The circuler of the Commissioners of the former State to the stockholders does not seem to have produced any effect. It is wanting in clearness. We have examined and will remark upon it. At the new Board the transactions were not large, and prices small. -Foreign bills are dull, and looking down. The small silver change continues generally to be taken in trade at their nominal rate. They will gradually and noiselessly work out of circulation. ‘The Firemen’s Insurance Company have this day de. clared a dividend of five per cent, payableon the 12th inet. ‘The Marine Bank of Baltimore has declared a semi-an- nual dividend of three per cent, payable on the7th inst. The Warren Insurance Company, Boston, have declar- ed a dividend of five per cent, payable on demand, making for the Inst year, nine percent to the stockholders, be- sides a dividend of profit to the assured. The Treasurer of the Massachusetts Western Railroad has effected a sale oT $300,000 Albany city six per cent stoek at par. A bill has been introduced into the Legislature regula- ting the Banks with the following features :— 1. Abolishes the office of Bank Commissioner. 2. Com md the safety fundbenks to do one of these things, either 1. To associate themselves on the plan of the it associated banks by surrendering their charters, and de- siting securities and taking registered notes from the Comptrolter, or a roy preserve their own charters and take the register- edn notes, on depositing securities. 3. Or preserve themselves as the tered circulation from the Comptro! 4. All banks or ascociations to m: in the State paper. ‘The abolishing of the Bank Commissioners and substi- tuting frequent publications, is highly desirable. They should be made monthly, however, instead of quarterly. ‘The English returns are made monthly. The more fre- quent the returns are made, the less chance there is of ‘ying them. Faith in Bank and corporate statements has greatly subsided, and corroborating cirgumstances are necessary to sustain them. The old system of bank- ing was mystery and concealment, that has perished in iniamy. The new system is intelligence and candor, and along practice of it will be asad to lull awakened vigilance. The late news from England announced an important fact, which is destined to exert a great influence upon the destinies of New York, in relation to its trade with the great west. Werefer to the modification of the English corn Jaw im relation to the United States,so far as to ad- mit the grain of United States growth into Conada, at a fixed nominal duty of 38. currency per quarter or 7 cents per bushel. The motive for this measure in England is un doubtedly to test in how fur the U. States are capable o aflording a steady supply of the articles of agricultural consumption. Many English statesmen were misled by the effeet ofthe paper system prior to 1837, which so far impoverished the country in the midst of seeming pros. perity, that large quantities of wheat were imported into New Yorkfrom England. This ledthem to suppose that the United States were subject to occasional scarcity like other countries. The effect of the new tariff will be to draw through Canada and the St. Lawrence, in British bottoms, the whole produce of the great West at the ex: pense of New York and New England. English goods arriving in the St. Lawrence in British bottoms, in return for free United States produce, will inevitably pass duty freo into all the western ports, in spite of ail the steam cutters that the sapient Secretary will choose to send. The oppressive duty of the present tariff operates aso bounty todivertthe trate from the Hudson to the St. re, taking a regis- quarterly reports the latter channel. The large exports from the U. States cause? the average price of 1841 to run higher than in 1840, which, accompanied by a good crop in England, caused a large falling off in the exports, which was not supplied by amarket in any other quarter ; hence a large surplus and low prices in 1842, These are incontrovertible facts, showing that our agricultural population are dependent upon England for a market for their wheat. This market will be largely extended by the altered tariff, and made permanent. The question then is, what route will it take ? Will it leave the United States At- lantic border, cross to Canada, and go down the St. Law- rence, leaving the New York canals a “ selitude ;” or will its swelling tide increase the trade of New York and Bosten? Theseare points dependent entirely upon the policy pursued. As affairs now stand, the St. Lawrence route will triumph. These questions we will preceed to examine in future.
