In those where efforts have been made to give them a meretriciouseharacter for a specific purpose of course a very great advance has taken place. Since the middle of April Ohio stocks have been forced up 20 per cent! in order to assist the new loan of 7 per cent created in violation of Stote faith, for which the proposals close on the 13th. The plenteourness’of money has assisted the efforts of the'agents. When the commissioners first ap- peared in thie market they issued acircular to stockhold- ers which was freely circulated. One of the ogents en- deavored to purchase favorable remarks on the tissue of absurdities and misstatements contained in that circular. This, connected with the well known character ef the “Express” will afford a clue to the pertinacious and un- scrupulous manner in which thet print has plastered the broken faith of that State. The general movement of busi- ness and money affairs is undoubtedly upward, and confi- dence is so fast returning, that for a season, at least,stocks will be purchased even by these who know that their af- fairs are unsound. The abundance of money in Kurope is producing the fame effects, and thejlate letters from Europe evidently showed a great melioration of the ill feeling against American stocks. Many purchases of New York stocks have been made on foreign account. The movement of Illinois towards settlement, and the presence of the gen- tlemen lately gone and going out en financial matters, will go far towards doing away with the notion that the American people can, but will not pay. Those interest- ed in American stocks will discover that the only possi- ble way by which payment will ultimately be brought about will be by encouraging and assisting the people out oftheir difficulties. Commercial affairs are now fair ly on an upward moyement—prices are on the rise, con- sequently the ability of peeple to pay taxes is hourly in- creasing. If this is met by a disposition on the part of cre. diters to favor them,the existing ill feeling will materially subside, and the will to pay jkeep pace with the growing ability. It is highly desirable, hewover, that no new Joans should be made or authorized. The whole energies of the people should be directed to diminishing the pre sent indebtedness by all means ; and turning to the best account those works on which the borrowed money has been expended. Where a State shows a reckless disposi. tion to borrow and waste money at all hezards and at all risks, she should be frowned down. Ohio is the only State in the Union that during the past year has resorted to the most desperate measures to procure money at all hazards. During the moments of the greatest public pan- ic and depression of credit, she recklessly exposed her stocks to sell for what they weuld bring, alike re. gardless of the national character, tho honor of the State, the welfare of the Ohio people or the interest of her stockholders. Nothing at this moment saves her from de struction,but the unusual plenteousness of money. Should the market, as is not impossible,undergo a sudden change, ruin would be unavoidable.
