The National Bank of this city has declared a dividend of 34 per cent, after retaining a handsome surplus on hand. At Boston, on Saturday, there were sales at auction of United States 6 per cents, of 1862, at 105. The advices per Great Western reached Mobile on the , producing a decline of } cent per Ib in cotton: sight billson New York 18; New Orleans 22 prem. Minois internal improvement scrip,of which the out- standing amount is $350,000, is selling at 18 a 20, the bonds at 22. For many years’ the country has beer overrun with Donk paper to adegree, which has not only made silver exceedingly scarce, but has caused what little could be retained in the channels of circulation, to pass above its real value. Consequently when the paper of the banks becomes purged off, those descriptions of specie which re- tain a conventional value above their real value,accumu- late in enormous quantities, while the sound coin isla nished, obeying precisely the same law of trade which enables depreciated paper to obtain the circulation, and drive out the good. Prior to 1827 pistareens passed very generally for 20cents. The consequence was that the supply became so great as to be troubleseme. In that year the director of the mint made a report on them, showing their intrinsre value to be but 17 cents, consequently they ‘were henceforth taken but for 16 conts,the result was that they all vanished like magic, and oflate years have accu- malated in an extraordinary degree in the Island of Cuba, where they were current at 25 cents, until last year,when they were all called in by order of the government, and restamped, to pass at 1-6 of a dollar insteadjot }, the govern. ment paying the difference. Thus, ifan individual sent in 4900 pistareens, nominally worth $1000, he received a certificate to that effect. On being re-stamped, the 4000 jieces would be returned to him worth $300; he was then entitled to $200 ofother funds. The general result of the operation has been as follow: Pistareens rec'd. Pi ut. Thus operation of the pistareens is now, in this country, aboutovertaking the Spanish quarter, shilling, and 6} cent pieces; very few, if any, of these pieces have been coined since 1821; most of them prior to 1800. Their aver- age period of circulation is 30 years, consequently they have become depreciated by wear and tear. Notwith standing which they have continued to pass hitherto at their nominal value at the north, while at the south they have been taken only at their real value, that is, the shil- lings for 10 cents, and the 64 pieces for 4 dimes; of course they have accumulated largely, and the quarters have long been a nuisance to ourbanks. The government and the banks have now resolved, and on Saturday commen- ced taking them only at their real values. The current rates as offered by the banks are less than thereal value; hence they will afford, mere particu- larly the shilling pieces, ¢ profit on recoinage. To drive this pestilent coin from circulation, and supply with new currency from the United States mint, will, indeed,be a Dlessing to the community. What a paltry sum is $3,700,000 of small change to supply so large a country asthis. The above return shows that in Cuba there were over $5,000,000 of pistareens alone in cirewla- tion. Hence the very necessity for small change arriving, from its scarcity has contributed to give the Span: coins a fictitious value.
