The stock market was heavy to-duy at the opening ; but the feeling gradually revived. Prices closed, how- ever, at the morning board lower than on Saturday. Ohio 6's fell}; Kentucky 6’s }; Long Island }; Canton Co., 14; New Jersey 4; Ohio Life and Trust, 2 per cent; Harlem Railroad rose 1} per cent. At the new board the sales were less, and prices im- proved, when advices were received from the ‘Upper House” of the improved feeling. The vigorous prosecution of the Harlem Railread under its present economical management, gives rise to the hope that the largest city in the Union, with 350,000 mouths t> feed, will soon have a railroad communication with the agricultural districts, The milk-pails and market-baskets which garnish the cars, and increase in number as the road extends into Westchester, give evidence that farmers and citizens are deriving a mutual benefit from present ar- rangements. The mnusual stagnation in trade which has 0 long pre- vailed, notwithstanding the abundance of money, has been matter of much surprise. More especially, when we take into consideration the elastic nature of American enter- Prise,which soon recovers its buoyancy when an opening offers. This is evinced in the late rapid rise in stocks. As soon as some degree of stability had been reached capital flowed into that} channel of investment, pro- ducing an advance of over 20 per cent, all round in rates. Notwithstanding that this is the case in stocks, and is characteristic of the American markets, yet we find that during the last 18 months,and simultaniously with the accumulation of an immense amount of coin in Atlantic cities, every branch of regular business seems to be paralyzed. Although the supply of money is constant: ly increasing, its value, as compared with other results of labor, seems to be enhanced. The law of trade that sup- ply and demand, govern prices, seems to be inoperative in relation tocoin. There is evidently seme unseen, but powerful cause, that blocks up the canals, paralyzes the energy of the merchants, and deprives industry of the re- ward of itslabor. Not of isolated articles, depen- dent upen local and peculiar circumstances, but univer, the products of allsections of the Union, and of all descriptions of industry. This fall took place, it will be remembered, afier the extreme depression of values in 1940 created that general desire for “ change” which pro duced the revolution in the federal government of that yeor. The result of that revolution has, however, been the causeof a further fall. No sooner did the 27th Con- gress assemble, than it became apparent that the tariff laws, which it had been supposed were fixed upon a per- manent and enduring basis in 1832, were to undergoa greatand radical change, dependent upon the pertizan triumphs of politicians. The inflaence upon trade was immediately perceptible. Tho idea of “change” in com mercial regulations has all the effect of actual embargo, to the extent to which it is ogitated. Well and truly did Daniel Webster, Esq. remark at Baltimore as follows :— Cl = ory felt or changes feared is the bane of our indus. try, the prostration of our action. J live in apart of the country full of industry, with some capital, with great activity ; and when f go amony neighbors they uniformly ask me— For God's ell us what weare to expect—lay down your law—prescribe your rule—let us see what isto be the course of the govern- ment, and we can then apply our industry, invest our ca- pet and adapt our circumstances to this state of things, he it what it may—warm us, scorch us, burn us—do what you please, but let us know what you propose to do, and stick to it.” Nothing can be more true than this remark. Inthe low prices of the products of American industry, in the accumulated coin on the Atlantic border, and in the gene ral stagnation of business, we have the inevitable results of the tariff agitation of the 27th Congress. Since the commencement of the spring business some iittle im- provement has taken place in afew articles of produce which can be exported, particularly tar, beef, pork and flour, but in wool! and similar productions the fall has been 2 per cent within the year, notwithstanding that money has fallen 33 per cent in value. Thetisto say, itcan be had to almost any extent now at 4 per cent, and one year since it wasscarce at 6 a7 per cent. Unfortunately for the farmer and the merchant, the fu- ture holds out no promise of speedy relief. The eternal tariff disputes will, at the coming session of Congress, again keep the business men of the country in suspense, uotilthe lawyers have divided the political plunder to their own satisfaction. There seems to be no wey of per- manently settling the commercial policy of the country, but by making itthe by of international treaty, by which its government will bo removed from the vacilla. ting Movements of mere party men.
