POSITION.—Read carefully the directions.—Anoint the Lair every jing with Grandjean’s Composition, (the paste) after having dissolved it iu the palms of the hands in the same way as other Le ane care to rub well the roots of the hair, as there are many cempositions for the hair which are retranemitted through the pores, on the aseension of the perspiration, which is more abundant during sleep. It isfor this reason that the fe composi- tion should be used on retiring to reat. The liquid com- position ia to be employed in the morning. It is composed of the juice of herbs and astringemt roots, which strength- en the pores ; and in using it freely it fills the bulbs of tho hair, and causes a slight and salutary irritation. The conducting vessels, from their sensitiveness, are thereby nourished, and by repulsion furnish to the bulbs a more abundant aliment. At the new Board, there was very little done, except in Ohio 6 and Kentucky. Theadvancein which kept pace with that of the other Board. James Law, Esq. is one of the most active and able officers that ever presided overthe road. He is a practical man, and understands that which is conducive to the mutual interests of the road and the public who travel over it. James Watt, Esq , the largest holder, entered into the speculation with great confidence in the ultimate value of the road. The ether holdersare mostly brokers. A great difference of opinion exists between these gentlemen as to the ma- nagement of the road. Mr. Watt entertains views in op- position to those of Mr. Law and the other holders cf the stocks. Thelatter gentlemen are in favor of low prices andan extension of the road through Westchest er.— Mr. Watt is in favor of high prices, and remaining quiet until the road already built is in better condition, instead of borrowing more money to extend its length. A large reduction has lately taken place in the fares on the road the rate being now 12} cents from City Hall to Harlem, or} cent per mile; and it is alledged that the great in- crease in the receipts of money fully justify these low rates. It is very evident that if a train runs to Harlem it costs no more tocarry three cara full at 12} cents per head thanone car full at 25 cents per head. The 6,400 shares that are floating in the market, if voted on the le of Mr. Watt, would give-him the direction. Ifa por- tion only vote onthe other side, he will be defeated. It will then be decidedly to his interest to come in to the views of Mr. Luw and further the interest ef the road. The public, thecapitalists, men of property and men of business,are interested in having a direction whose views and policy shall not enly benefit the Harlem road,but pro- mote'a connection with Albany by the shortest and most efficient route. ‘We mentioned some time since the appearance of the new 80 year Kentucky 6 per cents in the market. The Frankfort paper explains it as follows: The Governor of Kentucky was authorized by an act of 1842, to cancel the six y e interest of which is payable at the State Treasury by issuing instead thirty year bonds, the interest on which is payable at New York. There were about $600,000 of the 6 year bonds is- sued. The Governor is now rapidly making these ex- changes, charging, in the exchange, a premium of one - cent in favor ofthe long bonds. We mention these facts to explain the appearance of the new 80 year bonds. ‘The State is not increasing her debt but simply changing the form of a part of the evidence of it. The Baltimore American, after remarking that the Globe had quoted an article from this paper on the sub- ject of the repudiations of foreign governments, closes as follows :— Iimay be worth while to. notice, that the instances quoted from the Herald to show the bad faith of monar- chical governments relate exclusively to the subjects of the governments themselves, There isno instance man. tioned of swindling foreign creditors by repudiation— fad if there were « hundred, it would make our case no er. The views of the Baltimore American are usually of that character which do not admit of reason or argument, inasmuch as they never present themselves in any tangi- bleform. The above is an instance. We did not, nordid the Globe, allege that we cited instances of repudiation in all the monarchical governments of the carth in excuse for, orf'in palliation of a wilful ro- pudiation of just debts by the American States. We brought them to view in order to show with how oad a grace the torrent of abuse, which has been poured upon the American States, comes from its utterers. The repu- diations, insolvencies or declared bankruptcies of all the tions of the earth, came from the same cause, viz. ne- cessity; and it argues very little sound sense, charity, or good policy, in one prople, who have recovered from, or not yet arrived at such necessity, to revile another people who are lsboring with the difficulty. In relation to the distinction which the American aftects to draw between “swindling foreign creditors” end swindling domestic creditors, it betrays only a want of knowledge of the facts. There are some £50,000,000 of repudiated stocks, other than those of the United States, hel! in Englund; but be that as it may, we do not see the force of the distincti Accheat isacheat, no matter who or whet the victim may be. Ifa State has the ability to pay, and refuses to do so, the iniquity is neither greater nor less because the creditor lives in another country. If a State is bankrupt, and cannet pay at all, it isa misfor- tune, and isnot the moro a crime because the money is due abroad. Oa the other hand, according to individuay practice and ‘scriptural precept, all debtors are bound to look after their own household first. St. Paul says, 6th Timo, 8thv., “But if any provide not for his own. and specially for those of his own house, ho bath denied the faith, and is worse than an infidel.” The American seems to be alarmed that the creditors of this country will betaunted with their folly in trusting republicans. To our mind, the taunt which should be most felt, is thatthe American people, professing self- government and freedom from from all aristocratic taint, had yet the folly to ape the funding ‘system, which was one of the worst follies of the tottering tyrannies of Eu- rope, without having the means er the ability to support it. Inthe oligarchy of England, and the governments of Europe, the people have no voice in the matter. The debts are contracted by the “ government,” and taxes to pay them levied by “the governmant.” It the people murmur or resist, a regiment of government soldi correct their morals, and preserve the “ faith of the go- vernment.” In this country, the people were cajoled into debt by promises that they never should be taxed to poy principal or interest. Every one of these promises wero broken, and the most onerous taxes levied to pay for mo- ney thrownaway. If simultaneously with the creation of every debt, a tax had been levied for its payment, not one-tenth part of the existing debts would ever have been created—because the debt being presented in that practi- cal form to the people, their consent for its creation would never have been obtained. The present discredit, as it is called, seems to be the practical results of attempting to engraft one of theabuses of monarchy upon republican institutions. It is at war with their very nature, and can not therefore flourish. The American people are thereby exposed to the taunt of not understanding the practical nature of their own government.
