washington would be soon attacked He also gave his advice, and “urged it strongly on the General to throw a corps of riflemen into the torest that skirted the Po onme between Washing- ton city and its mouth, aud to concentrate all the in- fantry and artillery and every other arm of defence within reach at a suitable jp int to sustain the rifle men in_ repelling tne enemy.” That the General heard Col. Duane through, and in a sneering man- ner said he never knew it to be a part of Colonel Duane’s character to take counsel of hie appreben. sions. That, therefore, the Colonel left the office the Secretary ejaculating ‘impossible ! impossible!" The editor then ;rophecies that had Col. Duane been Secretary of War, (and h+ sayeno man in the nation was so competent to fill that station,) had ten thousand landed, net one man of the enemy would have returned to their shipping. If Cealone! Duane had any pretensions to military knowledge, itis incredible heshould have given the advice im puted to him. What, to collectand concentrate the whole disposable force of all arms in the jorest skirting the Potomac, from Washington to the mouth of the river, to protect Washington, a dis- tance of about one hundred miles! In the event which actually took place, the ascent of the British invading army by the Patuxent, ind their advance to Upper Marihoro, and trom thence, by Bladens burgh to Was*ington, had Col. Duane’s advice been followed, the greater part of tne American troops scattered along the Potomac, would not have aided in the battle fought at Bladensburg. Probably Gen, Armstrong believed, that the im- pediments to an attack on Washington by the Po. tomac, were insurmountable and not to he appre hended, and therefore turned a deaf ear to the ad- vice. If the editormeans to assert that the General was so incredulous of any attack on Washington by the British, that he spurned the counsels of Colonel Duane, then he is contradicted by the most irrefraga- ble evideace—the report ot the Committee of the House of Representatives in 1815, who stated that calls and requisitions were made in due season for a number ot men sufficiently ample for the defence of Washington, on the Executive of Virginia, Mary- land and Pennsylvania. Was not Mr. Madison, from a knowledge of all the forts, competent to decide whether Gen. Arm strong had tu filled bis duty in using all the means in his power to the defence of Washington? and has not Mr. Barker proved that Mr Madison was moet reluctant that General Armstrong should retire from office? And yet, in the face of all these facts, this improbable story of the senior editor of the Steubenville Gazette is going the rounds of the papers. I admire, rather then censure the warmth of friendship, which induced the editor to speak in such extravagant terms of the talents and prowess of Col. Daane; but he forgets that there were few veteraus at the command of Gen. Arm- strong. Our armies were gaining laurels on the Ni agara and at F Jasaitess he was compelled to rely on the militia for the detence ot Washington; ard had Col. Daring the same period there were carried on the canal 11,098 tons of corn, which paid in toils $29,761, or an aver- age of $2 687 100 per ten. There are thousands of acres of corn, within the cireuit of th business of the Erie Canal, at the Wer ey of the Wabash, unhai market. If it be lawful, the Caual Board should not delay the reduction of toll on western corn and meal, frem 44 mills per 1000 Ibs. per mile to 23 10 mills, or to the same amount charged on salt manufactured within the State.
