I was last fall attacked with a pain and severe soreness of thechest, which continued for a number of weeks, I had previously ‘or several years been subject toa perma nent weakness of the chest, caused by a strain. This lost attack gave me much apprehension, as1 found it was the commencement of a fatal disease. About the middle of December I began to take Dr. Wistar’s Balsam of Wild Cherry, a single bottle of which soon removed all sore- aes from the chest, added strength and vigor to the lungs, and I now regard myself as perfectly sound and well. MONEY MARKET. Tuesday, March 28—6 P,. M. ‘The steck market was very heavy to-day. Sales at both beards very slow, generally at declining rates. Ohio fell } percent; Kentucky firm. Atthe new board, the transactions were the same. The inclemency of the weather operated to prevent much out-door business. An Illinois editor, and member of the Assembly, states that an extra session of the Legislature will be convened to repeal all laws for the collection of debts in that State, in consequence of the late decision of the Supreme Court in regard tothe valuation law. Many of the Western and Southern States are now without banks, after having experienced rfeit of paper loans. Toshow the extent of the revolution which has rolled over the credit system, we have compiled the fol- lowing table of the States which are now comparatively without banks, and the amount of capital and loans in each in 1839, which was the year when banking in the interior had swollen to its greatest heighth: Banxing Iw = Sours anv West. Now, according to the advecates of bank credits, the people of the States here enumerated must be irretrievably ruined by thus being deprived of bank loans. One of the most seductive arguments put forth in favor of baoks, is that “they afford capital to those who have none, and thereby put the peor upon a level with the rich.” If we go back to that period of our country when there were no banks, we shall find the reverse of the pesition proved. The first bank, the Bank of North America, was established in 1790, a8 an instrument of taxation. In that year, the con: tinental army was in an exceedingly suffering condition for want of pay, munitions, clothes and food. A rumor came (o Philadelphia that Charleston had fallen into the hands of the British, an event which would have released a large portion of the invading troops, to strengthen suf- ficiently the New York forces, to enable them to take the offensive, in which case it became indispensable to put the army in a condition to beat them back. For this pur- pose asubscription of £300,000, Pennsylvania currency, was raised in Philadelphia to form a bank, which was car- ried into effect, and answered every expectation based upon it. The government incorporated it Dec. 1781, and the Pennsylvania Assembly, April, 1782. The issues of paper by this institution were highly beneficial to the army; butafter that necessity ceased, its baneful eftects became very apparent among people to whom its opera. tions was new. In March, 1785, when the concern hed been in operation five years, an immease number of the inhabitants of Chester county, Pa., addressed the assembly memorial which was entered on the minutes, and the following is an extract:— Memon. to Rercat tHe Banx or NortH America, Maxcn 21, 1785. “Representing that the bank established at Philadel- phia has fatal effects upon the community ; that whilst men are enabled, by means of the bank, to receive near three times the rate of common interest, and at the same time to receive their money at very short warning, when- ever they have occasion for it,it will be impossible for the husbandman or the mechanic to borrow on the former terms of legal interest, and distant payments of the prin- cipal ; that the best security will not enable the person to borrow ; that experience clearly demonstrates the mis- chievous consequences of this institution to the fair trad- hat importers have been enabled to support them- selves ona fictitions credit, by means of temporary punc- tuality at the bank, untilthey have drawn in their honest neighbors to trust them with their property, or to pledge credit as sureties, and have finally been involved in ruin and distress ; that they have repeatedly seen the stopping of discounts at the bank operate upon tis eating. part of the community with a degree of violence scarcely inferi- or to that of a si ation of blood in the human body, hurrying the wretched merchant who hath debts to pay, into the hands of griping usurers ; that the directors of banks may give such preferences in trade, by advances in money, to their particular favorites, as to destroy that ality which ought to prevail in n commercial country. Therefore, in order to restore public confidence and pri- vate security, they pray that a bill may be brought in and passed into a law, for repealing the law for incorporating the bank.” The committee to whom was referred this petition re- ported strongly in its favor, remarking « That the great profits of the bank, which will daily in- creas» as money grows scarcer, and which already far exceed the profits of European banks, have tempted fo- reignersto vest their money in this bank, and thus draw from us large sums of money for interest.” All the ovile, it appews, which heve overwhelmed the whole country since 1836, growing out of banking,clear- ly presented themselves to the sagacity of our fathers, ‘The effect, they saw clearly, was to destroy the credit of the industrious and frugal; because speculators and traders absorbed all the money of capitalists, by being en- abled to pay a higher rate of interest than the results of labor could afford. How truly has this been fulfilled in our day, whenall capital has run through banks into the hands of speculators, and production decreased, while consumption increased, until the whole country was im- poverished! The result of the above diminution of bank- ing in the States enumerated will be to make money cheap and easily attainable by the Ausbandman and mechanic. The speculator’s turn has now come to be excluded. ‘There are very few persons who make the distinction between that apparent prosperity ing from spending money borrowed, and the real distress occasioned by re- paying that money, From 1797 to 181,the English gov- ernment borrowed from its rich citizens, and spent among the laboring and trading classes, $3,000,000,000, or near $200,000,000 per annum. This was spent for arms, muni tions, clothes ‘pay, soldiers, &c. It was distributing money taken from the rich among the industrious. The result, of course, was great popular prosperity. The instant the war ceased, that enormous expenditure not only stopped, but $150,000,000 per annum was taken from the working classes in the shape of taxes, and given back to the rich for the interest on the money previously bor- rowed: Since 1815, $4,000,000,000 have been taken from the laborers and given tothe rich. The result is incon- ceivable distress. So in this country—from 1830 to 1839, inthe above nine States, $167,567,000 was loaned among the people, producing great apparent prosperity. Those loans have not been productive, but are now to be paid back again. The evil is net in paying back, but in per mitting the loans in the first instance.
