The Bank of Pennsylvania having been galvanised, re- sumes its business to-morrow. It will last probably until the State and banks have sold out its stock. After a few days trial the new Board of Brokers find that the new Exchange Room answers admirably for their Dusiness. A wooden floor is to be laid, and the canopy to be made thicker, so as eff.ctually to do away with the re- verberation. The public seem to take great interest in the affair. The attendance daily is large, and as the pro- gress of events purges the association of its weaker mem, bers, confidence incret Its leading features of publi- city, and commissions on the net amount of sales, instead ofon the par value of stock, are very popular. Should stock business revive to anything like tho extent which it reached afew years since,the new Board would undoubt edly absorb the other. The number ofmembers at both Boards is increasing rapidly, and it would seem advisable that some limit should be fixed to it. For instance, the number of stock brokers on the Paris bourse is fixed, we believe, at 60—the price of a license is £120,000. The number of members can on no account be increased. A Person can become a member only by purchase of the li- scence of some member. These, therefore, always com- mand a very high premium. A similar arrangement might be introduced at the now Board,by fixing the num. ber in the constitution, and issuing certificates of mew- dership, which shall be transferable—the association to have the right of approval. The old Board are now working to disadvantage, and are caught in their own trap. When all prices of stocks fell under par they pas ed a rule that all commissions should be charged on the par value. New York and Government stock are now above par, and they must submit to loss of commissions orre-alter the rule to suit themselves. This seemsa little too barefaced for them to attempt at present; they have taken the room they occupy in the third story of the Ex- change building for another year. As James G. King has now become landlord of the whole building he may turn out the new Board—very little other than speculative bu- siness is done at either Board. ‘The Mechanics’ Bank having procured the reduction of its charter, will probably resume its dividends. A change has taken place in the direction, A. T. Stewart, Anson Baker, and G. Ireland, have been removed, and Francis Hall, editor, R. Irwin, and Mr. Gifford, installed in their places. We yesterday published a statement of the affairs of the Merchants’ Exchange Company. It appears that Peter Harmony, Esq. is owner of $50,000 of the stock of the Company, and represents $49,000 for other partics. W. P. Farnis, Esq,, is also a stockholder to a large amount. -- These gentlemen have, we understand, taken the advice of counsel, as tothe iniquitous proceedings, by which a property worth near $2,000,000, is put into the hands of James G. King for the exclusive benefit of Baring, Bro, thers, who advanced on a mortgage $585,400. The $1,- 000,000 advanced by the stockholders, and the $400,000 by other parties, of which $22.406 are mechanics, for work done, are entirely excluded,and the whole property given ver tothe agent ofa London broker. This agent too ‘one of the officers of the Exchange Company, helped borrow the money, and helped to squander it. As soon the concern is entirely insolvent he turns round and aims the whole concern for his principals in London, the exclusion of those of whom he helped to contract bts in the name of the Exchange Company.
