Yesterday, a paper setting forth that members of the House signing it, cannot any longer put up with the disgracetal conduct which occurs daily on that floor, and that the Speaker must preserve better or- der, or they will not set there, was circulated, and signed very generally. It is a strong intimation to Speaker Waght that he had better resign—that he is net fit for the station he occumes. Tt was carried round by an excellent man, and one who had been acting with him on some subjects, which makes it the more bitter. It he has a particle of self respect left, he will resign. To-day it was presented to him, asa document for his private consideration. It was signed by a large majority of members. From Vera Cruz.—Vera Cruz papers to_ the 18th ult. have bees received at New Orleans, via Hava- na, which state that the coast was visited on the 14th ult. by a gale which destroyed several Mexican coasting vessels, aud the American schooner Mi- nerva, from New Orleans, Gen. Menon, the com- mander of the Mexican forces at Campeachy, had been remoyed, and General Martias Pena Barragan appointed in his place. It was reported that the American vessel Samuel Ingham, which sailed from Vera Cruz for Tampico on the 1th alt. was wreck- ed. Tnere were several passengers on board, in- cluding an equestrian company. Whether they were lost or not is not known. Texas —Galveston dates to the 4th instant have been received at New Orleans. The President has appointed Wm. H. Dangerfield, Esq., who not long since resigned the office of the Seeretary cf the Treasury, to be Charge d’Affaires to the Netherlands; Louis @rousset to be Consul at Marceilles; and Joshua J. Crooswyck, Consul at Rotterdam, Hon. Pierce M. Butler, U.S. Agent tothe Chero- kees, has been appointed to attend an Indian Council to be held at the Waco village on the Brazos, and is authorized to make the United Statesa party to the treaty proposed to be formed between Texas and the tribe of hostile Indians. Many ofthe actual voters of the ward were prevented from voting, by the hired bullies present on the occasion. ‘Tho writer trusts that the respectable voters of the ward, merchants, mechanics, &c , who are interested in the city tar will be present when this self elected committee make their report. At Bosten there were $5000 sales of Massachu- setts 6 per cent stock, payable in 1867, coupons attached, offered at auction, and $1000 sold at 94 cash, and the ba- lance withdrawn. New York 5 per cents, redeemable 1958, are selling at 92, interest off, equal to 93}, before the shutting. A bill has passed the Legislature of Illinois authorizing the repayment to Stebbins and McAlister $330,000, bor- rowed of them in the summer of 1841, by Gen. White- sides, on the hy pothecation of $800,000 Illinois 6 per cent bonds. ‘That transaction was briefly as follows :— The new Illinois commissioner, on arriving in this city found a state of things existing between the former commissioner and Nevins & Townsend, who were the former agents, that caused him to make a trans- fer of the business from their hands as speedily as possi- ble. They accordingly placed the ogency with Steb- bins and McAlister. That house then, in order to enable the commissioner to meet the July interest, loaned him $333,000 for six months, on pledge of $834,000 State 6 per cent bonds, created for that purpose, and redeemable in 1865. This loan was at the rate ef 40 cents on the dollar, and the market price of the bonds at that time was 56 per cent. The house then immediately turned round, pledged these bonds, in various amounts, with different brokers and banks, in order to raisethe money, There appear to have been no special agreement for this; but the com- missioner could not have supposed that the house could, from their owa resources, lend $380,000 at the legal rate, when money was worth 14 per cent, and probably, if the State had been able to pay the loan when it came round, the question would never have been raisel. The loan fell due, however, andthe State could not pay. In the mean time, the price of the Londs fell to 20 percent, leaving the lenders short $165,000. Accordingly, Steb- bins and McAlister were unable to meet their engage- ments, and the instalments were not paid to the State as agreed upon. Gen. Whitesides immediately enjomed all the bonds pledged by Stebbins and McAlister, claiming themas the property of the State of Illinois, The com. missioner then called a mecting of the bondholders, plead- ing the non-liabili y of the state or the bonds in conse. quence of the non fulfilment of the original contract in regard to payments and ultimate arrangements, and pro- posing to return the bonds, and receive from them an evi- dence of debt for the money actually received by the State to be divided among them pro rata, when the State wasableto pay. This was declined, but is substantially what the new joan now proposes, viz: that Stebbins and McAlister shall return all the hypothecated bonds, and receive certificates for the amount actually loaned the State, payable in instalments after 1844. ‘The benefit of this law is not so apparent. The bonds were nearly all pledged to different parties, from whom they cannot be reeovered without an outlay of money for several years, greater than will ultimately be received from the State. The Mechanics’ Banking Assoriation is an instance.— That institution loaned $21,000 to Tracy & Gould, on pledge of $60,000 of the bonds, being at the rate of 40 cents on the dollar. Asthe bonds fell in value, they were re- (tired to Increase the deposite, and it is now, we believe, $85,000. These bonds were enjoined, and the bank then released Tracy & Gould, and took Stebbins’ guarantee. These bonds of 1965 ure selling from 3 to 4 per cent less than the other bonds of the State. The law was passed by one vote, under the vigorous lobbying exertions of the interested parties. A new Legislature will meet before the instalments are payable, and the plea of forfeiture for non {ulfilment may be yet enforced, Itis stateu that the Canal Bonk of New Orleans has not gone into liquidation. The debt of Pennsylvania is near $40,000,000, all spent for public works, which are a bill of expense instead of revenue. It is equal to ten hard dollars per head, and the facts are indisputable. in orderto humbug the farmers, the parasite stock-jobbers endeavor to persuade them, that the tolls on their canals are not paid by them, but by the consumers. The good sense of the farmers, however, will point out to them, on 4 little reflection, that the Ohio tolls are not only paid by them, bat as much of the Erie Canal and Western Railroad tolls, as is derived frem Ohio produce, is also paid by them. The fallacy of the commissioners was partaken in by the late Secretary of the Treasury, and arises from considering internal tolls, ax of the same operation as import duties. Tho case is, however, widely different. The valley of the Genessee, Ohio, Michigan, Indiana, Illinois, Iowa, Wisconsin, Maryland, and Virginia, all compete with each other inthe New York marxet ; each State can raise a sufficiency to supply the market, but they all raise quantities that produce asurplus. Nearly all they raise is destined for that market, and that alone. Hence the price in New York isnot governed by the cost of pro- ductien,or the expense of getting it to market, but en- tirely’ by supply }and demand. In the present state of affairs, if Ohio produced no flour, the price here would not change materially , because there would still be suf ficient in the market here. Hence the Ohio farmer knows that flour is here worth $4,50,an4 to sell it at that price, he must pay the freight on the Ohio Canal, Lake, Erie Canal and Hudson River, all of which will be de- ducted from the sale of his flor, and the remainder will perhaps not leave him the cost of production. The New York market fixes the value of flour in Ohio. In imported goods, the case is reversed.
